The commanders of the Cambodian and South Korean militaries have signed a Memorandum of Understanding on cooperation between the two countries’ armed forces.
The MoU, however, does not provide for military aid or joint exercises.
The agreement to cooperate came about during a video conference between Lieutenant General Hun Manet, commander of the Royal Cambodian Army and deputy commander-in-chief of the Royal Cambodian Armed Forces and General Park Jeong-hwan, Commander of the Army of South Korea, on Wednesday.
Major General Mao Phalla, spokesman for Royal Cambodian Army (RCA), said yesterday that the two sides agreed to sign the “Memorandum of Understanding on Cooperation between the Royal Cambodian Armed Forces and the Armed Forces of South Korea” to enhance the close and lasting ties between the two countries.
“The cooperation agreed upon is based on common trust for the cause of peace and humanity. It is a welcoming move to the current level of potential relations between the two sides,” Maj Gen Phalla said.
He said Gen Park and Lt Gen Hun Manet regarded the progress in ties between the two countries’ armed forces as a turning point in history.
“The MoU will serve as an important basis for paving the way for progress and strengthen and expand practical cooperation activities in the future,” he said.
“The agreement is not a promise of military assistance or joint exercises. It’s reflected through many fruitful achievements, including mutual visits, human resource training and military assistance,” Maj Gen Phalla added.
A press statement released after the talks between Gen Park and Lt Gen Hun Manet on Wednesday said the two army commanders recalled the establishment of diplomatic ties between Cambodia and South Korea in 1970, as well as expressed their congratulations and pride for the development of friendly relations and cooperation in all fields between the two countries.
It said that ties have improved over the past 25 years since the re-establishment of diplomatic ties in 1997 under the efforts of Prime Minister Hun Sen and many leaders of South Korea.
They also noted that bilateral cooperation in the field of defence is making remarkable progress, it said.
The statement said Lt Gen Hun Manet opened the doors to defence cooperation with South Korea and promoted closer ties when he visited the country in 2018.
