어제 특집으로 경제시평 내용은 미국이란 나라에 대해 얼마나 경제가 어렵고 힘들게 가는지 보여주는
시평이 아니었나 생각됩니다.
정말 시원하게 시평을 읽고 고마움을 느낀 하루였습니다.
그점에서 약 한달정도 됐을겁니다. 루비니 교수에 경제 전망에 대해서 올려보도록 하겠습니다.
참 이분도 경제에 대해서 비관론자라 고 할수 있죠.
그런데 글을 읽어 보고 (이글 나온지는 아마 꽤 될듯 싶습니다.) 특집으로 온 경제시평 내용을 비교해보고,
현 경제상황을 대입해 보면 아마 맞아 떨어지는 부분이 상당히 많아 질꺼라 생각됩니다.
그렇다고 이글이 전부 맞다고 할수는 없지만, 기본 틀은 갖쳤다고 할수 있나요?

Beware of those who say we've hit the bottom. 바닥을 쳤다는 소리를 하는 인간을 주의해라.

November 14, 2008 "Forbes" November 13, 2008 -- It is useful, at this juncture, to stand back and survey the economic landscape--both as it is now, and as it has been in recent months. So here is a summary of many of the points that I have made for the last few months on the outlook for the U.S. and global economy, as well as for financial markets: 지금처럼 중요한 시기에는 뒤로 떨어져서 경제 전반을 조망해 볼 필요가 있다. 이 글은 금융시장 뿐만 아니라 미국과 세계경제에 대해 내놓았던 내 전망을 요약한 것이다.
--The U.S. will experience its most severe recession since World War II, much worse and longer and deeper than even the 1974-1975 and 1980-1982 recessions. The recession will continue until at least the end of 2009 for a cumulative gross domestic product drop of over 4%; the unemployment rate will likely reach 9%. The U.S. consumer is shopped-out, saving less and debt-burdened: This will be the worst consumer recession in decades. 미국은 2차대전 후에 겪었던 어떤 리세션(1980-1982년, 1974-1975년)보다도 더 혹독하고 길고 깊은 경기침체를 겪을 것이다. 이 경기침체는 최소한 2009년 후반까지는 진행될텐데 이로써 GDP는 4% 이상 감소하고 실업률은 9%까지 치솟을 것이다. 나가서 쇼핑하고 저축은 하지 않고 빚을 지고 사는 미국 소비자는 수십년간 최악의 소비자 경기 침체를 불러 온다.
--The prospect of a short and shallow six- to eight-month V-shaped recession is out of the window; a U-shaped 18- to 24-month recession is now a certainty, and the probability of a worse, multi-year L-shaped recession (as in Japan in the 1990s) is still small but rising. Even if the economy were to exit a recession by the end of 2009, the recovery could be so weak because of the impairment of the financial system and the credit mechanism that it may feel like a recession even if the economy is technically out of the recession. 짧고 얕은 6개월에서 8개월짜리 V 형태의 리세션은 멀리 보이고 18-24개월짜리 U 형태의 리세션이 가능성이 높으며 더 나쁘게는 일본의 1990년대와 같이 수년간 L 형태의 리세션이 생길 가능성도 작지만 증가하고 있다. 설사 2009년 말에 경기가 리세션으로부터 벗어난다 하더라도 경제가 기술적으로는 리세션에서 벗어난 상태에서도 금융 시스템과 신용 메카니즘이 약화되어 제대로 동작하지 않기 때문에 회복이 느릴 수 있다.
--Obama will inherit an economic and financial mess worse than anything the U.S. has faced in decades: the most severe recession in 50 years; the worst financial and banking crisis since the Great Depression; a ballooning fiscal deficit that may be as high as a trillion dollars in 2009 and 2010; a huge current account deficit; a financial system that is in a severe crisis and where deleveraging is still occurring at a very rapid pace, thus causing a worsening of the credit crunch; a household sector where millions of households are insolvent, into negative equity territory and on the verge of losing their homes; a serious risk of deflation as the slack in goods, labor and commodity markets becomes deeper; the risk that we will end in a deflationary liquidity trap as the Fed is fast approaching the zero-bound constraint for the Fed funds rate; the risk of a severe debt deflation as the real value of nominal liabilities will rise, given price deflation, while the value of financial assets is still plunging. 오바마는 미국이 직면했던 그 어떤 것보다도 나쁜 경제와 금융 혼란을 이어 받을 예정이다. 이것은 50년간 있었던 최악의 리세션이고, 대공황 이후 최악의 금융위기이며, 2009년과 2010년 회계결손은 수조달러에 이를 것이고, 대규모 당좌계정의 손실이 발생하며, 금융 시스템에서의 위기와 디레버리지는 빠른 속도로 확산되어 신용 붕괴를 가속화하고, 수백만의 가구가 파산하여 마이너스 주식계정과 집을 잃게 되고, 상품/노동/commodity 시장이 침체함에 따라 디플레이션 위험성은 높아지고, 연준이 제로금리로 신속히 움직이면서 디플레이션의 성격을 가지는 유동성 함정에 빠져들고, 금융 자산의 가치가 하락하는 상황에서 명목 부채는 상승하는 debt deflation의 위험성이 높아진다.
--The world economy will experience a severe recession: Output will sharply contract in the Eurozone, the U.K. and the rest of Europe, as well as in Canada, Japan and Australia/New Zealand. There is also a risk of a hard landing in emerging market economies. Expect global growth--at market prices--to be close to zero in Q3 and negative by Q4. Leaving aside the effects of the fiscal stimulus, China could face a hard landing growth rate of 6% in 2009. The global recession will continue through most of 2009. 세계 경제도 매우 심각하다. 유럽, 캐나다, 일본, 호주, 뉴질랜드에서의 생산량은 급속히 감소할 것이다. 신흥시장의 경착륙 위험도 있다. 세계 경제 성장은 3분기에 0에 가깝고 4분기에는 마이너스가 될 것이다. 경기부양책에 의한 효과를 별도로 하면 중국도 2009년에 6%의 성장률을 보여 경착률이 우려된다. 리세션은 2009년에 걸쳐 전세계적으로 일어날 것이다.
--The advanced economies will face stag-deflation (stagnation/recession and deflation) rather than stagflation, as the slack in goods, labor and commodity markets will lead advanced economies' inflation rates to become below 1% by 2009. 2009년에 상품/노동/commodity 시장이 경기의 인플레이션을 1% 밑으로 억제하기 때문에 선진국도 스태그플레이션이 되기 보다는 스태그-디플레이션이 된다.
--Expect a few advanced economies (certainly the U.S. and Japan and possibly others) to reach the zero-bound constraint for policy rates by early 2009. With deflation on the horizon, zero-bound on interest rates implies the risk of a liquidity trap where money and bonds become perfectly substitutable, where real interest rates become high and rising, thus further pushing down aggregate demand, and where money market fund returns cannot even cover their management costs. Deflation also implies a debt deflation where the real value of nominal debts is rising, thus increasing the real burden of such debts. Monetary policy easing will become more aggressive in other advanced economies even if the European Central Bank cuts too little too late. But monetary policy easing will be scarcely effective, as it will be pushing on a string, given the glut of global aggregate supply relative to demand--and given a very severe credit crunch. 미국과 일본을 비롯한 일부 선진국에서는 2009년 초에는 정책적으로 제로금리로 향해 할 것이다. 디플레이션 영향이 나타남에 따라 제로금리는 현금과 채권이 동일하게 되며(채권금리도 떨어져서 현금과 같다는 의미인듯) 실제 금리는 계속 높아지는 유동성 함정을 동반하게 되는데, 결과적으로 총수요를 하락시키고 자금시장의 수익이 관리비용보다 못한 상황이 될 것이다. 디플레이션은 명목 부채를 상승시키는 debt deflation을 동반하여, 부채의 부담을 더욱 키우게 된다. 다른 지역에서의 공격적인 대책이 나오긴 하겠지만 유럽 중앙은행은 조금씩 늦는다. (역자주: 번역을 하지 않은 마지막 문장은.. 이런 정책들이 약간의 효과밖에 없을 것이라는 뜻으로 보임)
--For 2009, the consensus estimates for earnings are delusional: Current consensus estimates are that S&P 500 earnings per share (EPS) will be $90 in 2009, up 15% from 2008. Such estimates are outright silly. If EPS falls--as is most likely--to a level of $60, then with a price-to-earnings (P/E) ratio of 12, the S&P 500 index could fall to 720 (i.e. about 20% below current levels). 2009년에는 수익에 대한 전망(S&P 500에 속한 주식의 주당 수익이 2008년에 비해 15% 상승한 90불이 되리란 전망)이 망상이었다고 깨닫게 될 것이다. 이런 전망은 명백하게도 너무 멍청한 것이다. EPS(주당 수익)이 60불 수준으로 떨어지면 PER이 12가 되어 S&P 500 지수가 720, 즉 20%가 더 떨어져야 한다는 말이다. (역자주: 저평가된 것처럼 보이는 주식도 추가하락이 가능하니 멀리하라는 뜻으로 읽힘)
If the P/E falls to 10--as is possible in a severe recession--the S&P could be down to 600, or 35% below current levels. PER이 10으로 떨어지면 (심각한 리세션에서는 가능하다) SP& 지수는 35%가 떨어진 600이 될 수 있다.
And in a very severe recession, on-e cannot exclude that EPS could fall as low as $50 in 2009, dragging the S&P 500 index to as low as 500. So, even based on fundamentals and valuations, there are significant downside risks to U.S. equities (20% to 40%). 더 심각한 리세션에서는 EPS가 2009년에 50불까지 떨어질 수 있는데 이는 S&P 500 지수가 500까지 끌어 내리는 역할을 한다. 결국 펀더멘털이나 가치를 기준으로 보면 미국 주식은 매우 심각한 하락 압력(20%에서 40%) 아래 있다는 얘기다.
Similar arguments can be made for global equities: A severe global recession implies further downside risks to global equities in the order of 20% to 30%.Thus, the recent rally in U.S. and global equities was on-ly a bear-market sucker's rally that is already fizzling out--buried under a mountain of worse-than-expected macro, earnings and financial news. 세계 주식시장에서도 비슷하게 적용할 수 있다. 글로벌 리세션은 주식시장의 20~30%의 하락 위험이 있음을 의미한다. 결국 미국뿐만 아니라 세계 주식도 하락장(bear market)에서의 sucker's rally이다. (이미 이런 상태로 들어섰다. 산적한 악재들은 숨겨지고 있다.) (역자주: 음.. 우리나라 대통령은 앞서가는 sucker's rally 선구자였군요.)
--Credit losses will be well above $1 trillion and closer to $2 trillion, as such losses will spread from subprime to near-prime and prime mortgages and home equity loans (and the related securitized products); to commercial real estate, to credit cards, auto loans and student loans; to leveraged loans and LBOs, to muni bonds, corporate bonds, industrial and commercial loans and credit default swaps. These credit losses will lead to a severe credit crunch, absent a rapid and aggressive recapitalization of financial institutions. 신용 붕괴 규모는 2조불에 육박하여 서브프라임뿐만 아니라 프라임 모기지와 주택 관련 대출과 증권 전반에 파급되어 상업용 부동산, 신용카드, 자동차 할부, 학비 대출, 레버리지 대출, LBS, 국채, 기업채, 기업 대출, CDS까지 영향을 미치게 된다. 이런 신용 손실은 금융기관의 신속하고 공격적인 자본 재구성이 없다면 심각한 신용 붕괴로 가게 된다.
--Almost all of the $700 billion in the TARP program will be used to recapitalize U.S. financial institutions (banks, broker dealers, insurance companies, finance companies) as rising credit losses (close to $2 trillion) will imply that the initial $250 billion allocated to recap these institutions will not be enough. Sooner rather than later, a TARP-2 will become necessary, as the recapitalization needs of U.S. financial institutions will likely be well above $1 trillion. 7천억불에 달하는 미국의 구제금융정책은 미국 금융기관을 recapitalize(자본재구성)하는데 사용될 에정이디만 신용붕괴 규모가 증가함에 따라 초기에 2천5백억불로 할당된 금융기관 지원규모는 충분하지 않을 것으로 보인다. 여기에 필요한 금액이 1조불을 초과할 것으로 보이기 때문에 조만간 새로운 지원책이 필요할 것으로 보인다.
--Current spreads on speculative-grade bonds may widen further as a tsunami of defaults will hit the corporate sector; investment-grade bond spreads have widened excessively relative to financial fundamentals, but further spread-widening is possible, driven by market dynamics, deleveraging and the fact that many AAA-rated firms (say, GE) are not really AAA, and should be downgraded by the rating agencies. 디폴트가 쓰나미처럼 몰려오면 투자유의 등급의 채권이 점점 증가하여 기업 부분에 큰 영향을 미친다. 투자적격 등급의 채권은 펀더멘털에 비해 과도하게 풀려있는 상황이지만 시장 역학과 디레버리지, 그리고 실제로는 AAA 등급이 아니면서 AAA 등급을 받은 (GE 같은 회사) 많은 회사로 인해 더 증가할 수 있다.
--Expect a U.S. fiscal deficit of almost $1 trillion in 2009 and 2010. The outlook for the U.S. current account deficit is mixed: The recession, a rise in private savings and a fall in investment, and a further fall in commodity prices will tend to shrink it, but a stronger dollar, global demand weakness and a larger U.S. fiscal deficit will tend to worsen it. On net, we will observe still-large U.S. twin fiscal and current account deficits--and less willingness and ability in the rest of the world to finance it unless the interest rate on such debt rises. 미국의 재정적자는 2009년과 2010년에 1조불에 달할 것으로 보인다. 개인저축이 늘고 투자가 감소하는 리세션과 commodity 가격의 하락은 적자 규모를 줄이지만, 강달러와 글로벌 수요 감소는 적자 규모를 키우는 방향으로 나타난다.
--In this economic and financial environment, it is wise to stay away from most risky assets for the next 12 months: There are downside risks to U.S. and global equities; credit spreads--especially for the speculative grade--may widen further; commodity prices will fall another 20% from current levels; gold will also fall as deflation sets in; the U.S. dollar may weaken further in the next six to 12 months as the factors behind the recent rally weather off, while medium-term bearish fundamentals for the dollar set in again; government bond yields in the U.S. and advanced economies may fall further as recession and deflation emerge but, over time, the surge in fiscal deficits in the U.S. and globally will reduce the supply of global savings and lead to higher long-term interest rates unless the fall in global real investment outpaces the fall in global savings. 이런 상황에서는 위험 자산으로부터 최소 12개월은 벗어나 있는 것이 현명하다. 주식은 어느 나라나 위험하고, credit spread는 더 벌어질 것이며, commodity 가격은 지금보다 20%는 더 떨어지고, 미국과 선진국의 국채 수익률은 더 떨어지겠지만 시간이 지남에 따라 모든 국가의 재정 적자가 높아지면 투자가 감소된 국채를 넘어서지 않는 범위에서 국채 공급을 줄이고 고금리로 갈 수도 있다.
Expect further downside risks to emerging-markets assets (in particular, equities and local and foreign currency debt), especially in economies with significant macro, policy and financial vulnerabilities. Cash and cash-like instruments (short-term dated government bonds and inflation-indexed bonds that do well both in inflation and deflation times) will dominate most risky assets. 거시경제, 정책, 재정이 취약한 개도국에서 특히 자산의 하락 압력이 있을 것이다. 현금과 현금성이 있는 것으로 자금이 몰린다. (단기 채권과 인플레이션 연계 채권이 인플레이션과 디플레이션 시기에 모두 유용하다.)
So, serious risks and vulnerabilities remain, and the downside risks to financial markets (worse than expected macro news, earnings news and developments in systemically important parts of the global financial system) will, over the next few months, overshadow the positive news (G-7 policies to avoid a systemic meltdown, and other policies that--in due time--may reduce interbank spreads and credit spreads). 결국 심각한 리스크와 취약성은 남게 되며, 금융시장의 악재(실제로는 뉴스에 나타난 것보다 더 안좋은)가 향후 몇달동안 호재를 압도할 것이다.
Beware, therefore, of those who tell you that we have reached a bottom for risky financial assets. The same optimists told you that we reached a bottom and the worst was behind us after the rescue of the creditors of Bear Stearns in March; after the announcement of the possible bailout of Fannie and Freddie in July; after the actual bailout of Fannie and Freddie in September; after the bailout of AIG (nyse: AIG - news - people ) in mid-September; after the TARP legislation was presented; and after the latest G-7 and E.U. action. 그러므로 누군가 바닥을 쳤다고 하면 조심하라. In each case, the optimists argued that the latest crisis and rescue policy response was the cathartic event that signaled the bottom of the crisis and the recovery of markets. They were wrong literally at least six times in a row as the crisis--as I have consistently predicted over the last year--became worse and worse. A reality check is needed to assess risks--and to take appropriate action. And reality tells us that we barely avoided, on-ly a week ago, a total systemic financial meltdown; that the policy actions are now finally more aggressive and systematic, and more appropriate; that it will take a long while for interbank and credit markets to mend; that further important policy actions are needed to avoid the meltdown and an even more severe recession; that central banks, instead of being the lenders of last resort, will be, for now, the lenders of first and on-ly resort; that even if we avoid a meltdown, we will experience a severe U.S., advanced economy and, most likely, global recession, the worst in decades; that we are in the middle of a severe global financial and banking crisis, the worst since the Great Depression; and that the flow of macro, earnings and financial news will significantly surprise (as during the last few weeks) on the downside with significant further risks to financial markets. 리스크를 현실적으로 평가하고 적당한 대응을 하는 것이 필요하다. 현실세계는 다음을 보여주고 있다. 조직적인 금융붕괴를 피하지 못했고, 지금의 대응 정책은 더욱 공격적이고 체계적이며 합당하게 되었으며, 은행간 거래 및 신용 시장의 수습에는 긴 시간에 소요될 것이고, 붕괴를 피하고 심각한 리세션을 막기 위해서는 추가적인 정책이 필요하고, 중앙은행은 lenders of last resort가 되기 보다는 lenders of first and on-ly resort가 되어야 하고, 우리가 다행스레 붕괴를 피한다 하더라도 심각한 리세션은 피할 수 없으며, 대공황 이후에 최악의 위기를 맞고 있으며, 앞으로 나타날 뉴스는 금융시장에 더 큰 하락 요인이 될 것이다.

사견을 덧붙이자면.. 제가 최근에 변경한 시각과 비슷하게 보입니다. 지금 상황은 어디엔가 있을 것으로 생각하고 장부에 기재했던 부와 자산들이 사라지고 있는 과정입니다. 돈을 쏟아 부어도 사라진 부분을 메꾸지 못하면 밖으로 흘러나오지 못합니다. 언젠가는 사라지는 과정이 사그러들고 다시 자기복제의 순환을 그리겠지만, 그 언젠가가 오기 전까지는 디플레이션이 지속될 것으로 예상하고 준비하는 것이 맞을 것 같습니다.
저는 지식이 짧아 조언을 드리지는 못하지만, 기나긴 겨울을 잘 준비하여 버티시길 빌겠습니다.

저도 하늘천사님이 쓰신줄 알았는데 다른 카페가보니 똑같은 글이...다른 분이 쓰신 것 하늘님이 가져오신거더군요.^^
제로금리 정책효과에 회의적이고, 자본재의 재구성이 없으면 신용의 완전붕괴를 예측하내요. 은행입장에서 보면 채권에대한 재평가(거품제거)가 없으면 그간의 지원책들이 밑빠진 독에 물붙기라는 거내요. 바닥쳤다는 사깃꾼말은 믿지말라!! 영화에 비유하면 2시간짜리 영화 이제10분 봤다는 얘기내요...은행상황을 상당히 심각하게 우려하내요. 오늘 뉴스를 보다보니 "은행연합회" 계신분이 나와서 BIS비율을 15%까지 맞춰나야 한다고 하더군요. 본격적인 부실정리에 들어가면 8%대까지 하락을 염두에둔 포석이라는 뉘앙스를 풍기대요. 빨리 민간유동성을 은행으로 집중시켜야 하는데... 좋은 글 올려주셔서 감사...

죄송!! 시평을 아직 못보고 있어서.... 신청을 해야겠네요.
1992년말로 기억합니다. 미군부대에서 군 재직시, <USA Today>지 일면 헤드라인에 클린턴의 고개숙인 사진과 함께, 실업률 7.8 % 라는 대문짝하게 쓴 문구가 지금도 기억납니다. 한국은 그 당시 경기가 대단히 좋을 때여서 실업,노숙자라는 말은 처음 들어보는 단어나 진배없었을 때였죠. 미국 실업률이 6개월사이에 5%에서 7.2%까지 올랐으니... 미국의 상황이 우리가 생각하는 그 이상인 듯 합니다. 당시, 미군 사병들이 항상 실업률이 어떠니, 경제가 어떠니 하는 말들을 많이 했습니다. 대학을 다니다가, 등록금을 대기가 벅차 군에 지원한 미군도 많았구요.... 미국의 실업률 수치가 8%를 돌파할지를 눈여겨 봐야겠습니다.
시평내용에는 2009년 상반기 내에 8%내외로 오를꺼라는 내용이 있더군요. 상반기 되보면 알지 않을까 싶습니다.
이 글 작년 11월에 번역이 된 거네요.....
맞습니다..이글 아마 앵카송 님 말처럼 작년 11월에 나왔을꺼라 생각됩니다. 다만 이 글을 올린 까닭은 현 경제상황이 이글과 맞아떨어지는 점이 많고 앞에 내용과 같이 시평과 같이 비교 분석해 보면 괜찮은 글이라 생각되 올렸습니다.

지금은 달러 환율이 치솟는데요. 만일 미국이 무너지기 시작하면 국내 증시 하락과 미달러 폭등과는 아무 상관관계가 없어지겠네요.

미국보다 우리나라 경영 상태가 더 엉터리면 달러가 힘을 쓸거라 그 말씀이시죠? 제가 보기에 지난 IMF 사태와는 다를 것입니다. 미국이 신용등급을 자체적으로 오르내리고 할 수 있지만 자기네들 코가 워낙 석자라서 남 걱정할 틈이 없어보이네요. 아무래도 달러가 종이조각으로 날아가면 달러 못 쟁여놔서 난리가 나는 일은 없겠네요. 오히려 국내 달러 재산들 휴지될 것이고... 향후 환율과 국내 증시 상황이 지금처럼 진행되지 않을 수 있습니다.

다만 현재 우리나라 물가수준이 현 디플레이션(다른나라비교) 상황보다 높은 상황이고, 대체적으로 근원물가를 이야기 하고 있습니다. 윗 글처럼 상품/노동/commodity 시장이 추가적으로 더 하락한다면 실제 금리는 계속 높아지는 유동성 함정을 동반하게 되는데 은행에서는 위험관리에 나설것이며, 그런점이 더욱더 우리나라 경제문제에 악순환이 되지 않을까 심히 우려됩니다.
하여간 현 시점에서 은행 수신금리가 내려가 인플레를 감안하면 돈가치를 까먹고 있고, 주식이나 부동산자산은 위험해 보이고 솔직히 투자수단이 없지 않나 싶습니다. 윗글처럼 단기 채권과 인플레이션 연계 채권이 인플레이션과 디플레이션 시기에 모두 유용하다라는 말이 실감나는군요. 금에 대한 투자도 상황을 봐야할듯 싶구요.
