20. The Transformation of Language!
It seemed like 7~8 months had passed since I met the teacher. Since the work I had started was just as much work to do, I was spending each day absentmindedly. Then, on the morning news of March 1, 2028,
“In the future, the government will reform the letters of ‘Molisha’
and push for letter reform to use it as a driving force for the country’s growth and development.”
A news report came out saying that. And it said that a ‘Molisha Letter Reform Committee’ would be formed to take charge of it. When I heard that news, I muttered to myself,
“Ah!
It’s finally starting!”
I could sense that the teacher had finally made a major decision and was starting to work on it. And it seemed that he had chosen a strategy of first declaring it and then solving it one by one in order to implement it.
And after a while, the teacher contacted me to see me. So I went back to the presidential palace and the teacher explained to me in detail the overall situation and future plans regarding the character reform. And as he had told me before, the teacher and his wife thought that it would be good to change Hangul into the character for the Molisha language for ‘Molisha’ and that he considered it his role and mission as the president to promote it and that he would put it into practice. So I asked the teacher to be a great help this time too. So I answered that I was not an expert in this matter, but rather Nana was, so she would probably lead the way well and she would be able to use the connections I had made while studying in Korea to help me. And I told them that if they asked the Korean government for help, either officially or unofficially, regarding the plans and preparations this time, the Korean government would probably find a way to help them officially or unofficially and cooperate with Hangul experts and provide all the necessary support, so that would be the greatest and most certain help. However, if there are any problems, I will advise them and help them as much as I can if I can tell them about them.
The teacher said,
“Actually, after looking into the trends and information of various neighboring countries and the world,
I found that after the drama I appeared in, ‘Language of Love’, was aired,
In many countries, regardless of whether or not they have their own script, it became a trend for young people to write their own language in Hangul,
and since many people have been doing it,
there are many cases where they use Hangul as freely as their own script,
and as a result, some countries that do not have their own script are moving to introduce Hangul as their own script.
That is why I want our ‘Molisha’ to be the first country to use Hangul as the official script of the country,
and so that our national development will also be ahead of them.
So, in order to push this project forward,
I would like the teacher who knows all this situation
to stand at the center of this project and plan and push this forward step by step.”
So,
“Then, rather than me, a foreigner,
taking the lead in the important matter of ‘Molisha’
I think it would look better if I appointed a person in charge of ‘Molisha’
and I helped him out from behind.”
To that, the teacher
“Then I will appoint a person in charge of this project,
so you take on the role of counselor and coordinator,
and together with Nana, suggest ideas to the person in charge of pushing this project forward,
and evaluate the progress and
let me know.”
I unexpectedly went one step further to help with the administrative work of ‘Molisha’ because of my relationship with the teacher. However, if by helping in this way, an important foundation is formed to achieve the core goal along with the secondary results, that would be a good thing, so I said I would help actively without hesitation to the extent of my ability.
And regarding this matter, the Korean government also wanted to prepare in advance and effectively help ‘Molicia’, so I contacted the Director of the Policy Planning Office at the Blue House that I had met last time and told him about this situation, and asked that the Korean government prepare in advance so that it could provide immediate help if ‘Molicia’ requested help, and that even if there was no official request, the Korean government could help in pushing forward with this project, even if it was unofficial. The Director of the Policy Planning Office said that he was grateful for playing a good role for the country, and that this was what the President also wanted, and that the work that had been prepared in advance for this project was now bearing fruit, so of course I would report to the President and prepare to be of good help, and asked him to let me know at any time if there was anything that actually needed help in the process of pushing forward with the project.
And I told the teacher to think about the various directions that will appear in the character reform, and to have experts research the solutions in advance, and to have the people who will promote the character reform gather and present the results in front of them so that everyone can think about it together and have time to think about it. Then the teacher quickly called the relevant expert and instructed him to do the research. And as soon as the results of his in-depth research came out, he immediately arranged a meeting and the experts who had been researching introduced the process of reform and the fundamental measures in front of the people who would promote this work as follows:
“To all of you who have gathered here to promote the character reform of ‘Molisha’!
First, I would like to introduce to you the general theory of the reform that I have studied.
And how you utilize this is entirely up to you.
First of all, I think there are two directions in character reform.
First, it means changing the existing environmental state of the characters to a better state,
that is, a 'desirable change' of the character system, and
the words reform, renewal,
or innovation are used to
consciously change a state to another state by planning according to its merits when necessary,
but this can create various types of resistance.
Second, in the case of
evolution, improvement, or change of characters,
since it is a natural phenomenon, there is no need to worry about resistance,
so strictly speaking, it can be distinguished from reform.
However, this character reform is a situation where
both of these two aspects are mixed,
so it can be said that it is a situation where improvement is sought through reform.
So, I think it is very important to anticipate and think about the details of this character reform from the stage of planning and promoting it.
To do that, first, we need to look at the factors of resistance to the character reform.
If we define resistance to the character reform,
in order for the character reform to succeed,
ultimately, the attitudes and behaviors of the target of the reform must be changed as intended in the reform.
In that sense, ‘resistance’ refers to the “hostile attitudes and behaviors of the target group opposing the reform,”
and can take various forms, such as aggressive or hostile behavior,
gentle opposition, indifference, and uncooperativeness.
Second, we need to think about the causes of the resistance.
There are various causes,
and factors related to the reform include
unclear reform goals and contents,
and defects in the method or procedure of promotion.
And thirdly, the psychological causes of resistance can be summarized as
the perception of the subject of reform in terms of the situational conditions of reform,
when they do not understand the contents of the reform,
and when they have anxiety about the reform or it is great,
and when they feel burdened by having to adapt to something new,
and when their self-esteem is damaged as a result,
and when they feel that their own or their group's interests have been violated,
and finally, when they have distrust in the results of the reform.
In addition, in the process of reforming the letters,
it is also very important to know the point of resistance when those who oppose resist,
and if we analyze that point in advance, the analysis is as follows.
The first stage is the awareness stage,
which is the stage where the differences between the letters currently used and the letters that will be used in the future are discovered,
and the necessity of reforming the letters that emerge from there is confirmed,
and an agreement is formed.
And in order to make the reform understandable,
it is necessary to create a system to do so,
and methods include regularly diagnosing and checking the organization,
and suggesting new ideas,
or a system that listens to and addresses complaints that come with reform!
or hiring external experts,
establishing a research and development department, etc.
and utilizing them.
The second stage is the formulation stage,
which is the stage where the advantages and disadvantages of existing and new characters are thoroughly studied,
and the advantages are systematically organized,
and that they can be realized.
To do so, small goals necessary for character reform or the main content of character reform must be specifically set,
and a basic strategy must be prepared for
response to possible resistance in character reform, such as
establishing priorities for promoting reform so that it can be promoted naturally.
Third, the implementation stage,
From the perspective of the target group of character reform,
Reform measures that were not implemented in the drafting stage
Because of the time lag between the drafting point of the reform and the point of resistance,
Problems may arise in the implementation stage,
Inevitably, the direction and goals of the reform may be modified or
Or abandoned.
Fourth, the evaluation stage,
The purpose of the evaluation is to improve the evaluation results,
Promote character reform activities, and if the results can be shown as visible results in the evaluation results,
It can be used as a means of persuading resistance.
Next, a strategy is needed to overcome these resistance forces,
And there are factors related to the reform,
First, we need to find and examine cases of such character reform in history,
And if there are, we can refer to them to see if there are any reform measures that can help with this character reform.
Second, in order to reform the character,
a comprehensive reform direction must be established,
and in order to promote it,
specific policies and strategies must be prepared.
Third, in the entire reform process from the planning of the character reform policy to the execution stage and evaluation,
not only the promoters attempting the reform,
but also the targets of the reform or the executing agencies must be able to actively participate.
And to this end,
I believe that the entire process from the time of drafting the reform task to
implementation and evaluation should be made public,
and that the participants in the reform, the executing officials, the target group, and
the public should participate and express their opinions in this process,
so that a "public dialogue" can be formed,
which will be the foundation and shortcut for determining whether the character reform succeeds or fails.
Fourthly, the speed of reform perceived by the target group of the character reform can vary
depending on the scope and frequency of the reform project,
so it is desirable to prepare a blueprint for the character reform,
but to give top priority to the task of the character reform and
to sequentially implement it.
Fifthly, when attempting a new reform,
I believe that the order of introduction (sequence) that sequentially applies the elements of the reform,
as well as the timing of the reform, will also be important.
Next, in case of psychological resistance from the target of the reform,
As a strategy to overcome it,
Normative persuasion is needed to make the target group that is initially trying to reform the alphabet recognize that complying with the reform is right and good in terms of ethics and morality from the perspective of the country or society.
In particular, in the early stages of the alphabet reform that may cause inconvenience to the target group,
the reform goals and means must be objectively valid and consistent, and
the decision-making body or executive body that decides the reform policy must have objective legitimacy and reliability.
Second, in the case of complying with the reform, incentives or rewards are needed to
provide benefits so that the target of the reform voluntarily comply.
Although the benefits that provide them are usually economic,
this has the advantage of leaving the compliance to the voluntary choice of the subject of compliance,
but it also has the disadvantage of being expensive.
Therefore, it is socially Recognizing the ball can also be a method.
Thirdly, there are also methods of punishment and coercion.
Any behavior that does not comply with the reform is punished or threatened with punishment,
to overcome resistance to the reform.
These punishment methods include
taking away benefits already enjoyed,
fining, and other financial losses,

And even physical punishments such as imprisonment.
This punishment has the advantage of costing almost nothing,
but on the other hand, it has the weakness of causing emotional hostility,
and having a psychological adverse effect.
This concludes my research results on reform.

how to apply and use this theory
depends on the various elements of the reform and
the situations that arise during the process of promotion,
and how you choose and apply it can be completely different. Then, I hope that this character reform will be a good choice for the development of our country, a good character reform that will shine in history, and become the foundation for the country to prosper for a long time to come.
