SEOUL, Sept. 11 (Yonhap) -- President Lee Jae Myung said Thursday that South Korean workers detained by U.S. immigration authorities in Georgia will be released at 3 p.m. (Seoul time), voicing concerns that Korean firms would be hesitant about U.S. investment due to the immigration raid.

The U.S. immigration raid on a Hyundai-LG battery plant would prompt Korean companies to be "very hesitant" about their potential decision to make direct investments in the U.S., Lee told a press conference marking his 100 days in office.
​
Lee said the raid would have an impact on companies that plan to set up factories in the U.S. because they will be concerned about "disadvantageous" treatment by the U.S. authorities.
​
For companies, Lee said it "could be disadvantageous or difficult to set up a factory there, so they can't but agonize over it."
​
"According to the latest information, (they) will leave the detention facility at 3 p.m.," Lee said.

A chartered plane carrying 306 Koreans, including 10 females, and 14 foreign nationals will depart around 1 a.m. Friday and arrive in Seoul in the afternoon, Lee said, noting that one worker opted to remain in the U.S. due to a family member who is a permanent resident.

Lee explained that the departure, initially planned for Wednesday, was delayed after U.S. officials insisted on transporting the workers in handcuffs. Seoul strongly protested, he said, and Washington reversed its stance, citing "a directive from the White House."
​
"President Donald Trump ordered, 'Let them return freely, but those who don't want to go don't have to.' So the process was temporarily halted to change the administrative procedures," he said.

Lee said Seoul is in talks with Washington to improve visa regulations, including issuing investment-related visas, securing additional quotas, or creating a new visa category for Korean workers.

"If the U.S. sees practical needs, I think the issue will be resolved," he said.
​
The immigration crackdown sparked calls for lowering hurdles for Korean workers as South Korean companies have been aggressively expanding U.S. investments, especially amid the Trump administration's push to revive American manufacturing, shipbuilding and other industries.
​
In regard to the ongoing negotiations to finalize a trade deal with Washington, Lee vowed that the government will work to ensure that the negotiations do not hamper the national interest, stressing he would not make "a backroom agreement."
​
A broad-brush trade deal in late July reduced the U.S. tariffs to 15 percent in exchange for Seoul's US$350 billion investment pledge and other commitments, but the final agreement is still under negotiation.
​
"What appears on the surface of negotiations may seem rough, excessive, unreasonable, and irrational, but the final conclusion will be reached on a rational basis," he said.
​
Marking his 100-day presidency, Lee said he will "move toward politics and public administration for integration" in line with his pledge to become a president that serves all citizens.

(서울=연합뉴스) 고동욱 안정훈 기자 = 이재명 대통령은 11일 미국 이민 당국에 구금된 한국 노동자들의 석방 및 귀국 일정과 관련해 "가장 최신 정보로는 한국시간으로 오후 3시 구금시설에서 출발할 예정"이라고 밝혔다.

이 대통령은 이날 청와대 영빈관에서 열린 취임 100일 기자회견에서 이같이 전하며 "비행기는 내일 새벽 1시쯤 이륙해 오후쯤 서울에 도착하게 된다"고 설명했다.

이 대통령은 귀국하는 인원에 대해서는 "우리 국민이 총 316명으로 남성 306명과 여성 10명"이라며 "외국인 14명이 있어서 총 330명이라고 한다"고 전했다.

우리 국민 중 한 명은 가족이 영주권자라는 이유로 미국에 남는 것을 선택했다고 덧붙였다.

이 대통령은 이들의 석방이 늦춰진 것과 관련해서는 "버스로 이동해 비행기에 탈 때까지는 미국 영토이고, 미국 영토 내에서는 체포된 상태이니 수갑을 채워서 이송하겠다고 (미국 측이) 그래서 우리는 절대 안 된다고 밀고 당기는 와중에 소지품을 돌려주다가 중단했다고 한다"고 설명했다.

이어 "'백악관의 지시다. 자유롭게 돌아가게 해라. 그러나 가기 싫은 사람은 안 가도 된다'는 도널드 트럼프 미국 대통령의 지시가 있어서 일단 중단하고 행정절차를 바꾸느라 그랬다고 한다"고 전했다.

이번 사태의 파장과 관련해서는 "기업들 입장에서는 현지 공장을 설립한다는 데 불이익을 받거나 어려워질 텐데 고민을 안 할 수가 없겠다"며 "현재 상태라면 미국 현지 직접 투자는 우리 기업들 입장에서는 매우 망설일 수밖에 없을 것"이라고 진단했다.

향후 대책에 대해서는 "대미투자와 관계된 비자 발급을 정상적으로 운영해달라거나 TO(여유분)를 확보하든지 새로운 유형을 만들든지 하는 협상도 지금 하고 있다"며 "미국도 현실적인 필요가 있으면 그 문제는 해결하지 않을까 싶다"고 설명했다.

대미 관세협상 후속 논의 상황과 관련해선 "작은 고개를 하나 넘었다고 표현한 기억이 있는데, 앞으로도 제가 퇴임하는 순간까지 넘어야 할 고개가 수없이 있을 것"이라고 말했다,

그러면서도 "분명한 것은 저는 어떤 이면 합의도 하지 않는다"며 "대한민국 국익에 반하는 결정은 절대 하지 않는다. 합리성과 공정성을 벗어난 어떤 협상도 하지 않는다"고 강조했다.

아울러 "협상의 표면에 드러난 것들은 거칠고 과격하고 과하고 불합리하고 비상식적이겠지만, 최종 결론은 합리적으로 귀결될 것"이라고 밝혔다.
