Mr. Kim, a 20-something job seeker, initially booked a local accommodation for a Cambodia trip during this year’s Chuseok holiday but eventually canceled it. The decision came after reports of recent violent crimes targeting Koreans in Cambodia, including kidnappings, detentions, and murders. “I had planned to visit Angkor Wat, a popular destination for Koreans, but gave up after hearing unsettling news about the recent incidents in Cambodia,” Kim said.

Cambodia, once celebrated for its cultural heritage like Angkor Wat and beach resorts, has transformed into a “country feared for travel.” In particular, a surge in heinous crimes against Koreans has led to growing cancellations of Cambodia trips, as seen in Kim’s case. On the afternoon of the 10th, Cho Hyun, the Minister of Foreign Affairs, summoned Khoun Phonlaretanak, the Cambodian ambassador to South Korea, to demand countermeasures.

According to the Korea Tourism Organization, the number of Korean tourists visiting Cambodia from the beginning of this year until last July was 106,686, a decrease of approximately 9% compared to the same period last year, which saw 117,223 visitors. After the COVID-19 pandemic ended in 2022, the number of Korean tourists visiting Cambodia had steadily increased until last year, but the trend reversed this year.

The primary reason for the decline in Korean tourists to Cambodia is attributed to local violent crimes. Data submitted by the Ministry of Foreign Affairs to the office of Democratic Party of Korea lawmaker Park Chan-dae shows that kidnapping reports in Cambodia surged from 4 cases in 2021, 1 case in 2022, and 17 cases in 2023 to 220 cases last year. This year, the number reached 330 cases as of last August, surpassing last year’s total. Kidnapping reports involving Koreans in Cambodia have increased tens of times over the past two to three years.

In July, a man in his 20s, identified as Mr. A, left home to attend an exhibition in Cambodia but was found dead there on August 8. About a week after his departure, Mr. A’s family received a threatening call from a man speaking with a Korean-Chinese accent, who claimed, “Mr. A caused trouble in Cambodia and is being detained. If you send 50 million Korean won, we will release him.” However, contact with the man was lost four days later. Mr. A was eventually found dead near Bokor Mountain in Kampot Province. The cause of death was cardiac arrest due to torture. The location where his body was discovered is near an area locally known as a “crime complex,” where job scams and detention cases targeting Koreans frequently occur.

On the 21st of last month, it was reported that a Korean in his 50s was kidnapped and tortured by four Chinese nationals and one Cambodian as he left a café in Phnom Penh, the capital of Cambodia. Around the same time, a man in his 40s who had traveled to Phnom Penh for a five-night, six-day itinerary was cut off from his family and was recently found in a coma.
Most victims are Koreans in their 20s and 30s who traveled to Cambodia for job opportunities. A police source explained, “As international fraud organizations, such as voice phishing and romance scam groups, flock to Cambodia, violent crimes have increased. Young Koreans who cross the border after seeing job advertisements promising ‘easy money without special skills’ are becoming targets.” According to the source, some Koreans who went to Cambodia for job interviews had their passports seized by violent groups, were detained, and were forced to work for voice phishing operations. In some cases, they lost their lives.

As the situation worsened, the Ministry of Foreign Affairs issued a Level 2 travel advisory (recommending restraint from travel) for Phnom Penh and a special travel alert for Sihanoukville and other regions last month.
Cambodian expatriates say, “There are many unreported crimes against Koreans.” A long-term resident in Phnom Penh, who has lived there for over 20 years, stated, “Until a few months ago, at least one Korean died from a drug overdose in Sihanoukville every month, but these cases were not widely known. When Koreans working for voice phishing groups fall out with their Chinese bosses or have debt issues, such incidents occur.” Another expatriate added, “Within the expatriate community, opinions are divided: some want to stay silent to avoid reducing tourism revenue, while others insist on actively blocking voice phishing groups to protect Korean tourists’ safety.”

Analysts suggest that Cambodia has become a hotspot for violent crimes because criminal groups, primarily active in China, Laos, and Myanmar, have moved there as law enforcement in those countries intensified. Cambodia is known to be vulnerable to preventing and investigating violent crimes due to its long-standing authoritarian regime, police corruption, and insufficient manpower. Locally, it is openly said that Cambodian officials passively respond to crimes committed by Chinese criminal groups.

20대 취업 준비생 김모씨는 이번 추석 연휴에 캄보디아를 여행하려고 현지 숙소를 예약했다가 결국 취소했다. 최근 캄보디아에서 한국인을 노린 납치·감금·살인 등 강력 범죄가 잇따른다는 소식에 여행 계획을 접은 것이다. 김씨는 “한국인들이 많이 찾는 앙코르와트를 가보려 했는데 최근 캄보디아 사건 소식이 흉흉해 포기했다”고 말했다.

앙코르와트 같은 문화유산 탐방과 해변 휴양지로 각광받던 캄보디아가 ‘여행 가기 무서운 나라’로 변했다. 특히 최근 들어 한국인을 상대로 한 흉악 범죄가 잇따르면서 김씨처럼 캄보디아 여행을 취소하는 사례가 늘고 있다. 10일 오후 조현 외교부 장관은 쿠언 폰러타낙 주한 캄보디아 대사를 초치해 대책 마련을 촉구했다.

한국관광공사에 따르면, 올 들어 지난 7월까지 캄보디아를 찾은 한국인 관광객은 10만6686명으로 지난해 같은 기간의 11만7223명과 비교해 약 9% 줄었다. 코로나 사태가 끝난 2022년부터 작년까지 캄보디아를 방문한 한국인 관광객 수는 꾸준히 증가하다가 올 들어 상황이 반전했다.

한국인 캄보디아 관광객이 줄어든 주요 원인으로는 현지 강력 범죄가 꼽힌다. 외교부가 더불어민주당 박찬대 의원실에 제출한 자료를 보면, 지난 2021년 4건, 2022년 1건, 2023년 17건이었던 캄보디아 납치 신고 건수가 지난해 220건으로 급증했고 올 들어선 지난 8월까지 330건으로 작년 건수를 넘어섰다. 캄보디아를 찾았다가 납치됐다는 신고가 2~3년 사이 수십 배가 늘어난 것이다.

지난 7월 “캄보디아에서 열리는 박람회에 다녀오겠다”며 집을 떠난 20대 대학생 A씨가 8월 8일 현지에서 숨진 채 발견됐다. 캄보디아로 떠난 지 일주일쯤 됐을 무렵 A씨 가족들은 조선족 말투를 쓰는 한 남성에게서 “A씨가 캄보디아에서 사고를 쳐 감금됐다. 5000만원을 보내주면 풀어주겠다”는 협박 전화를 받았다. 하지만 나흘 후 이 남성과 연락이 끊겼다고 한다. 결국 A씨는 캄보디아 캄포트주 보코산 인근에서 숨진 채 발견됐다. 고문에 따른 심장마비가 사인이었다. A씨 시신이 발견된 곳은 일명 ‘범죄 단지’라 불리는 곳 근처로 한국인 대상 취업 사기나 감금 피해가 자주 발생하는 곳으로 알려져 있다.

지난달 21일에도 캄보디아 수도 프놈펜에서 한 카페를 나서던 50대 한국인이 중국인 4명, 캄보디아인 1명에게 납치돼 고문당한 사실이 알려졌다. 이 무렵 5박 6일 일정으로 프놈펜을 찾은 40대 직장인도 가족과 연락이 두절됐다가 최근 혼수상태로 발견됐다.

주로 한국에서 취업을 위해 캄보디아를 찾은 20·30대가 현지 강력 범죄의 표적이 되고 있다고 한다. 경찰 관계자는 “보이스피싱, 로맨스스캠 등 국제 사기 범죄 조직이 캄보디아로 몰려들면서 흉악 범죄가 늘고 있다”며 “‘별다른 기술 없이도 큰돈을 벌 수 있다’는 취업 광고를 보고 건너간 한국 젊은이들이 범죄의 대상이 되고 있다”고 말했다. 취업 면접차 캄보디아를 찾았다가 폭력 조직에 여권을 빼앗기고 감금당한 채 강제로 보이스피싱 조직원 일을 하게 되고, 자칫하면 목숨까지 잃게 된다는 것이다.

상황이 심각해지자 외교부는 지난달 프놈펜에 대해 여행 경보 2단계(여행 자제)를, 시아누크빌 등지에 대해 특별 여행 주의보를

캄보디아 교민들은 “알려지지 않은 한국인 대상 범죄도 많다”고 말한다. 프놈펜에서 20년 넘게 거주 중인 한 교민은 “몇 달 전까지 시아누크빌에서 한국인이 최소 한 달에 한 명 이상 약물 과다로 사망했는데도 잘 알려지지 않았다”며 “보이스피싱 조직에서 활동하던 한국인이 중국인 총책과 사이가 틀어지거나 채무 관계가 생기면 이런 일이 발생하곤 한다”고 했다. 또 다른 교민은 “교민 사회 내에서도 현지 범죄가 알려지면 관광 수입이 줄어드니까 입을 다물자는 쪽과 한국 관광객 안전을 위해 보이스피싱 조직을 적극적으로 막아야 한다는 의견이 분분하다”고 말했다.

캄보디아가 최근 들어 강력 범죄의 온상이 된 것은 중국과 라오스, 미얀마 등에서 주로 활동해온 강력 범죄 조직원들이 해당국 정부의 단속이 강화되자 캄보디아로 몰려들고 있기 때문이란 분석이 나온다. 캄보디아는 오랜 기간 지속된 독재 체제, 경찰 내부 부패, 부족한 경찰 인력 등으로 강력 범죄 예방이나 수사에 취약한 것으로 알려졌다. 현지에선 “캄보디아 공무원들이 중국 현지 조직원들의 범죄에 소극적으로 대처한다”는 말이 공공연하게 돈다고 한다.
