MOVEMENT CONTROL ORDER FOR RETAIL SECTOR
1. Are Distribution Centers (DC) allowed to operate normally?
Distribution center (DC) operations involving the supply of essential daily needs and food including e-commerce warehouse, and supporting warehousing services are allowed to continue operating.
2. Are restaurants, Ready to Eat (RTE) / bakery sectors allowed to operate?
Restaurants, RTEs / bakeries can be opened but only for take-away and drive-thru or delivery services by specific companies such as Grab Food or Food Panda. Dine-in and eat-in are not allowed.
3. What about the food court and tenants operating within the hypermarket?
Food court operations can be opened but only for food brought home or through delivery services by specific companies such as Grab Food or Food Panda. Dine-in and eat-in are not allowed. Only tenants operating in the clinical pharmaceutical industry are allowed to continue operating in the hypermarket.
4. What about retail operations of a shopping mall such as anchor tenants?
Retail operations (food and daily necessities only) at the shopping mall may be continued upon negotiations between the tenant and the owner of the premises.
5. What about eateries / grocery stores / convenience stores operating in specialty stores?
Dining / grocery stores / convenience stores in specialty stores are allowed to operate normally but only for take-out food or through delivery services by companies such as Grab Food or Food Panda. Dine-in and eat-in are not allowed.
6. Is the office operation of headquarters of a retail company allowed to operate?
The retail company's headquarters is allowed to continue operating as usual. However, the management of the company needs to identify the sectors / divisions / units that need to be classified as essential services in order to be present at the office premises. However, for the non-essential services sector / division / unit it is necessary to work from home.
7. Will the Ministry issue a statement to limit each consumer's purchase?
The Ministry encourages supermarkets to exercise self-control in dealing with unrealistic consumer purchases of food and daily necessities.
8. What about departmental stores operating a supermarket and home goods/ fashion / food court?
Only supermarkets that sell groceries and essentials are allowed to operate in the departmental store.
9. Can self-service laundry service continue?
Self-service laundry cannot operate throughout the duration of a movement control order to prevent crowds from gathering.
10. Can security guards at the supermarket continue to operate?
Security-related services may continue.
11. Are e-commerce services considered essential services?
Yes.
12. Are online purchases, delivery and home installation allowed?
Yes
13. Are customer service call centers allowed to operate?
Yes
14. Can business premises renovation work be continued?
For ongoing renovation work it must be postponed. In case of any safety issues, the company will need to obtain approval from the Ministry of Works (JKR) and the Construction Industry Development Board of Malaysia (CIDB) for renovation work to continue.
15. Is delivery service of non-food items such as sanitary pad, diapers regarded as essential items?
Yes
16. If all shopping malls are closed. Are the shops in airports involved?
Only tenants operating in the clinical pharmaceutical industry, supermarkets, grocery stores and convenience stores selling daily necessities are allowed to operate in the airport. Dine-in and eat-in are not allowed.
17. Are third party service providers allowed to operate to assist the operations and supply chain as these are critical to the viability of the business?
Services that will have a direct impact on security and supply are permitted. Users and third parties need to take into account health factors by wearing a face mask and using hand sanitizer.
18. Are waste collection companies at supermarkets / convenience stores / grocery stores allowed to operate?
Yes
19. Can the quota of rice, sugar, oil and flour be kept above the licensed quota?
The Company must comply with any licensed quota issued by any regulatory agency. However, this can be reconsidered on a case-by-case basis.
20. Are night markets and farmer markets allowed to operate?
No.
