SAILING INSTRUCTIONS FOR ORC OFFSHORE RACE 범주지시서 – ORC 오프쇼어 경기 

1. RULES / 규칙 

1.1 The event will be governed by the rules as defined in the 2013-2016 Racing Rules of Sailing (RRS). / 2013~2016 세일링 경기규칙에 정의된 규칙을 적용한다. 

1.2 The following rules will also apply : - ORC Rating Systems / ORC 레이팅 시스템 - World Sailing OSR for Category 3 / 월드 세일링 외양경기특별규정 카테고리 3 

1.3 If there is a conflict between languages the English text will take precedence. This changes rule 63.7. / 규칙의 적용에 따른 언어상의 문제가 발생했을 경우 영문이 우선 한다. 이는 규칙 63.7을 변경한다. 

1.4 If there is a conflict between the Notice of Race and the Sailing Instructions the Sailing Instructions will take precedence. This changes rule 63.7. / 대회공시서와 범주 지시서 사이에 내용이 상충할 경우 범주지시서가 우선한다. 이는 규칙 63.7을 변경한다. 

2. NOTICES TO COMPETITORS / 선수에 대한 공고 Notices to competitors will be posted on the official notice board located at the front wall of race office. / 선수에 대한 공고는 대회본부 앞 벽면에 설치된 공식게시판 에 게시한다. 

3. CHANGES TO SAILING INSTRUCTIONS / 범주지시서 변경 Any changes to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect. / 범주지시서 변경은 효력 발생 당일 09:00 시 이전에 게시한다. 다만, 경기일정의 변경은 효력 발생 전일 20:00시까지 게시한다. 

4. SIGNALS MADE ASHORE / 육상신호 

4.1 Signals made ashore will be displayed at the beach front in front of the race office. / 육상신호는 후포 요트경기장에 위치한 깃발 게양대에 올린다. 

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. / AP기가 육상에 올려진 경우, 경기신호 AP의 ‘1분’을 - 2 - ‘60분’ 이후로 대체한다.

6. CLASS FLAG / 클래스기 Class flag will be ‘ORC’ in red on yellow flag with red border. / 클래스기는 노란색 바탕에 빨간색 글씨 ‘ORC’, 빨간색 테두리이다.

9. THE START / 스타트 

9.1 Race will be started by using rule 26 with the warning signal made 5 minutes before the starting signal. / 규칙 26을 적용하여 스타트신호 5분전에 예고신호를 올림 으로서 스타트를 시킨다. 

9.2 The starting line will be between a mast displaying the 'START' flag on the race committee boat and the course side of the port-end starting boat pole displaying the 'START' flag. / 스타트 라인은 본부정의 마스트 위에 달린 스타트 깃발과 포트 끝의 핀보트에 달린 스타트 깃발 깃대 사이이다. 

9.3 A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. / 스타트 10분 후 출발하는 경기정 은 청문회 없이 DNS로 채점한다. 이는 규칙 A4를 변경한다. 

10. BOAT TRACKING / 경기정 트래킹 - 3 - 

10.1 For the safety the monitoring on each boat’s status will be done by the race committee with the on-board-camera and the satellite tracking system. The monitoring records can be used to determine a boat’s race progress and position, also can be used in calculating the race results if needed. This changes rules 90.3(a) and A4. / 경기위원회에서 안전을 위해 각 배의 상황을 배에 탑재된 카메라와 위성추적 장치를 통해 모니터링 한다. 기록된 모니터링 결과는 각 경기정의 경기 진행 상황과 위 치를 알아내기 위해 사용될 수 있으며, 경기 결과를 산출하는 데 쓰일 수도 있다. 이는 규칙 90.3(a)와 A4를 변경한다. 

10.2 All participating boats shall comply with all instructions given by the race committee pertaining to the installation of on-board-camera, the tracking and checking processes. It is prohibited for participants to operate or remove the on-boardcamera. / 경기에 참가하는 모든 배들은 카메라 부착, 트레킹과 체크 과정에 대한 경기 위원회의 모든 지시를 따라야 한다. 각 배에 장착되어진 카메라를 선수가 조작하거나 제거하는 것은 금지된다. 

11. THE FINISH / 피니시 

11.1 The finishing line will be between the white light house in Uljin, Hupo harbor and the finish-end mark. The finish-end mark has a blinking flash lamp. / 피니시 라인은 울진 후포항의 하얀색 등대와 피니시 엔드마크 사이이다. 피니시 엔드마크에는 반짝이 는 섬광등이 설치되어 있다. 

11.2 Boats that are about to finish shall notify the race office of its position by VHF on the designated channel approximately 1 hour before the estimated finish time. Also, boats that have finished at night must tell the race office or the RC boat its bow number immediately after finishing. / 경기정은 피니시 예정시간 1시간 전에 지정된 VHF 주파수로 경기본부에 위치를 알려야 한다. 또한 야간에 피니시하는 경기정들은 피 니시 후 즉시 자신의 바우넘버를 대회본부에 알려야 한다. 

12 PENALTY SYSTEM / 벌칙방식 

12.1 Rule 44.1 (Taking a Penalty) is changed so that the Two-Turns Penalty is replaced by One-Turn Penalty. / 규칙 44.1 두 바퀴 돌기 벌칙을 한 바퀴 돌기 벌칙으로 변경한 다. 

12.2 If a boat takes a penalty under rule 44.1, she shall report such fact and sign the report on the official board within protest time limit. If she fails to do so, 10% penalty of the elapsed time will be imposed without a hearing. This changes rule 64.1. / 규칙 44.1에 의거하여 벌칙을 이행한 경우, 경기정의 스키퍼는 항의 마감시간 안 에 공시게시판에 있는 벌칙이행보고서를 작성하여야 한다. 이를 위반할 경우 경기 소요 시간에 10% 벌칙을 청문없이 부과한다. 이는 규칙 64.1을 변경한다. 

13. TIME LIMIT / 제한시간 

13.1 Time limit is 16:00 4th Sep. Boats failing to finish within the time limit will be scored DNF without a hearing. This changes rule 35, A4 and A5. / 경기 제한 시간은 9월 4일 16시이다. 이후에 피니시하는 배는 청문 없이 DNF로 채점한다. 이는 규칙 35, - 4 - A4, A5를 변경한다. 

13.2 The time when each boat completes the rounding Dok-Do will be regarded as the finish time if no boats finish within the time limit. / 만일 한 척의 배도 제한시간 내 에 피니시하지 못하면 독도를 회항 완료한 시간을 피니시 시간으로 간주한다. 

14. PROTESTS AND REQUESTS FOR REDRESS / 항의 및 구제요청 

14.1 In addition to the requirements of rule 61.1 “Informing the Protestee”, a boat intending to protest shall also inform the race committee vessel of that intention as soon as practicable after she finishes or retires and shall hail the protested boat’s sail number/s or bow number/s. This amends rule 61.1(a). / 규칙 61.1 "피항의자에게 알리기“에 추가하여 항의하려고 하는 배는 해당 경기 피니시 뒤 경기위원회 피니시 배 에 항의 의사를 전하고 항의할 배를 알려야 하며 피항의자 배의 세일 번호 또는 바우넘 버를 알려야한다. 이는 규칙 61.1(a)을 수정한다. 

14.2 Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. / 항의서는 대회 본부에서 제공한다. 항의, 구제요청 및 청문의 재개 요청은 적절한 시간 안에 심판실로 제출되어야 한다. 

14.3 The protest time limit is 60 minutes after the last boat has finished or after the time limit. / 항의마감시간은 마지막 배가 피니시 한 뒤 또는 제한시간부터 60분이다. 

14.4 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the race office. / 청문회에 당 사자 또는 증인으로서 이름이 올려져 있는 선수에게 통보하기 위해 항의마감 시간 뒤 30분 이내에 공식게시판에 게시한다. 

14.5 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). / 경기위원회 또는 항의위원회에 따른 항의 청문 시간 의 통보는 규칙 61.1(b)에 따라 전달하기 위해 게시한다. 

14.6 Breaches of the sailing instructions 16, 19, 20, 22 and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. / 규칙 16, 19, 20, 22, 23 위반은 배에 따른 항의의 근거가 되지 않는다. 이는 규칙 60.1(a)을 변경한다. 이 규 칙 위반에 대한 벌칙은 항의 위원회의 결정에 따라 실격보다 가벼울 수 있다. 

14.7 Decisions of the international jury will be final as provided in rule 70.5. / 국제심판단 의 결정은 규칙 70.5에 명시되어 있는 것과 같이 최종이다. 

15. SCORING AND HANDICAP RATING / 채점 및 핸디캡 레이팅 

15.1 ORC handicap rating system determined by the measurement committee will be applied and shall not be used as the subject of a protest or request for redress (amends rule 61). / 계측위원회에서 결정한 ORC 핸디캡 레이팅 시스템이 적용되며, 이 것은 항의 혹은 구제요청의 근거가 되지 않는다 (규칙 61 수정). 

15.2 Competitors who believe that the scoring of a race is incorrect must state the grounds on the scoring correction request form and submit it to the race office. / - 5 - 경기 성적이 잘못되었다고 생각하는 팀은 채점 정정 기록서에 사유를 기재하고 증인을 확보한 후 경기위원회에 제출하여 기록 수정을 요청할 수 있다. 

16. SAFETY REGULATIONS / 안전규정 

16.1 Check-Out and Check-In / 입출항 신고 : All participants shall report the check-out and check-in with the signature on the check-in and check-out form placed in the race office. Also each boat must collect a satellite phone from the race office before leaving to race and return it with check-in reporting. The check-out report shall be submitted before start of the race. The check-in report shall be submitted no later than the time limit for protest. If breaches, 10% penalty of the elapsed time will be imposed without a hearing. / 모 든 선수는 경기장에 마련된 출, 입항 신고서에 자필로 신고하여야 한다. 출항신고와 동 시에 지급되어진 위성전화기를 인계받고 입항신고 시에 반납하여야 한다. 출항신고의 마감시간은 해당 클래스의 스타트 시간 전까지 이고, 입항 신고 마감시간은 항의마감 시간 이내이다. 이를 위반할 경우 경기 소요시간에 10% 벌칙을 청문없이 부과한다.

16.2 A boat that retires from a race shall notify the race committee as soon as possible. / 경기에서 리타이어하는 배는 가능한 한 빨리 경기위원회에 알려야 한다. 

16.3 Rule 40 is changed so that it applies to all crew at all times while afloat (from departure ashore to arrive ashore) irrespective of “Y” flag. Competitors have to wear a life jacket which was in compliance with local government rules. This changes preamble of rule Part 4 and 40. / 'Y'기와 관계없이 경기에 참가하는 승정원 모두 출 항할 때부터 육상으로 귀항할 때까지 정부공인 안전규격의 라이프자켓을 착용하여야 한 다. 이는 규칙 4장 서문과 규칙 40을 변경한다. 

16.4 Each boat must report her status to the Safety Monitoring Committee in every hour after the race start by provided satellite phone or her own VHF. / 모든 배는 스타트 이후 매 한 시간 마다 자신의 상황을 지급된 위성전화기 또는 자신의 VHF로 상황실에 보고하여야 한다. 

17. REPLACEMENT OF CREW OR EQUIPMENT / 승정원 또는 장비의 교체 

17.1 Substitution of competitors will not be allowed without prior written approval of the race committee. / 선수의 교체는 경기위원회의 서면에 따른 사전 승인 없이는 허가되 지 않는다. 17.2 Substitution of equipment will not be allowed unless authorized by the race committee except safety equipments. Requests for substitution shall be made to the committee at the first reasonable opportunity. / 안전장비를 제외한 손상 또는 분실된 장비의 교체는 경기위원회의 승인 없이는 허용되지 않는다. 교체의 요청은 맨 처음 적 절한 기회에 그 위원회에 하여야 한다. 

18. EQUIPMENT AND MEASUREMENT CHECKS / 장비와 계측 

18.1 A boat or equipment may be inspected at any time for compliance with the OSR safety equipment regulations, the class rules and sailing instructions. A boat can be instructed by a official inspector or measurer to proceed immediately to a - 6 - designated area for inspection. / 배 또는 장비가 OSR 장비안전규격, 클래스규칙과 범 주지시서에 따르고 있는지를 확인하기 위해 언제든지 검사할 수 있다. 공식 검사관 또 는 계측관은 검사를 위해 지정한 위치로 향할 것을 지시할 수 있다. 

18.2 Each boat shall take safety inspection by the official inspector and inspection place and time can be decided by discussion with the OA or the official inspector. A boat or equipment may be inspected at any time for compliance with the safety check list submitted by PIC of each boat. Failure to pass the safety inspection may lead to the boat’s cancellation of an entry or disqualification of the boat from the offshore race. / 각 배는 공식 검사관에 의해 안전검사를 받아야 하며, 실시 장소와 시간은 각 배의 책임자가 조직위원회 또는 공식 검사관과 상의하여 정할 수 있다. 제출되어진 각 배의 안전검사확인서와 부합하는지 배와 장비를 언제든지 검사할 수 있다. 안전검사를 통과하지 못한 배는 대회 참가가 취소되거나 자격 박탈될 수 있다. 

19. HAUL-OUT RESTRICTIONS / 육상으로 올리기 제한 Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. / 배는 경기위원회의 사전 서면 허가증을 가지고 그 조건에 따라 육상으로 올리는 경우를 제외하고 대회 기간 중 육상으로 올릴 수 없다. 

20. EVENT ADVERTISING / 대회 광고 Boats shall display event advertising supplied by the Organizing Authority as follows: Flags and Sticker. Penalty will be imposed if breaches. / 배는 주최단체에서 지급되는 광고물(스티커 깃발)을 지정된 자리에 부착하여야 한다. 위반 시 벌점을 부여한다. 

21. OFFICIAL BOATS / 공식 배 Official boats will be marked as “PRESS”, “RESCUE”, “JURY”. / 공식 배는 “PRESS”, “RESCUE”, “JURY” 깃발표시를 사용한다. 

22. TRASH DISPOSAL / 쓰레기 처리 Boats shall not intentionally put trash in the water. Trash may be placed aboard support or official boats. Penalty will be applied if breaches. See rule 55. / 배는 경 기수역을 포함한 모든 수역에 고의로 쓰레기를 버려서는 안 된다. 쓰레기는 서포트 보 트 또는 경기운영 배에 버릴 수 있다. 위반 시 벌점을 부여한다. 규칙 55를 참조할 것. 

23. RADIO COMMUNICATION / 무선통신 Boats shall be monitored supplied satellite phone or her own VHF radios at all times while afloat. The channel to be monitored will be notified at the skippers meeting. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. / 모든 참가정은 해상에 떠있는 동안은 지급된 위성전화기 또는 자신의 VHF를 모니터링 해야 한다. 모니터 해야 할 무전기 채 - 7 - 널은 스키퍼 회의에서 알려줄 것이다. 긴급한 경우를 제외하고 경기 중인 배는 모든 배 가 동시에 수신할 수 없는 무선통신을 송수신하면 안 된다. 이 제한은 휴대전화에도 적 용된다. 

24. PRIZES / 시상 Prizes will be given as follows / 상금과 상품은 아래와 같이 수여 한다:

(a) 10 % of prize money will be deducted to donate to WORLD VISION. / 상금은 그 금액의 10%를 공제하여 월드비젼에 기부한다. (b) Income tax will be deducted as per tax agreement between Korea and the recipient’s country. / 한국과 수상자 국가 간의 조세협정에 따라 상금에서 소득세를 공 제한다. (c) All payment will be made by bank transfer. / 모든 지급은 계좌이체로 진행된다. 

25. DISCLAIMER OF LIABILITY / 책임의 거부 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. / 대회의 선수는 자기 자신의 위험부담으로 참가한다. RRS 4 '경기를 하느 냐의 결정'을 참조할 것. 주최 및 주관단체는 대회의 전후, 기간 중에 발생한 물리적 손 해 또는 신체 상해, 또는 사망에 따른 어떠한 책임도 지지 않는다. 

26. INSURANCE / 보험 Each participating boat shall be insured with valid third-party liability insurance and Water Leisure Comprehensive Insurance for Korean participating boat. / 각 참가정은 배상이 보장되는 유효한 3자 배상책임보험에 가입되어 있어야 하며 한국 참가정은 수상 레저 종합보험에 가입하여야 한다.
