首瀕(수빈)은 먼저 위태로움에 가까이 있는 사람을 먼저 구제하는 것이다.
Subin means priotizing the rescue of those who are closest to immediate danger.
구제함에 있어 먼저 와 나중이 있다.
In the act of rescue,
there is a strict order of precedence(what comes first and what cones later).
심한 곤경이나 위험한 고비가 닥쳐서 비록 급하다 할지라도,
Enen when severe hardship or a perilous crisis strikes and the siituation is extremely urgent,
물에 빠진 사람이 있어서 물에 빠져 비록 급하다 해도,
and even if there is someone drowning―which is an incredibly pressing matter ―
불에 타고 있는 사람도 있는 것이다.
one must remember that there may also be someone currently on fire(caught in a burning flame).

首濱者는 首先濟濱危之人也라 (수빈자는 수선제빈위지인야라)
Subin refers to prioritizing the rescue of those who are on the brink of imminent peril.
濟有先後하니 倒懸이 雖急이나 (제유선후하니 도현이 수급이나)
In giving aid, there is an order of what comes first and what comes later;
though the suffering of being hung upside down is critical,
溺水有矣요 溺水 雖急이로되 (익수유의요 익수 수급이로되)
there is also tje case of drowning, and even though drowning is an urgent matter,
焚火有矣니라.(분화유의니라.)
there is still the ccrisis of being consumed by fire.
