Seoul National University announced on the 29th that it will reduce regular admissions and increase early admissions for the 2028 academic year, which current first-year high school students will take. The university stated, “This is to select talents with creative problem-solving abilities and expand publicness and diversity.”

According to Seoul National University, the regular regional balance admissions will be abolished starting from the 2028 academic year. The regular regional balance admissions, which summed up CSAT scores, had been criticized for exacerbating the ‘concentration in the capital area’ phenomenon. Instead, the university will expand early admissions under the regional balance track, which does not apply minimum CSAT academic standards. The number of recommended students per high school will increase from 2 to 3, and students from autonomous private high schools, foreign language high schools, international high schools, science high schools, and gifted schools will be ineligible to apply. A source from Seoul National University explained, “Regular admissions are dominated by CSAT scores, which do not align well with the purpose of regional balance. We plan to further increase early admissions, where the regional balance effect is more evident.”

In the regular general admissions, eval‎uations of academic competency will be strengthened. While eval‎uations have previously focused on academic grades, starting from the 2028 academic year, attendance records and community competency will also be reflected. In early general admissions, the interview questions based on provided texts will change to open-ended formats.

For the regular CSAT-focused general admissions, the first stage will select three times the number of candidates based on 100% CSAT scores. The second stage will determine final qualifiers by reflecting 60 points for CSAT scores and 40 points for academic competency eval‎uations. Seoul National University plans to publicly disclose its admission process implementation plan, including the number of students to be selected through regular and early admissions for the 2028 academic year, in April of next year.

서울대는 현재 고1 학생들이 치르게 되는 2028학년도 대학 입시에서 정시 모집을 줄이고 수시 모집 비율을 늘린다고 29일 밝혔다. 서울대는 “창의적 문제 해결 능력을 갖춘 인재를 선발하고 공공성·다양성을 확대하기 위한 차원”이라고 했다.

서울대에 따르면 2028학년도부터 정시 지역균형 전형은 폐지된다. 정시 지역균형 전형은 수능 성적을 합산하는 전형으로, ‘수도권 쏠림’ 현상이 두드러진다는 지적을 받아 왔다. 대신 서울대는 수능 최저 학력 기준을 적용하지 않는 수시 지역균형 전형을 확대한다. 고교별 추천 인원은 2명에서 3명으로 늘어나고, 자율형사립고·외국어고·국제고·과학고·영재학교 학생은 지원할 수 없다. 서울대 관계자는 “정시모집은 수능 점수의 영향이 지배적이라 지역 균형이라는 취지에 잘 맞지 않았다”며 “지역 균형 효과가 더 잘 드러나는 수시모집 인원을 더 늘릴 전망”이라고 했다.

정시 모집 일반 전형에서도 교과 역량 평가가 강화된다. 그간 평가는 교과 성적을 중심으로 이뤄졌지만, 2028학년부터는 출결 상태와 공동체 역량 등에 대한 평가도 반영된다. 수시 모집 일반 전형에서는 제시문 면접 문항이 개방형으로 바뀐다.

서울대는 정시 수능 위주 전형(일반 전형)에서는 1단계 수능 100%로 3배수를 선발한다. 2단계에서는 수능 60점과 교과 역량 평가 40점의 배점을 반영해 최종 합격자를 선발할 계획이다. 서울대는 2028학년도 정시 모집과 수시 모집 선발 인원 등을 포함한 입학 전형 시행 계획을 내년 4월 공개할 예정이다.
