By the end of the day on March 18, the 52nd Division’s main forces had occupied defensive positions to the north of Belgorod and advanced battle outposts. From then on, no matter how the enemy tried to dislodge our troops, he failed. The 67th Guards Rifle Division took up defensive positions to the right of the 52nd Division, and the 375th Rifle Division to the left of it.
Lieutenant-Colonel P. S. Babich, Commander of the 153rd Regiment, Lieutenant-Colonel I. S. Voronov, the head of the division’s political department, and the Commander of the 151st Rifle Regiment, LieutenantꠓColonel I. F. Yudich, had, according to the report submitted by the Commander of the 52nd Division, distinguished themselves in the fighting to the north of Belgorod. I presented decorations to many of the fighters in this division on March 20.
The main forces of the 21st Army spent March 20 and 21 setting up sufficiently impregnable defences to the north of Belgorod, and the forces of the 1st Tank Army were concentrated to the south of Oboyan.

At the end of March, the Nazi forces’ repeated attempts to break through our troops’ defences near Belgorod and the Seversky Donets, where the 64th Army was entrenched at that time, ended in failure. Having sustained great losses, the enemy dug himself in along the line he had reached.
From that moment on, the situation became stable on the Kursk Bulge, both sides preparing for a decisive encounter.
The Supreme Commander ordered that Colonel-General Vatutin should be appointed Commander of the Voronezh Front to further assist in its supervision. Once he had taken command, with his usual energy Nikolai Vatutin got down to building up the forces on the front and setting up defence formations well disposed in depth.

At the end of March and the beginning of April, Vatutin and I visited almost all the units of the Front. With the commanders of the units and formations we appraised the situation, defined the tasks to be tackled and measures to be taken more precisely, should the enemy launch an offensive. I visited the sector of the defences held by the 52nd Guards Rifle Division twice as I was very anxious about it. I was of the opinion that this division would be the recipient of the enemy’s main blow. The other commanders of the Front and the army concurred, and we resolved to reinforce this all-important sector with artillery by every means.
The time had come to get down to planning the battle for Kursk.
As agreed with the Chief of General Staff, Vasilevsky, and the commanders of Fronts, we took a series of measures to arrange thorough reconnaissance of enemy positions on the sectors of the Central, Voronezh and South-Western Fronts.
Vasilevsky gave the intelligence division and the Central Headquarters of the partisan movement the assignment of discovering the extent and distribution of the enemy’s reserves in depth, the regrouping and concentration of troops moved in from France, Germany, and other countries.

In general, the impact of our offensive operations against the enemy was significantly intensified by the activities of the partisans which were arranged and directed from the centre by means of the constant and indefatigable efforts of local underground party organizations. The actions of the partisans were coordinated with those of the regular army, which they assisted in obtaining data on the enemy, while destroying his reserves, cutting his communications, and hampering the redeployment of his forces and weapons.
In 1942, the Nazis already had to pit almost ten per cent of their ground forces on the Soviet-German front against the partisans. In 1943, SS and SD police forces, 500,000 soldiers from auxiliary units and more than 25 divisions from the army in the field were being employed for these purposes.
The Communist Party carefully supervised the patriotic struggle of the people against the Nazi invaders, thereby rendering valuable assistance to our regular forces. Communists in partisan detachments not only took up arms in the struggle, but also did much to enlighten the population politically by circulating leaflets, making appeals, disseminating reports from the Soviet Information Agency and exposing the mendacious propaganda put out by the enemy. The partisans’ efforts did much to undermine the morale of the enemy forces.

The forces on the fronts carried out intensive reconnaissance both from the air and on the ground, within their own sectors. Consequently, by the beginning of April we had sufficiently detailed information on the deployment of the enemy forces around Orel, Sumy, Belgorod, and Kharkov. Once I had analyzed these data and also those we had managed to obtain from the wider theatre of operations and had discussed them with the commanding officers of the Voronezh and Central Fronts, and then with the Chief of General Staff, Vasilevsky, I sent the Supreme Commander the following report:

“5:30 a. m., April 8, 1943
“I hereby state my opinion on the possible movements of the enemy in the spring and summer of 1943 and our plans for defensive actions in the coming months.
“1. Having suffered serious losses in the winter campaign of 1942/43, the enemy would not appear to be able to build up big reserves by the spring to resume the offensive on the Caucasus and to push forward to the Volga to make a wide enveloping movement around Moscow.

At the first stage, having gathered as many of his forces as possible, including at least 13 to 15 tank divisions and large air support, the enemy will evidently deal the blow with his Orel-Kromy grouping in the enveloping movement around Kursk from the north-east and likewise with the Belgorod Kharkov grouping from the south-east.
“An additional attack on Kursk from the south-west aimed at dividing our front must be expected from the west, from the area around Vorozhba between the rivers Seim and Psyol. The enemy will attempt by means of this operation to defeat and surround our 13th, 70th, 65th, 38th, 40th, and 21st armies, his ultimate purpose at this stage being to reach the River Korocha-Korocha-Tim River Tim-Droskovo line.

“3. At the second stage, the enemy will attempt to come out on the flank and in the rear of the South-Western Front, his general direction being through Valuiki-Urazovo.
“To counter this offensive, the enemy may deal a blow at the Lisichansk area on a northern, Svatovo-Urazovo sector.
“In the remaining sectors the enemy will strive to reach the Livny Kastornoye-Stary and Novy Oskol line.
“4. At the third stage, after the corresponding regrouping, the enemy will possibly try to reach the Liski-Voronezh-Yelets front and, taking cover in a south-eastern direction, may launch an offensive as part of the wide enveloping movement around Moscow from the south-east via Ranenburg-Ryazhsk-Ryazan.
“5. In his offensive operations this year the enemy may be expected to count chiefly on his tank divisions and air force since his infantry is at present considerably less well prepared for offensive action than it was last year.
“At the present time, the has as many as 12 tank divisions lined up along the Central and Voronezh Fronts and, by taking in three or four tank divisions from other sectors, he could pitch as many as 15 or 16 tank divisions with some 2,500 tanks against our Kursk grouping.

If the enemy is to be crushed by our defensive formations, besides measures to build up the antitank defences on the Central and Voronezh Fronts, we must get together 30 antitank artillery regiments from the passive sectors as rapidly as possible and redeploy them as part of the Supreme Command’s reserves in the areas threatened; all the regiments of the self-propelled artillery must be concentrated in the Livny-Kastornoye-Stary Oskol sector. Even now it would be desirable for some of the regiments to be placed under Rokossovsky and Vatutin as reinforcements and for as many aircraft as possible to be transferred to the Supreme Command’s reserves to smash the shock groupings with massed attacks from the air coordinated with action by tank and rifle formations and to frustrate the plan for the enemy’s offensive.
“I am not familiar with the final location of our operational reserves; therefore I believe it expedient to propose their deployment in the Yefremov Livny-Kastornoye-Novy Oskol-Valuiki-Rossosh-Liski-Voronezh-Yelets area. The deeper reserve echelon should be deployed around Ryazhsk, Ranenburg, Michurinsk, and Tambov.

Our forecasts did not differ in the main from what the Nazi commanding officers had in fact intended to do.
The orders issued by Hitler on April 15, 1943, read as follows:

“As soon as weather conditions permit, I have decided to launch the Citadel offensive, the first offensive operation this year.
“Decisive importance is attributed to this offensive. It should be carried out rapidly and with definite success. The offensive should give us the initiative for the whole of the spring and summer of this year.

“1. The aim of the offensive is a concentrated thrust carried out decisively and rapidly by the forces of one main attack force from the area around Belgorod and of another from the area to the south of Orel to surround the forces in the Kursk area by a concentric offensive and destroy them.

“b) to ensure maximum concentration of the striking forces on a narrow sector in order to break through the enemy defences, taking advantage of the overwhelming superiority in all means of attack in that area (tanks, assault equipment, artillery, mortars, and so forth), with a single thrust, unite both the attacking armies and thereby close the encirclement.
“In both army groupings, the newly arrived formations, which had joined up with the main attack army, should not have any radio communication…
“7. For the purposes of secrecy, only those persons whose involvement is absolutely necessary, should be informed of the plans for the operation.”

Thus, having appraised the situation correctly, before the German offensive was launched, the Soviet commanding officers had precisely determined the probability and direction of the Nazi forces’ manoeuvres in the Kursk Bulge area.
On April 9 or 10, I don’t remember exactly, Vasilevsky arrived at the headquarters of the Voronezh Front. Once again he and I discussed my report in detail, the situation obtaining, the plans for disposition of the operational and strategical reserves and the nature of the forthcoming operations. We concurred on all questions.
Having drawn up a draft for the Supreme Command directive regarding the disposition of the Supreme Command reserves and the setting up of the Steppe Front, we sent it to the Supreme Commander bearing our signatures.
This document envisaged the disposition of the armies and the means of reinforcements on the Fronts. It was proposed that the Steppe Front headquarters should be established in Novy Oskol, to have a command post of the Front in Korocha, and the Front’s auxiliary troop control post in Veliky Burluk. As was always the case in preparing big operations, the Fronts’ commanding officers and the headquarters were to communicate their considerations and suggestions regarding the nature of the operations to the General Staff.

As some of the accounts of the organization of defences and the counterꠓoffensive in the area around Kursk in 1943 are incorrect, I believe it is necessary here to quote from the relevant documents that were filed at the General Headquarters and the General Staff. I thereby note that no other documents were delivered to the General Headquarters
Here is the report of April 10, sent on the orders of the General Staff, by the Chief of Staff of the Central Front, Lieutenant-General M. S. Malinin.

“a) Taking into account the forces and means and, what is most important, the outcome of the offensives in 1941 and 1942, in the spring and summer period of 1943 an enemy offensive is to be expected solely in the Kursk and Voronezh operational direction.
“There is hardly likely to be an enemy offensive on other sectors.
“The general strategical situation being as it is at this stage in the war, it would be to the Germans’ benefit to ensure a firm hold on the Crimea, the Donbass and the Ukraine and, for that purpose, to advance the front to the Shterovka-Starobelsk-Rovenki-Liski-Voronezh-Livny-Novosil line. To achieve this, the enemy will require no less than 60 infantry divisions with the corresponding air, tank and artillery support.

“a) 병력과 수단, 그리고 가장 중요한 1941년과 1942년 공세의 결과를 고려하면 1943년 봄과 여름의 적의 공세는 단지 쿠르스크와 보르네즈 작전 방향으로만 예측된다.
“다른 방면에서의 적의 공세는 거의 없을 것이다.
“전쟁의 현 단계에서의 전반적인 전략적 상황은 크림반도, 돈바스, 우크라이나를 확실한 장악을 보장하고, 그 목적을 위해, 슈테로브카-스타로벨스크-로벤키- 보로네즈-리브니-노보실 선으로 전선을 전진시키는 것이 독일군에게 이로울 것이다. 그것을 달성하기 위해, 적은 공군, 전차, 그리고 포병의 지원을 받는 60개 이상의 보병사단을 필요로 할 것이다.
“The enemy cannot concentrate such forces and means on the given sector.
“This is why the Kursk-Voronezh operational direction is acquiring paramount importance.
“b) Proceeding from these operational suppositions, the enemy is expected to direct his main efforts simultaneously along inner and outer radii of action:
“— along the inner radius — from the Orel area via Kromy to Kursk and from the Belgorod area to Kursk via Oboyan;
“— along the outer radius — from the Orel area via Livny to Kastornoye and from the Belgorod area to Kastornoye via Stary Oskol.
“c) If we do not take measures to counter the intended enemy offensive, his successful operations on these sectors could lead to the rout of the forces of the Central and Voronezh Fronts, to the capture by the enemy of the vital Orel Kursk-Kharkov railway line and to the attainment by his forces of an advantageous line to his firm hold on the Crimea, the Donbass, and the Ukraine.
“d) The enemy cannot set about regrouping and concentrating his forces in the probable directions of his offensive and also building up the necessary reserves until the end of spring when the roads have improved and the floods ended.
“Consequently, the enemy may be expected to go over to a decisive offensive in the second half of May 1943.

“- 외 반경을 따라 - 오렐지역으로부터 리브니를 거쳐 카스토른노예 까지, 그리고 벨고로드 지역에서부터 스타리 오스콜을 거쳐 카스트르노예 까지.
“c) 우리가 의도된 적의 공세에 대응하는 조치를 취하지 않으면 그 지역에 대한 적의 성공적인 작전은 중부와 보르네즈 전선의 군을 격퇴하고 필수적인 오렐 쿠르스크-하르코프 철도망을 적에 의해 점령당할 것이며 크림반도와 돈바스, 그리고 우크라이나의 확고한 장악은 적에에 유리한 노선을 달성할 수 있을 것이다.
“d) 적들은 도로가 개선되고 홍수가 끝나는 봄이 끝날 때 까지는 가능한 그들의 공격방향으로 그들의 병력을 재편성하고 집중시킬 수 없으며, 필요한 예비대를 구축할 수도 없을 것이다.
“결론적으로 적은 1943년 5월 하반기에 결정적인 공세에 돌입할 것으로 예측된다.
“5. In the circumstances obtaining in the given operational situation the following measures are deemed expedient:
“a) To destroy the enemy Orel grouping by the joint efforts of the forces of the Western, Bryansk, and Central Fronts, thereby depriving him of the opportunity of dealing a blow at Kastornoye from the Orel area via Livny, of seizing the Mtsensk-Orel-Kursk railway, which is vital to us, and preventing the enemy from using the Bryansk network of railways and dirtroads.
“b) To foil the enemy offensive operations, the forces on the Central and Voronezh Fronts must be reinforced with aircraft, mainly fighters, and antitank artillery, not less that 10 regiments being sent to each front.
c) For this purpose, it is desirable to have strong Supreme Command reserves in the Livny-Kastornoye-Liski-Voronezh-Yelets area.

“5. 주어진 작전상황에서 획득한 다음의 조치는 타당한 것으로 간주된다.

“b) 적의 공세작전을 좌절시키기 위해 중부와 보로네즈 전선군의 병력은 전투기를 위주로 한 항공기와 대전차포, 적어도 각 전선에 10개 연대를 보내야 한다.
“c) 이 목적을 위하여, 리브니-카스토르노예-리스키-보로네즈-옐레츠 지역에 강력한 최고사령부 예비대를 보유하는 것이 바람직하다.
