The move to limit cash withdrawals from bank accounts in Shenzhen is designed to stop money laundering and the illegal flow of mainland funds into Hong Kong that have been one of the major drivers of the recent stock market boom, state-run media reported.
"The proximity of Shenzhen to Hong Kong was the cause of such liquidity outflow, and lots of mainland- ers have opened up accounts to invest in Hong Kong stocks through underground money exchanges," a banking source said.
Effective yesterday, the daily withdrawal limit at Shenzhen banks is capped at 30,000 yuan (HK$31,401) for a personal account and 100,000 yuan for a corporate account.
In some cases, access to ATM machines has also been tightened. At one Shenzhen branch of the Industrial and Commercial Bank of China (1398), a security guard said the outlet had suspended ATM cash withdrawals since Wednesday afternoon.
At another bank, a representative was quoted as saying that ATMs will be shut down between 9pm and 7am on a regular basis.
Both the China Securities Regulatory Commission-backed China Securities Journal and Shenzhen bourse-run Securities Times cited sources yesterday as confirming the new withdrawal limits are largely aimed at curbing illegal underground "through-train" activities.
While the official direct investment scheme remains on hold due to risk- management concerns, mainlanders had been circumventing this by withdrawing large sums from banks and depositing the cash with underground money exchanges, sources said.
Runners at those illegal exchanges would then deposit the equivalent amount of Hong Kong dollars into mainlanders' Hong Kong accounts to be used for "stir-frying" activities on the Hong Kong stock market.
According to the People's Bank of China's Shenzhen office, huge amounts of money had been flowing out through Shenzhen - accounting for up to 50 percent of the national total over the past nine months. Banking sources said the flow heightened in recent months after the "through-train" program was announced in late August.
Since the beginning of this year, the benchmark Hang Seng Index has surged 44 percent. The blue-chip index closed yesterday at 28,751 points, a gain of 33 percent since the direct investment scheme was announced.
Hong Kong Monetary Authority chief executive Joseph Yam Chi-kwong said that, while he could not discount the possibility of illegal fund flows into the city, he is confident local banks are capable of preventing such funds and money laundering activities.
"Our banks have a good fund management system that can monitor illegal fund activities," Yam told reporters in Beijing.

밑에는 좋은 소식... 그러나 바로 안 좋은 소식이 . . 중국것들은 믿을 수가 없다니까 . . .
음! 반대로 생각해도 될것 같은데여.. 나라에서 아무리 막아도 결국 울나라도 빠른사람들은 위법해서 할꺼 다 합니다. 결국엔 빨리한 사람들만 수익을 내고 나가더군여. 인민에겐 대책이 있다라... ㅎㅎㅎㅎㅎ 재밌습니다. ^^
심천에는 공식/비공식 투자회사가 수백개 정도 있다고 합니다..이것의 목적이 일부는 심천 증시를 위해서 이겠지만.. 많은 부분은 홍콩 증시가 타켓인 것 같습니다..//중국,홍콩 을 공부 하면 할수록 재미 나는 것 같습니다..ㅎㅎ//중국 정가 발표하는 정책 이나..고위관리들이 언급하는 말들은 잘 새겨 들어야 합니다(곧이 곧대로 들어면..)

제가보기엔 악재라고 하기엔 점 약한게 중국에서 이런제제를 한다는건 직투가 얼마안남았다는 반증이 될수있지않을까요
