“At the present time, it has been established that the Voronezh Front is
confronted by:
“1. Nine infantry divisions in the first line (26th, 68th, 323rd, 75th, 255th,
57th, 332nd, 167th and one unidentified). These divisions are positioned along
the Krasno Oktyabrskoye-Bolshaya Chernetchina-Krasnopolye-Kazatskoye
front. According to the information furnished by prisoners, the unidentified
division is advancing towards the Soldatskoye area and is to replace the 332nd
Infantry Division.”

as many as three more tank divisions into the Belgorod area from the South-

“3. Thus, the enemy is likely to set up a shock group of up to ten tank
divisions and not less than six infantry divisions, all in all as many as 1,500
tanks to counter the Voronezh Front; this concentration of forces may be
expected in the Borisovka-Belgorod-Murom-Kazachya Lopan area. This shock
group may have air support with an effective strength of approximately as many
as 500 bombers and no less than 300 fighters.
“It is the enemy’s intention to strike blows concentrically from the Belgorod
area to the north-east and from the Orel area to the south-east in order to
surround our forces deployed to the west of the Belgorod-Kursk line.
“Subsequently an enemy offensive is to be expected on the south-eastern
sector at the flank and rear of the South-Western Front with the objective of
eventually pushing northwards.

“It is not out of the question, however, that the enemy will decide not to
launch an offensive to the south-east this year and will put another plan into
effect, namely, after the attacks made concentrically from the Belgorod and Orel
areas, he will pursue an offensive to the north-east for the purpose of a wide
enveloping movement around Moscow.”

are to be expected on the Volchansk-Novy Oskol and Sudzha-Oboyan-Kursk
sectors.”

“The enemy is not yet ready to launch a big offensive. The offensive is not
expected to begin earlier than April 20, but most likely in early May.
“However, individual attacks may be expected at any time. Therefore, we
demand that our forces be in a constant state of full combat readiness.
“Fedorov, Nikitin, Fedotov”4

Consequently, the Supreme Command did not come to a definite decision
until April 12 as to our forces’ operations in the spring and summer period of
1943 in the Kursk Bulge area.

At that time, no offensive from the Kursk area was planned. Nor could
things have been done differently for our strategical reserves were just being
formed, and the Voronezh and Central Fronts, which had sustained losses in the
previous battles, needed reinforcements of men, armaments and materiel.
Precisely owing to this situation, the commanding officers on the Fronts
received instructions from the Supreme Command to the effect that the Fronts
should go over to defensive positions.

The Supreme Command made me responsible for the general supervision of
the forces on the Central and Voronezh Fronts on the spot and ensuring that the
Supreme Command instructions were carried out.

On April 10, the Supreme Commander rang me in Bobryshevo and ordered
me to be in Moscow on April 11 to discuss the plan for the summer campaign of
1943, and in particular with regard to the Kursk Bulge.

Late in the evening on April 11, I returned to Moscow. Vasilevsky told me
that Stalin had given orders that a map detailing the situation, the necessary
calculations and proposals should be made ready by the evening of April 12.
Vasilevsky, his deputy A. I. Antonov, and I spent the whole day on April 12
preparing the necessary information for the report to the Supreme Commander.
The three of us got down to the work we had been commissioned to do early in
the morning, and since we were fully in accord with one another, everything was
ready by the evening. Besides all his other merits, Antonov had a brilliant gift
for putting material into shape, and while Vasilevsky and I drafted the report for
Stalin, he quickly drew up a map detailing the situation, a chart of operations on
the Fronts in the Kursk Bulge area.

We all believed that, proceeding from political, economic, and military and
strategical considerations, the Nazis would attempt, at any price, to retain their
hold on the front stretching from the Gulf of Finland to the Azov Sea. They
could fit out their own forces well in one of the strategical directions and make
ready for a big offensive operation in the Kursk Salient area in an attempt to rout
the forces of the Central and Voronezh Fronts there. This could change the
general strategical situation in favour of the German forces, not to mention the
fact that, in these circumstances, the overall length of the front would be
considerably shortened and the general operational density of the German
defence positions would be increased.

The situation in this sector would make possible a two-pronged movement
towards Kursk, one thrust from the area south of Orel, and the other from the
Belgorod area. It was assumed that the German commanding officers in the
remaining sectors would carry out defensive operations as, according to our
General Staff, there the Germans did not have necessary forces for offensive
operations.

In the evening of April 12, I went to the GHQ with Vasilevsky and Antonov.
The Supreme Commander listened to our views more attentively than ever
before. He agreed that the main forces should be concentrated in the Kursk area,
but, just as before, he was anxious about the Moscow sector.

When discussing the plan for the operations at the Supreme Command GHQ,
we came to the conclusion that it was imperative to build up stable defences,
well organized in depth on all the most important sectors, and above all, in the
Kursk Bulge area. In this connection, the commanding officers at the fronts were
given the necessary instructions. The forces set about deeper entrenchment. It
was decided not to involve in the operation for the time being the Supreme
Command’s strategical reserves that had been built up and got ready, but to
concentrate them closer to the most dangerous sectors.
최고사령부 본부에서 작전 계획을 논의하면서 가장 중요한 모든 지구 특히 쿠르스크 벌지 지역 종심에 잘 조직된 안정적인 방어를 구축하는 것이 긴요하다는 결론에 도달했다. 이와 관련하여 전선 지휘 장교들에게 필요한 명령이 하달되었다. 군대는 참호를 더 깊게 팠다. 당분간 이미 구축하여 대기하고 있는 최고사령부 전략 예비대는 그 작전에 투입하지 않고, 가장 위험한 지구에 더욱 밀접하게 집중하기로 결정했다.
Thus, by mid-April the Supreme Command had already taken a preliminary
decision on deliberate defence. (The italics are mine —G. Zh.) True, we
repeatedly returned to that question but the final decision on deliberate defence
was taken by the Supreme Command at the beginning of June 1943. At that
time, the enemy’s intention of launching a mighty offensive against the
Voronezh and Central Fronts was in actual fact known; it was to involve the
biggest tank groupings using the new Tiger and Panther tanks and the selfpropelled Ferdinand guns.

The Supreme Command considered the Voronezh, Central, South-Western
and Bryansk Fronts to be the main ones involved in the action at the first stage in
the summer campaign. According to our calculations, this was to be the main
scene of action. We wanted to counter the expected offensive of the German
forces with a powerful defence, to defeat them, and, above all, to crush the
enemy tank groupings, and then, going over to a counter-offensive, to rout the
enemy at long last. Simultaneously with the plan for deliberate defence and
counter-offensive, it was also decided to work out a plan for offensive
operations, without waiting for the enemy offensive if he should postpone it for a
long period.

Thus, our forces’ defences were in no way necessitated, but purely
deliberate ones, and depending on the situation, the Supreme Command was to
choose the moment for going over to the offensive. It was borne in mind that
things should not be done in too much of a hurry, nor should they be dragged

At the same time it was decided in which sectors the Supreme Command’s
main reserves should be concentrated. It was intended to deploy them in the
Livny-Stary Oskol-Korocha area where defences were to be organized should
the enemy break through in the Kursk Bulge area. Other reserves were to be
stationed behind the right flank of the Bryansk Front in the Kaluga-Tula-
Yefremov area. The 5th Guards Tank Army and a number of other formations of
the Supreme Command’s reserves were to prepare for action beyond the junction
of the Voronezh and South-Western Fronts, in the Liski area.
동시에 최고사령부의 주력 예비대는 집중할 지역을 결정하였다. 리프니-스타리 오스콜-코로차 지역에 그들을 배치하려고 하였다. 적이 쿠르스크 벌지 지역을 돌파하면 방어를 조직해야만 하는 지역이기 때문이다. 다른 예비대는 칼루가-툴라-예프레모프 지역에 있는 브리얀스크 전선의 우측 뒤에 배치할 예정이다. 5보위 탱크 군과 최고사령부의 다른 예비대 편대는 리스키 지역에 있는 보로네즈와 남서 전선의 교차점 너머에서 전투를 준비할 예정이다.
Vasilevsky and Antonov were ordered to set about drawing up all the
documents needed regarding the plan adopted, in order to discuss it yet again at
the beginning of May.

I was instructed to fly to the North Caucasian Front. Heavy action was being
conducted there to annihilate the enemy’s Taman grouping, the core of which
was formed by the well-equipped 17th Army of the German forces.
The elimination of the enemy on the Taman Peninsula was of great
significance to the Soviet Command. Besides destroying a big enemy grouping
of 14 to 16 divisions, numbering approximately 180,000-200,000 men in this
sector, as a result of this operation, we liberated Novorossiisk. Since the first half
of February the heroic detachment of men of the 18th Army and the sailors of
the Black Sea Fleet had been fighting here on a small bridgehead.

General Leselidze’s 18th Army.

Once we had familiarized ourselves with the situation, forces and resources
of the army and the sailors of the Black Sea Fleet, we all came to the conclusion
that it was impossible at that time to take any kind of big measures to extend the
Novorossiisk bridgehead, which the troops used to call the Little Land.

Indeed, that bridgehead was no more than 30 square kilometres in area all in
all. At that time there was one question that particularly worried us, namely
whether the Soviet fighters would hold out in the face of the ordeals falling to
their lot in an unequal struggle with the enemy who made air attacks on and
subjected to artillery fire the defenders of this little bridgehead day and night.
We wanted to ask the advice of the head of the political department of the
18th Army, L. I. Brezhnev, about this; Brezhnev had been here numerous times
and was familiar with the situation, but at that moment he was on the Little Land
where extremely fierce fighting was going on.

From what the Commander of the Army Leselidze told us, it was clear that
our forces were completely determined to fight the enemy until he was
ultimately defeated and not allow themselves to be pushed into the sea.
Having told Stalin my views, Shtemenko and I set out for the 56th Army on
the North Caucasian Front which was commanded by General A. A. Grechko at
that time.

At that moment, another offensive was planned in the area of the Cossack
village of Krymskaya, but the army’s commanding officers considered that they
were not sufficiently prepared for it. They decided to postpone the attack, to
bring up the ammunition and the artillery from the passive sectors of the front,
and planned the best ways of using the aircraft and the special People’s
Commissariat of Internal Affairs Division from the Supreme Command’s
reserves.

At the same time, we also worked together with the commanding officers of
the 18th Army. This army’s landing party needed the support of the fleet and air
attacks at Myskhako on the enemy who confronted the heroic members of the
landing party.
동시에 우리 또한 18군의 지휘 장교들과 함께 작업했다. 이 군의 육상 부문은 대면하고 있는 적에 대한 미스카코에 함대와 공습의 지원이 필요했다.
Before this, the 56th Army had fought a number of brilliant battles in which
it had liberated the area around the River Kuban. Now it was to smash the enemy
defences of the 17th Army in the area around Krymskaya and take the enemy’s
Novorossiisk grouping in the rear. It was further planned to combine the efforts
of the forces on the front to eliminate the enemy’s Taman bridgehead.

The rout of the enemy on the approaches to Krymskaya and its capture were
assigned to the 56th Army alone, but its forces were limited, and neither the
Supreme Command nor the Front were seriously in a position to provide it with
reinforcements. The army had to break through the strongly fortified defences
that the German forces had set up on the approaches to the village. Grechko
planned and made preparations for the operation expertly and with great
foresight.

The 56th Army’s offensive on Krymskaya began on April 29. In spite of the
scarcity of its forces, especially aircraft, tanks, and artillery, skilfully
manoeuvring the means available, the army’s commanding officers crushed the
sustained resistance of the enemy defence. The troops of the 56th Army captured
the village, an important railway junction and pushed the enemy back beyond
Krymskaya.
크림스카야에 대한 56군의 공격은 4월 29일에 시작하였다. 전력, 특히 항공기, 전차, 그리고 포병과 능숙하게 기동할 수 있는 이용 가능한 수단들의 부족에도 군 지휘 장교들은 적 방어의 지속적인 저항을 분쇄했다. 56군의 부대들은 마을과 중요한 철도 교차점을 점령하고, 적을 크림스카야 너머 후방으로 밀어냈다.
Owing to the lack of resources, the 56th Army, like the other armies on the
front, had to call off any further offensive. The offensive operations of the forces
on the North Caucasian Front in the area the Stavka had to postpone until a more auspicious moment presented itself.
물자 부족 때문에 전선의 다른 군과 마찬가지로 56군은 더 나아가는 공격을 취소해야만 했다. 스타브카 지역에 있는 북 코카서스 전선의 부대들의 공세 작전은 상서로운 순간이 나타날 때까지 연기해야만 했다.
