Commissioner Lee Myung-koo of the Korea Customs Service stated on the 21st regarding President Lee Jae-myung’s request for an “impartial investigation without sanctity” related to the “allegations of external pressure in the Incheon Customs Office drug investigation,” that it was “intended to uncover the substantive truth of the case.”

He also expressed the position that the facts of this case, which is currently under investigation by a joint prosecution-police task force, will be clearly revealed.

Commissioner Lee responded this way during a National Assembly National Finance Committee audit on the same day to a question from People Power Party Representative Park Sung-hoon. Representative Park asked whether President Lee’s instruction to Lim Eun-jeong, the head of the Seoul Eastern District Prosecutors’ Office, to conduct a rigorous investigation and the dispatch of Superintendent Baek Hae-ryong, who raised the allegations of external pressure, to the joint task force constituted “providing investigation guidelines.”
Regarding inquiries about Superintendent Baek’s claims of the “Customs Commissioner’s visit to the Presidential Office in October 2023” and “over 200 calls with the Yongsan Presidential Office,” he responded, “I understand it is under investigation,” and “I am not familiar with that part.”

However, when Representative Park pointed out that “many of Superintendent Baek’s claims do not align with objective circumstances,” he stated, “The facts will be thoroughly clarified through the joint task force’s investigation.”
Regarding criticism that the Customs Service is being stigmatized as an organization involved in drugs, he said, “We are doing our best to crack down on firearms and narcotics on the front lines of the economic border.”

These allegations stem from the investigation process of a 2023 case involving a customs officer’s alleged complicity in methamphetamine smuggling, where it is claimed that the Presidential Office and senior officials from the police and Customs Service exerted external pressure to obstruct the police investigation. At the time, suspicions also arose that the prosecution had interfered with the police investigation. In July of last year, Superintendent Baek, who was then the head of the criminal investigation division at Yeongdeungpo Police Station, first exposed this at the National Assembly. After the inauguration of the Lee Jae-myung administration, a joint task force was formed. Initially commanded by the Supreme Prosecutors’ Office’s Narcotics and Organized Crime Division, command was transferred to the Seoul Eastern District Prosecutors’ Office in August following controversy over a “self-investigation.”

이명구 관세청장은 21일 이재명 대통령이 ‘인천세관 마약 수사 외압 의혹’과 관련해 ‘성역 없는 엄정한 수사’를 당부한 데 대해 “사건의 실체적 진실을 밝히라는 취지”라고 밝혔다.

현재 검·경 합동수사단이 수사 중인 이 사건의 사실관계가 명확히 밝혀질 것이라는 입장도 내놨다.

이 청장은 이날 국회 기획재정위원회 국정감사에서 국민의힘 박성훈 의원의 질의에 이같이 답했다. 박 의원은 이 대통령이 임은정 서울동부지검장에게 엄정 수사를 지시하고, 외압 의혹을 제기한 백해룡 경정을 합수팀에 파견토록 한 것을 두고 “수사 가이드라인을 제시한 것 아니냐”고 물었다.

백 경정이 주장한 ’2023년 10월 관세청장의 대통령실 방문’과 ‘용산 대통령실과 200여 차례 통화’ 관련 질의에 대해서는 “수사 중인 것으로 안다”, “그 부분은 잘 모른다”고 답했다.

다만 박 의원이 “백 경정 주장이 객관적 정황과 맞지 않는 부분이 많다”고 지적하자 “합동수사단 수사에서 사실관계가 명명백백하게 밝혀질 것”이라고 말했다.

관세청이 마약 연루 조직으로 낙인찍히고 있다는 비판에는 “경제 국경의 최일선에서 총기·마약류 단속에 최선을 다하고 있다”고 말했다.

이번 의혹은 2023년 세관 공무원의 필로폰 밀수 연루 사건 수사 과정에서 대통령실과 경찰·관세청 간부들이 경찰 수사를 막기 위해 외압을 행사했다는 내용이다. 당시 검찰도 경찰 수사를 방해했다는 의혹이 제기됐다. 지난해 7월 당시 영등포경찰서 형사과장이던 백 경정이 국회에서 처음 폭로했고, 이재명 정부 출범 후 합수팀이 구성됐다. 합수팀은 애초 대검 마약·조직범죄부가 지휘했으나 ‘셀프 수사’ 논란에 따라 지난 8월 서울동부지검으로 지휘권이 이관됐다.
