여길 참고하시면 되는데 일단 제어판 프로그램 추가/제거 가셔서 paradox launcher v2 를 제거하시고

임시방편으로 런처 안거치고 exe 실행 하니까 되긴 하더라고요
C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV
저도 지금 같은 증상이라 열심히 인터넷 뒤져서 해결했는데 paradox launcher 지우고 다시 설치하면 됩니다.

여기 폴더 찾아서 수동삭제 해주심 됩니다.
전 내문서쪽은 좀 달라서 그냥 launcher 비슷한 파일과 폴더 제거했습니다. (구버전 찌꺼기들이 좀 있더군요)
그리고 스팀에서 게임 시작하면 알아서 launcher v2 를 다시 설치하고 정상적으로 게임이 실행됩니다.
한글모드도 가능...
