국방부는 지난해 12·3 비상계엄 때 계룡대 육군본부에서 서울로 가는 이른바 ‘계엄 버스’에 탑승했던 김상환 육군 법무실장에 대한 징계위원회를 28일 오후 다시 열어 중징계인 ‘강등’ 처분을 했다. 국방부는 최근 김 실장에 대해 경징계인 근신 10일 처분을 했으나, 김민석 국무총리가 전날 처분이 약하다는 취지로 “엄정하게 재검토하라”며 징계를 취소함에 따라 다시 징계위원회를 열었다.
