제1절 정보 사회의 특성
Ⅰ. 정보 사회의 의미와 특징
1. 정보사회의 의미
가. 정보사회에 대한 관점
① 기존의 산업사회와는 전혀 다른 특징을 가진 사회라는 논의
② 산업사회의 특징들을 가지고 있으면서 그 형태만 바뀐 사회라는 논의
나. 정보사회(情報社會. information society)
사회 전반에 걸쳐 정보가 중요하고 결정적인 역할을 하는 사회
정보사회는 정보의 생성, 분배, 사용, 통합 및 조작이 중요한 경제적, 정치적 및 문화적 활동인 사회이다. 정보사회의 목적은 창의적 및 생산적 방법으로 정보기술(IT)를 사용하여 국제적으로 경쟁적 우위를 점하는 것이다.
An information society is a society where the creation, distribution, use, integration and manipulation of information is a significant economic, political, and cultural activity. The aim of the information society is to gain competitive advantage internationally, through using information technology (IT) in a creative and productive way
다. 정보의 역할
정보의 양적 증가가 정치・경제・사회・문화 등 우리 사회의 전반에서 변화를 가져온다.
2. 정보사회의 특징
가. networks의 확산
정보사회의 가장 큰 특징은 networks이 전방위적으로 확산되어 개인은 언제 어디에서나 networks에 접속하여 정보를 습득하여 활용할 수 있다. networks의 확산이 우리 사회에 미치는 다양한 원인은 다음과 같다.
① 개인의 일상(日常)을 편리하고 다양하게 변화시켰다.
② communication methods(의사소통방법)에 커다란 변화를 가져왔다.
③ 전세계의 시・공간적 제약(時・空間的 制約)이 사라졌다.
의사소통(意思疏通. communication)
1. 의의
가. 의사소통은 수신자가 송신자가 이해하기 원하는 똑같은 방법으로 수신자가 그것을 이해하는 식으로 한사람으로부터 복수의 사람에게 아이디어, 사고 또는 느낌을 주고 받는 것으로 정의된다(Communication is defined as the giving and receiving of ideas, thoughts or feelings from one person to one or more persons in such a way that the person receiving it understands it in the same way that the sender wants him/her to understand((44단어).
나. 의사소통은 다른 사람들이 표현하는 것을 이해하는 것은 물론 아이디어, 정보, 지식, 사고 및 느낌을 표현하는(또는 전하는) 행위이다(Communication is the act of expressing (or transmitting) ideas, information, knowledge, thoughts, and feelings, as well as understanding what is expressed by others)(23자)

나. 대중문화(大衆文化)에서 다중문화(多衆文化)로의 전환
① 대중문화가 쇠퇴하고 새로운 유형들의 매체가 쏟아져 나오고 있다. 대중문화란 산업사회의 발전과 더불어 형성된 문화로 매체기술을 이용하여 대중을 위해 대량 생산된 문화이다.
② 소수의 대중매체가 일방적 의사소통을 통해 다수의 사람들을 지배하던 현상들이 정차 줄어 들어 새롭게 증장한 매체들이 쌍방향적 또는 다중적인 의사소통을 통해 상당수의 개인들을 적극적인 문화생산자로 참여시키는 현상이 나타났다.
③ 다중(多衆)은 각자의 정체성(正體性.identity)을 유지하면서 개별적으로 행동하다가 일시적으로 특정한 사안이 생겼을 때 개별성을 유지하면서 공동으로 행동하는 사람
④ smart mob : Howard Rheingold의 Smart Mobs: The Next Social Revolution.
A smart mob is defined as a group that, contrary to the usual connotations of a mob, behaves intelligently or efficiently because of its exponentially increasing network links, enabling people to connect to information and others, to perform a task allowing a form of social coordination.
다. 익명적(匿名的) 관계의 확산
① 익명적(匿名的) 관계
참여자들이 공통의 관심사를 통해 일시적으로 사회관계를 맺으면서 자신의 정체성을 드러낼 필요가 없게 된 것
② 익명성을 무기로 통제되지 않은 행동들이 나타난다.
③ 시간적・공간적 제약이 사라지면서 기존의 일차적 관계가 더욱 활성화되는 모습을 나타낸다. David Riesman (1909~2002)의 고독한 군중(The Lonely Crowd: A Study of the Changing American Character in 1950)으로 대표되는 현대사회의 소외감(疎外感)을 해소할 수 있다.

공중상황이론(the situational theory of publics)
문제인식, 제약인식, 관여도와 이에 따른 커뮤니케이션 행동에 따라 그루닉은 제약된 공중(constrained), 문제직면적 공중(problem facer), 숙명적 공중(fatalistic), 일상적 공중(routine) 등 4개의 공중으로 분류하였다. 이 4개의 공중 집단을 다시 관여도의 높고 낮음에 따라 8개의 공중으로 분류할 수 있다.

④ online을 통한 사람들 사이의 관계를 형성한 새로운 의미의 집단은 제3차집단은 제1차집단, 제2차집단과는 달리 computer를 매개로 의사소통함으로써 전인격적인 접촉을 한다.
Ⅱ. 정보 사회를 보는 관점들

정보사회를 보는 관점을 이해하고 자신의 관점을 확립할 수 있다.
1. 낙관론과 비관론
가. 낙관론(樂觀論. optimism)
정보 기술의 발전이 정치적, 경제적, 사회적, 문화적으로 긍정적인 사회변동(social change)을 야기한다.
⑴ 정치적 : 정보 기술을 통해 더 많은 정보를 접하고 다양한 방식으로 정치과정에 참여함으로써 대의민주주의(representative democracy)에서 직접민주주의(direct democracy)에로의 변화를 가져온다.
Types of democracy Democracy has taken a number of forms, both in theory and practice. Some varieties of democracy provide better representation and more freedom for their citizens than others. However, if any democracy is not structured so as to prohibit the government from excluding the people from the legislative process, or any branch of government from altering the separation of powers in its own favour, then a branch of the system can accumulate too much power and destroy the democracy. Basic forms Representative democracy is a form of democracy in which people vote for representatives who then vote on policy initiatives as opposed to a direct democracy, a form of democracy in which people vote on policy initiatives directly. Direct democracy Direct democracy is a political system where the citizens participate in the decision-making personally, contrary to relying on intermediaries or representatives. The supporters of direct democracy argue that democracy is more than merely a procedural issue. A direct democracy gives the voting population the power to: 1.Change constitutional laws, 2.Put forth initiatives, referendums and suggestions for laws, 3.Give binding orders to elective officials, such as revoking them before the end of their elected term, or initiating a lawsuit for breaking a campaign promise. Direct democracy only exists in the Swiss cantons of Appenzell Innerrhoden and Glarus. Representative democracy Representative democracy involves the election of government officials by the people being represented. If the head of state is also democratically elected then it is called a democratic republic. The most common mechanisms involve election of the candidate with a majority or a plurality of the votes. Most western countries have representative systems. Representatives may be elected or become diplomatic representatives by a particular district (or constituency), or represent the entire electorate through proportional systems, with some using a combination of the two. Some representative democracies also incorporate elements of direct democracy, such as referendums. A characteristic of representative democracy is that while the representatives are elected by the people to act in the people's interest, they retain the freedom to exercise their own judgement as how best to do so. Such reasons have driven criticism upon representative democracy, pointing out the contradictions of representation mechanisms' with democracy. |
⑵ 경제적 : 경제의 객체가 재화(재화, goods) 중심에서 지식(知識, knowledge)이나 서비스(用役, services) 중심으로 변하고 노동시간의 단축과 노동생산성의 비약적 향상을 가져온다. 전자상거래(electronic commerce)의 등장으로 모든 경제주체들(economic subjects)의 경제활동에 많은 영향을 미치고 있다.
경제주체(economic subjects or units)
가. 의의
경제활동을 하는 단위로서 경제단위라고도 한다.
나. 종류
⑴ 가계(household)
가계는 소비의 주체로서 소비 결정을 하고 생산요소를 소유한다. 가계는 기업에게 생산의 요소서비스를 제공하고 기업으로부터 소비를 위한 완제품을 구매한다.
⑵ 기업(firm) : 생산의 주체로서 생산 결정을 한다. 이 결정은 어떤 재화를 생산하고, 이들 재화가 어떻게 생산되고 얼마의 요금을 부과할지도 포함한다. 기업은 생산의 다양한 요소를 이용하여 가게가 소비할 완제품을 판매한다.
⑶ 정부(government)
정부는 소비와 생산의 주체이다.
⑷ 외국(foreign country)
개방경제에서 외국도 소비와 생산의 주체(국제무역 및 통상의 주체)이다.
다. 개방경제(open economy)
An open economy is an economy in which people, including businesses, can trade in goods and services with other people and businesses in the international community at large. This contrasts with a closed economy in which international trade cannot take place. The act of selling goods or services to a foreign country is called exporting. The act of buying goods or services from a foreign country is called importing. Together exporting and importing are collectively called international trade. There are a number of advantages for citizens of a country with an open economy. One primary advantage is that the citizen consumers have a much larger variety of goods and services from which to choose from. As well consumers have an opportunity to invest their savings outside of the country. Economic models of an open economy The basic model The basic economic model of an open economy is the same as that of a closed economy model except two new terms are added: Exports (EX) and imports (IM): Y = Cd + Id + Gd + (EX − IM) With Y being gross domestic product / national income, Cd is consumer consumption of domestic goods and services, Id is investment in domestic goods and services, Gd is government expenditures on domestic goods and services. The term (EX − IM) is usually called net exports and is sometimes designated with the term NX. |
⑶ 사회적 : 정보에 자유로운 접근이 가능하여 기회의 평등이 진전되고 사이버공간에서의 의사소통과 사이버공동체의 형성 등 사회적 삶의 모습에 변화를 가져온다.
⑷ 문화적 : 정보 기술의 발달로 다양한 문화를 쉽게 접할 수 있고 이러한 문화들의 상호작용을 통해 문화의 변동을 가져온다. 그리고 다양한 contents의 등장으로 인간 삶의 모습에더 변화를 가져온다.
나. 비관론(悲觀論. pessimism)
정보 기술을 사회적으로 활용할 때 생기는 다양한 역기능(dysfunctions)에 주목한다.
⑴ 정치적 :정보의 독점, 정보의 과잉과 왜곡
국가, 권력자가 각종 정보를 독점하고 통제할 가능성이 높아지고 정보의 과잉과 왜곡 등으로 시민의 올바른 판단을 저해하여 정치참여에 혼란을 가중시킬 수 있다.
⑵ 경제적 : 정보의 불평등, 자동화, 사이버공간의 상업화
정보의 불균등한 분배로 인해 경제적 불평등을 심화시킬 수 있다. 자동화로 인해 노동력이 computer와 기계로 대체되어 실업이 증대되고 사이버공간의 상업화로 인해 자극적인 정보가 만연(蔓延)할 수 있다.
⑶ 사회적 : 정보의 불평등, 사이버 일탈과 범죄행동, 대면적 대인관계 소원
정보의 불평등으로 새로운 사회 계층이 형성되고 internet 중독과 사이버일탈, 정보 관련 범죄의 등의 문제가 발생할 수 있다. 대면적 대인관계(face-to-face interpersonal relations)가 소원해짐에 따라 개인의 고립이 심화될 수 있다.
⑷ 문화적 : 편향문화, internet 악용
편향적으로 문화를 접함으로써 문화 사대주의나 자문화 중심주의가 확산되고 지배적 문화에 의해 문화적 종속이 발생할 수 있다. hacking, 인터넷 마녀사냥(internet witch hunting), spam mail(junk mail, bulk mail. 일반적으로 받기를 원치 않는 메일을 통틀어 일컫는 말)과 악성 댓글의 범람, 음란물 유포 등의 부작용도 심각한 사회적 문제이다.
다. 낙관론과 비관론
정보 기술의 발달을 통해 우리의 삶이 더 풍요로워진 것은 사실이나 정보 기술의 사회적 활용과정에서 다양한 역기능이 나타난 것도 사실이다. 정보기술은 가치중립적이지만 정보기술이용자들은 가치 개입적이다. 정보 기술의 이점을 활용하면서 역기능을 해결하려면 정보 기술을 사용하는 사람들의 인식을 높이고 사회적 제도와 법규를 잘 갖추는 것이 하나의 방안일 것이다.
2. 단절론과 연속론
가. 단절론(斷切論)
새로운 정보 사회가 기존의 사업사회를 대체하였다고 보는 관점이다.
⑴ Daniel Bell(1919~2011)

He has been described as "one of the leading American intellectuals of the postwar era." His three best known works are The End of Ideology, The Coming of Post-Industrial Society and The Cultural Contradictions of Capitalism. |
① 탈산업사회의 형태를 정보사회로 본다.
② 그는 노동 유형의 변화로 단절이 나타났다고 주장한다.
③ 전산업사회는 사람의 근력을 통한 농업노동으로 “자연에 대한 게임”이 이루어 지며 산업사회는 기계를 통한 공장작업으로 “인공적 자연에 대한 게임”이 이루어 지고 정보사회는 서비스고용을 통한 “사람들 사이의 게임”이 이루어지는 사회이다.
④ 산업사회의 핵심자원이 자본과 노동력이라면 정보사회의 핵심자원은 지식과 정보라고 주장한다.
⑵ Alvin Toffler(1928~)
① 제3의 물결에서 인간 문명은 농업 문명, 산업 문명을 거쳐 제3물결 문명으로 전환되었다고 주장했다.
② 제3물결 문명으로의 이행과정 속에서 정보의 중요성, computer, 가내전자 근무체제, 통신공동체 등의 등장은 정보 사회가 도래되었음으로 보여주고 있다.

Alvin Toffler (born October 4, 1928) is an American writer and futurist, known for his works discussing the digital revolution, communication revolution and technological singularity. The Third Wave is a book published in 1980 by Alvin Toffler. It is the sequel to Future Shock, published in 1970, and the second in what was originally likely meant to be a trilogy that was continued with Powershift: Knowledge, Wealth and Violence at the Edge of the 21st Century in 1990. A new addition, Revolutionary Wealth, was published, however, in 2006 and may be considered as a major expansion of The Third Wave. Toffler's book describes the transition in developed countries from Industrial Age society, which he calls the "Second Wave", to Information Age "Third Wave" society. Toffler's Wave Theory In the book Toffler describes three types of societies, based on the concept of 'waves'—each wave pushes the older societies and cultures aside. The First Wave is the settled agricultural society which prevailed in much of the world after the Neolithic Revolution, which replaced hunter-gatherer cultures. The Second Wave is Industrial Age society. The Second Wave began in Western Europe with the Industrial Revolution, and subsequently spread across the world. Key aspects of Second Wave society are the nuclear family, a factory-type education system and the corporation. Toffler writes: "The Second Wave Society is industrial and based on mass production, mass distribution, mass consumption, mass education, mass media, mass recreation, mass entertainment, and weapons of mass destruction. You combine those things with standardization, centralization, concentration, and synchronization, and you wind up with a style of organization we call bureaucracy." The Third Wave is the post-industrial society. Toffler says that since the late 1950s most countries have been transitioning from a Second Wave society into a Third Wave society. He coined many words to describe it and mentions names invented by others, such as the Information Age. |
나. 연속론(連續論)
이전의 사회와의 연속선상에서 사회 변동을 보는 관점이다. 정보기술의 발전이 새로운 사회를 등장시킨 것은 아니며 기존의 자본주의 축적 과정중 형성된 새로운 적응방식으로 본다. Herbert Irving Schiller(1919~2000)는 정보발전의 특징 3가지를 주장한다.
⑴ 정보의 발전 과정에 이윤과 상품화를 특징으로 하는 시장 기준이 철저하게 적용된다.
⑵ 계급 불평등은 정보의 생산, 분배, 접근 능력을 결정하는 주요 요인이다.
⑶ 정보와 communication 영역에서 중대한 변화를 겪고 있는 이 사회는 기업자본주의(corporate democracy) 사회이다.
다. 단절론과 연속론
정보사회는 단절론과 연속론을 절충적으로 보는 관점이 필요하다. 정보사회는 자본주의 체제의 특징들을 연속적으로 이어가고 있지만 핵심자원이 자원과 노동에서 지식과 정보로 변경되며 새로운 특징이 나타나는 사회이다.
