아세안 의장국 캄보디아, 北에 로켓 발사 자제 촉구
훈센 총리, 주변 당사국들에 6자회담 복귀 요구
(하노이=연합뉴스) 김권용 특파원 = 아세안(동남아국가연합) 의장국 캄보디아의 훈센 총리가 10일 북한에 로켓 발사를 무기한 연기하라고 촉구한 것으로 신화통신과 현지 언론이 보도했다.
훈센 총리는 이날 오전(현지시간) 프놈펜에 진출한 일본업체의 공사 기공식에 참석한 자리에서 로켓 발사가 국제사회에 위험을 초래할 것이라며 이같이 요구했다고 이들 언론은 전했다.
그는 특히 "아세안 의장국 명의로 북한이 로켓 발사를 무기한 연기해줄 것을 촉구한다"며 북한이 로켓을 발사하더라도 아무런 실익이 없다고 거듭 강조했다.
훈센 총리는 아세안 외무장관들이 지난주 북한의 로켓 발사 계획과 관련한 공동성명 채택에 공감대를 형성하지 못해 구두로 입장을 공표키로 했다고 설명했다.
그는 북한의 로켓 발사가 한국과 일본, 미국은 물론 역내 전체에 우려를 불러일으키고 나아가 전 지역에 불안 요인이 될 것이라며 북한이 최대한의 자제력을 발휘, 유엔 안전보장이사회 결의에 반하는 어떠한 도발행위도 하지 않기를 호소한다고 말했다.
또 사태의 평화적 해결을 위해 주변의 모든 당사국이 6자회담에 복귀해야 한다고 역설했다.

Speaking as ASEAN chair, Prime Minister Hun Sen yesterday appealed to North Korea to permanently postpone a highly criticised planned rocket launch and renewed calls for the hermit kingdom to return to six-party talks.
“It was good that the rocket launch by North Korea was postponed over the past few days and, on this matter, I would like to appeal to the Democratic People’s Republic of Korea to postpone it forever,” said Hun Sen, referring to a Sunday announcement that the country was delaying the long-range rocket launch for uncited reasons. “I hope that North Korea will consider this thoroughly, otherwise, the concern is not just for Japan, South Korea and the US but the region as a whole,” he continued.
Hun Sen said he was making the appeal to North Korea, which has enjoyed an unusually warm relationship with Cambodia for decades, after a draft statement on the launch from Foreign Minister Hor Namhong failed to receive a consensus among the bloc.
“Frankly speaking, after almost one week of effort, foreign ministers could not reach an agreement,” said Hun Sen. “Therefore, on behalf of the ASEAN chair, which is going to expire this month, I would like to appeal to North Korea to be patient and please not to escalate a situation that could be against the resolution of the UN Security Council, and return to renewed six-party talks,” said Hun Sen.
Since the start of its year-long chairmanship, Cambodia has pushed for North Korea to return to the table for nuclear disarmament discussions with South Korea, China, the US, Russia and Japan, which have been stalled since 2009.
Hun Sen also used his speech to urge the regime of Syrian president Bashar Al-Assad not to use chemical weapons in its battle against rebel forces that have been closing in on the autocratic leader’s strongholds.
“The Assad regime in Syria must not use chemical weapons and North Korea must not launch the rocket, which will cause disaster in the world,” said Hun Sen. “These are not toy weapons, they are missiles and it is very dangerous.”
