그러나 글의 내용에 대한 책임은 저 자신에게만 있습니다.

굳이 영문을 시도한 것은 미국인들과 전 세계에도 알려야 한다는 책임감 때문입니다.

'4.3'에는 억울한 죽음이 있었지만 그 배경엔 38선 이북의 무상몰수 무상분배 토지개혁과

화폐개혁이 있었고 이를 기초로 활동했던 저들“영웅 1호”의 공작이 숨어 있었다는 사실도

알아야 하는데 아무리 애를 써서 알려도 통하질 않아 이번에 영문을 시도하며 고생도 좀 했습니다.

그러나 월남 참전전우의 조력이 없었으면 가능하지 않았든가 한참 후에야 완성되었을 것입니다.

'4.3'의 죽음보다 더 억울한 죽음은 이름도 모르던 나라에 와서 죽음으로 돌아갔던

미국군과 UN참전 16개국의 젊은이들의 죽음이었습니다. 그리고 다음으론 대한민국 대통령의 계엄령 하에서

우리 땅에서 임무수행중 죽고나서 ‘양민학살범’의 불명예를 뒤집어 써야 했던 우리 국군선배들의 죽음이었습니다.

이제 3월 9일의 대선을 앞두고 있습니다.

총소리 들리지 않는 제 2의 6.25전쟁이라는 생각이 큽니다.

우리가 함께 살아왔고 앞으로도 살아갈 대한민국에 하나님의 가호를 빌며

하느님이 보우하사! 우리나라 만세를 부릅니다.

 Who can eradicate and prevent the National Misfortune 

                                           as a President?

The Republic of Korea has achieved ever remarkable development, shedding tears and blood to pursue the free democracy and market economy enduring all sorts of hardships on the ashes caused by NK’s surprise attack on June 25, 1950. These accomplishments have been possible, first, by the grace of God as we are singing in our national anthem 하느님이 보우하사 우리나라 만세 and second, by the heroic sacrifices of our strong ally, the United States' forces and that of 16 other countries of the United Nations.

Nevertheless, there has been a rise in the number of the NK Juche Ideology followers who have succumbed to the enemy not making any apologies for their surprise attack and instead shouting our 70-year-long ally, the United as the enemy. They shouted the slogan ‘민족끼리’ meaning “Together with same ethnics!” This is weird situation that has caused a core of the National Misfortune we are facing at the moment? Is this not true?

Having served as a commissioner of ‘the 4.3 Incident Commission’ delegated by the PM with recommendation of the MND and also having to resign after strongly rejecting the Commission’s fabricated report, this old and unlucky soldier have gone through a long agony and reached at a conclusion that behind this National Misfortune lies the reforms of the land and the currency in the North before the ROK was founded. And I have tried every possible way to propagate this historical facts to the people as much as I could. Nonetheless, my efforts have been in stalemate gaining no positive responses from the concerned particularly from the press.

The troops of former USSR having occupied the North above the 38th parallel to accept Japanese surrender right after the two atomic bombardments had organized the Peoples Council on February 8, 1946 by appointing Kim IL-sung, then a Soviet army captain as the chairperson of the Commission, executed the land reform (free forfeiture and free distribution) on March 6, 1946. The peasants and the poor in the North who had received the free lands, were so delighted that they enthusiastically hoorayed until their throat exploded for Stalin and Kim IL-sung.

But soon after the armistice of the Korean War, the ownership of the land was changed to the collective farm. Then the farmers and peasants in the north were forced to keep their mouth shut and began clapping their hands to receive rations. They began to realize that they have been completely deceived by a blatant lie of the free forfeiture and free distribution. But they could not demonstrate on the streets as they were completely deprived of the human rights and freedom. Who else they can blame for their misfortune they are facing now! Alas!

The currency reform on December 1, 1947 under the banner of the Peoples Council had resulted tremendous amount of the Choseon bank note(commonly used in North and South at that time). This retrieved money were shipped to the South camouflaged as a cargo. All of sudden, many lucky(?)guys were stealthily born in the South thanks to the free bonanza from the North.

These lucky(?) guys in the south who had amassed a fortune have also hurrahed for Stalin and Kim Il-sung this time behind the curtain. And their relatives and second generations of the fortune recipients had enjoyed even studying abroad. Nonetheless, they had showed sarcastic attitude to their country denying the country's legality by treating the national founder, President Syngman Rhee as a pro-Japanese collaborator. This pitiful situation made many patriotic people just shout aloud "Alas!".

Behind this "Alas!" was a person who transported the old bank notes to the South as a cargo. His name is "Sung Si-back” who disguised himself as a commodities trader with China and NK at that time. Later he was arrested and executed on 27 June 1950, two days after the outbreak of the June 25 war, for the crime of spying felony in the South. Later the NK regime honored him as their national hero number one. And a special edition was reported on the Rodong Shinmun dated May 26, 1997. The title of the article was "our revolutionary martyr for unification who gallantly fought following our great leader”. And this article has not been publicly known in the country!

If the US Military Government stationed in the south at that time had paid particular attention to the land and currency reform committed by the Soviet, the so-called NK’s national hero number one would not have been born. And but for the Nk’s national hero number one, such a national Misfortunes as the Korean War of June25, the 4.3 Rebellion and the May 18th Gwangju Riot would not have occurred on the Korean peninsula. This is a strong assertion of an old soldier aging 82 who was born in NK and crossed the 38th parallel at the age of 8 following parents. After going through all kinds of hardships, I entered Korea Military Academy(KMA) and served as an officer for 32years after graduation from the KMA. This personal assertion is supported in part by Dong-A daily on 8 May 1948 from Jeju Island. (10 May 1948 is Election day for founding the ROK)

Dong-A daily : ‘Kim Il-sung people's army troops have arrived into Mokpo city. Soon there will be free confiscation of land and free distribution and kill the pro-Japanese police officers’.

Another article revealed that the peoples committee was also formed in Jeju, and people gathered there shouted hurrah for Stalin and Kim Il-sung. Other report said prize money for killing police officers were 10.000won per police officer, 30,000won per police detective and 1,000,000won per superintendent. (price per 80kg bag at that time was 300 won)

What is truly unfortunate for us is our position that we are simply unable to blame our grateful ally, the United States for these misfortunes we had encountered. The reason is that the Japan's unconditional surrender to the United States was an unequivocal cause for the liberation of us Koreans on August 15, 1945. And moreover, it is because the former Soviet Union had fought together with the United States against Japan as the allied forces during the WWII. Therefore, the US military government at that time seemed unable to strongly protest against the reforms. With regard to this as far as I confirmed, there was no actual immediate actions.

Therefore, the greatest regret for us Koreans living today is that our Shanghai Provisional Government and the Independence Army our ancestors maintained at that time was powerless even to accept the unconditional surrender of the Japanese army. Alas!

The greater Alas beating our heart painfully is the unforgettable mistakes that our 14th President Kim Young-sam didn't take any counter actions against the NK regime's special report on their Hero’s espionage operations in the South. That special announcement dated May 26,1997 should have been made public immediately at that time. And the government agencies in full collaboration with the press should have pronounced a special security measure against the North Korean regime.

Worse yet, the 14th President repatriated Lee, In-mo, the Unconverted Long-Term Political Prisoner to the North and 15th President 63 Unconverted to the North and the 16th President even mentioning ‘sheath the National Security Law into a museum’. All these happenings are the primary reasons for having led the ROK to face present hardtimes. What kind of special law has been enacted particularly in regard to the May 18th Gwangju Riot and the 4.3 Jeju Rebellion since the NK's special report was released on May 26, 1997?

It was October in 2007, exactly four years after I had declined the job as commissioner of the 4.3 Commission that I was able to obtain this NK's special report with assistance from “Mr. Kim Yong-gyu”, the author of "Soundless War".

Since then, I have tried to urge and spread these historical facts throughout the country writing articles such as "ROK's crisis has begun from the day of May 26,1997" and "Matters that should be answered by Presidents Kim Dae-jung and Roh Moo-hyun". Yet my continued efforts have earned little reaction and there has been a long silence up till now in our society. Alas!

I have heard that the receiving scenes of the old bank notes shipped to the South were all photographed and have been kept along with the receipts signed by each recipient at a secret place in the North. What is more, the second generations of the lucky(?) recipients who once travelled North Korea such as Keumkang Mountain and etc for the sightseeing purpose were intentionally escorted to the place where the photographs and receipts have been kept.

Because of the feeling of guilt and related pressure, the second generations had to be succumbing to the North as the follower of the Juche Ideology and had to join in the role of selecting and supporting Kim Il-sung scholarship students! Now we can easily understand their popular slogan "Together with the same ethnics" was a call for their survival only. It is not a call for all the Koreans singing '대한사람 대한으로 길이 보존하세!' in our national anthem.

Consequently, the Juche Ideology followers in the South have been forced to disparage even our founding President Syngman Rhee, President Park, Jung-hee and the legend war hero, the late four-star General, Paik Sun-yop as pro-Japanese collaborator. On top of this, they stubbornly claimed that the wartime operational control should be transferred back to South Korea from the United States. They too insisted that the ROK-US alliance and the US troops stationing in the South should be dismantled and withdrawn. They had not participated even in the UN resolution on human rights in North Korea and had been accused of rigging ballots in the recent general election.

You, dear men and women in uniform and police officers in active service who must deter the provocations of the NK!

You, all the candidates who will run for president for the ROK!

You, all the voters over the age of 18 who have to choose the best one from among the many.

We all should realize that there is no time to slander others or blame somebody else for our past mistakes and misdeeds. From this moment on, we have to take lessons from the past Alas! and be united as our national anthem saying 대한사람 대한으로 길이보존하세! If we are no longer deceived by their popular slogans "Together with the same ethnics" and by the “free forfeiture and free distribution” no further national misfortunes will befall us.

I have so far simply summarized the key causes and backgrounds that had triggered various national misfortunes and mistakes. I am afraid that my argument might have been lengthy tedious to the readers. However, I sincerely hope this article will serve as an important reference in understanding our country’s contemporary history and in strengthening everyone’s mind set to make our country safe and prosperous.

Hoping that this will be the case  I propose three hurrahs deep in every reader’s heart!

대화를 통해 4.3 사건 실체에 대해 한장군의 연구결론을 전하며 박원순사망자가 제주 4.3사건 왜곡된 보고서를 의도적
으로 작성한 것이라고 설명하였어요.
이분의 진실된 반응을 기대 했으나 동생의 例를 들며 진실 밝히기의 어려움을 이야기 했습니다.
한국에서 일하는 외신기자들 중 북한의 공작에 대해 보도 목적으로 자료를 수집해 연구하는 분이 있을지 의문이나 이춘근
박사 같은 전문연구자들 중엔 역사의 진실을 캐내 한반도 문제 해결에 나서서 기여하려는 분은 있을 것으로 생각 합니다.
