8. 승공 국민운동 기반 조성 절실

여기서 여러분이 유의해야 할 것은, 북한은 전 공산세계를 대표하고 있기 때문에 그 배후에는 소련을 비롯한 여러 공산국가가 연결되어 있다는 사실입니다. 북한과 연결된 이들 국가는 세계제패라는 사상적인 연대관계를 갖고 있기에 유사시 북한은 이들 국가, 특히 소련과 중국으로부터 군사적 경제적인 지원을 받을 수 있으나 대한민국은 그렇지 못합니다.

앞으로 유사시 6·25동란 때처럼 자유 우방들이 우리를 도와주리라고 기대해서는 안 됩니다. 왜냐하면 민주세계는 세계통일이라는 사상적 내용이 없기 때문입니다. 6·25동란 때와는 사정이 판이하게 달라졌습니다. 이는 자유 우방이 세계를 위하는 사상으로 일치되어 있지 않고 각 국가의 이익을 추구할 뿐만 아니라, 선거에 의한 주권자의 변동이 가능하며 점점 자유화되어 가기 때문인 것입니다.

자유진영의 이러한 취약점을 벌써부터 알았기 때문에 본인은 그동안 일본·미국·유럽·중남미 등을 왕래하면서 세계의 청년·학자·언론인·정계인 등을 규합하여 초국가적인 승공사상으로써 이들을 깨우쳤으며, 이들 각국에 국민적(민간적) 승공 기반을 조성하여 역사적·섭리적·세계적인 전체 공산주의와의 대치지인 대한민국을 수호하기 위하여 전력을 기울였습니다. 특히 미국과 중남미에 카우사(CAUSA;남북미통일연합) 운동을 통해 승공사상을 국민에게 토착화시키는 데 성공했으며, 일본에서는 강력한 민간 승공 기반을 구축했습니다.

미국과 일본에 있어서 이 기반은 앞으로 더욱 급속히 확대될 것입니다. 한국도 그동안 본인이 승공연합에 지시하여 전국의 리·통 단위의 지도자를 선정하여 전 국민적 기반을 세우게 하였습니다. 이렇게 해서 적어도 한국과 일본과 미국 위정자의 차원이 아닌 민간 차원에서 사상적으로 강력한 연대관계를 형성할 수 있게 되었으며, 유사시에 신속히 지원을 얻을 수 있는 터전이 마련된 것입니다.

앞으로 세계를 대표한 이 3국의 승공국민 회원은 자매결연과 상호교류, 교육 등을 통하여 단결을 더욱 굳히도록 지도하려고 합니다. 그런데 북한의 직접적인 위협 하에 놓여 있는 한국에는 아직도 승공국민 요원이 대폭 부족합니다. 하나의 리·통 내에 적어도 100명 이상의 승공국민 회원이 있어야 합니다. 그렇게 되면 약 7백만 승공국민 회원이 됨으로써 승공의 주체국으로서 국제적 위신을 갖게 될 것입니다.

따라서 한 리·통 내에서 될 수 있는 대로, 아버지도 어머니도 승공국민 역군이 되어야 하며, 형 동생 누나도 그리고 남편도 아내도 승공국민 회원이 되어야 합니다. 그렇게 될 때 반상회는 승공국민 반상회가 되고, 민방위대는 승공국민 민방위대가 되며, 새마을운동은 승공국민 새마을운동이 되는 것입니다. 이렇게 될 때 비로소 이 나라에 강력한 승공국민 기반이 조성되며 확고한 안보국민 기반이 구축되게 됩니다. 나라의 위정자는 바뀌더라도 이 국민 기반 조성은 결코 중단되어서는 안 됩니다.

그러나 이것으로 만족해서는 안 됩니다. 이 국민 기반을 다시 외국의 승공국민 기반과 연결시켜야 합니다. 그리하여 강력한 국제적인 승공국민 연합전선을 형성해야 합니다. 국제적인 승공국민 연합전선으로써 북한을 포함한 전 세계 공산주의와 싸워 이길 때 비로소 북한을 타도하고 북한 땅을 해방시킬 수 있는 것입니다.

8. 勝共国民運動基盤の造成が急務

ここにおいて留意しなければならないことは、北朝鮮は全共産世界を代表しているので、北朝鮮の背後にはソ連をはじめとする多くの共産国家がつながっているという事実です。北朝鮮とつながったこれらの国家は、世界制覇という思想的な連帯関係をもっているために、有事の際、北朝鮮は、これらの国家、特にソ連と中国から軍事的、経済的な支援を受けることができますが、大韓民国はそうではありません。


今後、有事の際、六・二五動乱のように自由の友邦が私たちを助けてくれると期待してはいけません。なぜならば、民主世界には世界統一という思想的な内容がないからです。六二五動乱の時とは事情が全く異なってしまいました。これは、自由の友邦が世界のための思想で一致しているわけではなく、自国の利益を追求するだけではなく、選挙による主権者の変動が可能であり、だんだんと自由化されつつあるからです。

私は、自由陣営のこのような脆弱（ぜいじゃく）点を早くから知っていたので、これまで、日本、アメリカ、ヨーロッパ、中南米などを往来しながら、世界の青年、学者、言論人、政界人などを糾合して、超国家的な「勝共思想」で彼らを覚醒し、彼らの国家に民間的な勝共基盤を造成して、歴史的、摂理的、世界的な全体共産主義との対立地である大韓民国を守護するために全力を傾けたのです。特に、アメリカと中南米には、カウサ(CAUSA:南北米統一連合)運動を通じて「勝共思想」を国民に定着させることに成功し、日本では強力な民間の勝共基盤を構築しました。

アメリカと日本において、この基盤は今後、一層急速に拡大されるでしょう。韓国もこれまで私が勝共連合に指示して、全国の里、統単位の指導者を選定し、全国民的基盤を立てるようにしました。このようにして、少なくとも、韓国と日本とアメリカにおいて、為政者のレベルではなく、民間のレベルで、思想的に強力な連帯関係を形成するようになったのであり、有事の際、迅速に支援を得られる土台がつくられたのです。

これから世界を代表するこの三国の勝共国民会員は、姉妹結縁と相互交流、教育などを通じて、団結をより強くするように指導しようと思います。北朝鮮の直接的な脅威のもとに置かれている韓国には、まだまだ勝共国民要員が大幅に足りません。一つの里、統内に、少なくとも百人以上の勝共国民会員がいなければなりません。そうすれば、約七百万の勝共国民会員となり、勝共の主体国として国際的威信をもつようになるでしょう。

したがって、一つの里、統内で、できる限り父も母も、勝共国民の働き手にならなければならず、兄も弟も姉も妹も、そして夫も妻も勝共国民会員にならなければなりません。そうなるとき、町内会は勝共国民町内会となり、民防衛隊は勝共国民民防衛隊となり、セマウル運動は、勝共国民セマウル運動となるのです。そうして初めてこの国に強力な勝共国民基盤が造成されるようになり、確固たる安保国民基盤が構築されるようになります。国の為政者がたとえ代わったとしても、この国民基盤造成は決して中断されてはいけません。

しかし、これで満足してはいけません。この国民基盤を、再び外国の勝共国民基盤と連結しなければなりません。そうして強力な国際的勝共国民連合戦線を形成しなければならないのです。国際的な勝共国民連合戦線によって、北朝鮮を含む全世界の共産主義と闘って勝利するとき、初めて北朝鮮を打倒し、北朝鮮の地を解放するのです。

8. The urgent need for the Victory over Communism campaign

Since North Korea represents the entire communist world, you have to be mindful of the fact that other communist nations, beginning with the Soviet Union, stand behind North Korea. These nations that have ideological ties to North Korea share the goal of world domination.

Therefore, in times of emergency North Korea will be able to receive military and economic support from these nations, especially from the Soviet Union and China. However, this is not the case for South Korea.

We cannot expect that free nations will come to our aid in times of need, as they did during the Korean War. This is because the democratic world does not have a philosophical vision or a commitment to the world as a single community.

Also, the circumstances today are completely different from the time of the Korean War. This is because the free nations are not aligned with the principle of living for the sake of the world. They mainly pursue their own national interests, they are becoming increasingly liberal, and their governments and policies can change with each election.

Because I knew this weakness of the free world, I traversed Japan, America, Europe, Central and South America, and other parts of the world to rally young people, scholars, journalists and politicians, and introduce them to the transnational philosophy of Victory over Communism.

In each nation I devoted all my energy in creating a base to disseminate the Victory over Communism teaching to the general public. This activity serves to protect the Republic of Korea, which is placed in a historic, providential and global confrontation with communism.

In particular, I have been successful in establishing Victory over Communism activists in localities throughout the United States and Central and South America, through the CAUSA movement. I also have built a strong foundation for Victory over Communism among the Japanese people.

This foundation will expand rapidly in Japan and the United States. In Korea I called on the International Federation for Victory over Communism to create a nationwide organization with leaders in each village and precinct.

In this way we were able to form strong partnerships and ideological bonds between Korea, Japan and the United States on a civic rather than a political level. This foundation will generate immediate mutual support in times of emergency.

In the future I intend to guide the members of the Victory over Communism movements in these three nations, which represent the world, to extend their solidarity through sisterhood ties, mutual exchanges and education.

South Korea, which is under the direct threat of North Korea, still has a great shortage of leaders in the area of Victory over Communism. Each village and precinct needs to have more than one hundred Victory over Communism activists.

Once they are in place, there will be approximately seven million activists. That will enable Korea to gain international stature as the leading nation in the fight against communism.

Therefore, whenever possible, the fathers and mothers in each village and precinct should become pillars of the Victory over Communism movement. Your elder and younger siblings and even your husband or wife ought to become a member of the International Federation for Victory over Communism.

When that happens, neighborhood meetings will become neighborhood meetings for Victory over Communism, the civil defense corps will be a Victory over Communism civil defense corps, and the New Village Movement will be a Victory over Communism New Village Movement.

In this way, a strong foundation to defeat communism will be established in this nation, building a solid foundation for national security. Though politicians change, the formation of this grassroots foundation will never be interrupted.

Nonetheless, we must not be satisfied with that. We need to connect our home-based, grassroots foundation with the Victory over Communism foundations in other countries. In so doing, we can form an international united front under the International Federation for Victory over Communism. When this international front triumphs over communism throughout the world, we finally can liberate North Korea.
