Five economic organizations - Korea Chamber of Commerce & Industry (KCCI), Federation of Korean Industries (FKI), Korea International Trade Association (KITA), Korea Federation of Small and Medium Business (KBIZ), and Korea Employers Federation (KEF) - submitted 100 regulatory reform subjects including ‘expansion of employment scope and period of non-regular workers’ to the Regulatory Reform Committee (RRC) on November 14.
Under the presumption that enforcement of the non-regular workers’ protection law has significantly restricted enterprises’ human resources management, the five economic organizations recommended that more jobs be filed in the ‘contract-term exception’ category and that enterprises be authorized to exploit dispatched workers in their manufacturing operations, for that though the number of areas where enterprises are allowed to utilize dispatched workers has increased from 138 to 197, still various areas where labor force is needed have not been fully covered by the law.
In order to minimize enterprises’ administrative expenses related to non-regular worker alterations as well as job shift durations, the organizations asserted that the employment period of contract-term workers, should be extended from the current 2 year period to 3 years.
In addition, the organizations insisted that the restrictions regarding logistics facility construction within the metropolitan area be relieved. Even though logistics companies prefer locating construction sites inside limited development districts and, or, greenbelts within the metropolitan area, companies find it difficult to do so due to various restrictions concerning construction of logistics facility.
Accordingly, the five economic organizations argued that, “construction of logistics facilities should be authorized in limited development districts” and “the building-to-land ratio should exceptionally be permitted to reach as high as 40 percent for logistics facilities in areas such as greenbelts.”
