이재명 대통령이 새 정부 초대 장관들이 처음으로 참석한 국무회의를 주재하고 폭우 피해와 대응 방안에 대한 보고 등을 받았는데요,

이 자리에서 거친 표현으로 쓴소리를 쏟아내기도 했습니다.

이 대통령이 대상을 특정하진 않았지만 백경현 구리시장에 대한 비판으로 분석됩니다.

백 시장은 구리시에 홍수주의보가 내려진 그제 20일, 강원도 홍천군의 한 식당에서 주민들과 야유회 행사에 참석해 마이크를 잡고 노래를 부르고 신나게 춤까지 춘 것으로 드러났는데요,

처음에 백 시장은 당일 오전 11시까지 폭우 피해 상황을 점검했고, 논란이 된 행사에는 약 20분 정도만 참석하고 술을 마시지 않았다고 해명했지만 논란이 커지자 결국 오늘 성명을 통해 사과한 겁니다.

홍수 비상인데 구리시장은 덩실덩실…야유회서 춤추며 노래 불렀다

집중호우로 인해 공무원들이 비상근무를 하는 상황에서 경기도 구리시장이 지역 야유회 행사에 참석해 춤추고 노래를 부르고 있는 장면이 포착돼 논란이 일고 있다.

21일 SBS에 따르면 지난 20일 오후 1시 30분쯤 백경현 구리시장은 강원도 홍천군의 한 식당에서 주민들과 함께 야유회 행사에 참석했다. 이날 행사에서 백 시장은 마이크를 든 채 노래를 열창했고, 덩실덩실 춤까지 췄다. 식당에는 '하계 야유회'라고 적힌 현수막이 걸려 있었다. 테이블에는 술병도 여러 병 목격됐다.

같은 시간 구리시는 집중호우에 따른 홍수 피해가 이어져 공무원들이 비상대기 근무 중이었다. 20일 오전 경기 북부에 쏟아진 집중호우와 팔당댐 방류량으로 인해 구리시는 홍수주의보가 내려진 상황이었다. 당시 구리시내 하천이 범람하면서 교량이 파손되고, 하상도로 4곳을 포함해 곳곳에서 침수 피해도 발생했다. 시 공무원들은 20일 오전 5시 30분부터 오후 2시 30분까지 수해 대비 비상근무 중이었다. 이날 오전 9시 30분에는 백 시장 이름으로 '폭우 피해를 재난상황실 등에 신고해 달라'는 문자 메시지를 구리 시민들에게 발송하기까지 했다.

백 시장은 "구리 시민들의 요청으로 야유회에 20분 정도 참석했다"며 "술은 마시지 않았다"고 SBS에 해명했다. 이어 "20일 오전 11시쯤 구리시 재난상황실에서 피해 상황을 점검한 뒤 강원 홍천으로 떠났던 것이지만, 잘못을 인정하며 구리 시민들께 심려를 끼쳐 죄송하다"고 말했다.

SEOUL, July 16 (Yonhap) -- Heavy rains poured on Seoul and central South Korea on Wednesday, causing a retaining wall collapse that killed a driver, along with road flooding and other damage, authorities said.
​
As of 9 p.m., cumulative rainfall had reached 149.5 millimeters in the southwestern city of Gunsan; 131.0 mm in Boryeong and 78.5 millimeters in Incheon's Ongjin County, according to the Korea Meteorological Administration (KMA).
​
Seoul's Jongno district recorded the highest cumulative rainfall among Seoul districts at over 63.3 mm.
​
The state weather agency forecast heavy rainfall across the country until Thursday, with downpours of more than 200 millimeters per hour expected in southern Gyeonggi Province.
​
The interior ministry activated the Level 1 operation of the Central Disaster and Safety Countermeasures Headquarters for the greater Seoul area and Chungcheong Province as of 3 p.m.

Amid heavy rain, a 10-meter-high retaining wall of the overpass at Gajang intersection in the city of Osan, 52 kilometers south of Seoul, collapsed onto a road at around 7:04 p.m., burying one vehicle under the debris.
​
After hours of rescue operations, officials found the driver, a man in his 40s, in a state of cardiac arrest under the debris, according to the Gyeonggi fire authorities.
​
At around 8:06 p.m., a bus' rear wheel got stuck in a pothole about 50 centimeters deep in the city of Guri, just east of Seoul, but no injuries were reported.
​
As of 9 p.m., 27 emergency calls related to heavy rain were reported in South Chungcheong Province, including six cases of road flooding, three cases of residential flooding and 18 other cases, such as fallen trees, according to local authorities.
​
In Incheon, 15 rain-related damage reports had been filed via the 119 emergency hotline in the city as of 9 p.m., such as road flooding. No casualties have been reported.

Vice Interior Minister Kim Min-jae called on authorities to take thorough measures to minimize damage and respond preemptively to prevent any casualties.
​
Kim also urged the public to stay updated on the weather and avoid dangerous areas such as those at risk of landslides and underground facilities.
As a precautionary measure, authorities have closed 29 urban streams, four riverside parking lots in Seoul, as well as other public parks and streams across affected regions nationwide, officials said.
