改(개)는 버리는 것이며 俗(속)은 사리에 어두운 것이다.
  Gae(改,개) means to discard,
  and Sok(俗,속) means to be ignorant of reason(or principles).

스스로 구제하면 완전하고, 남이 구제하면 엉성하며,
  When you save yourself, it is complete;
   when othews save you, it is incomplete.

스스로 구제하면 제때에 하게 되고, 남이 구제하면 더디게 하게 된다.
  When you save yourself, it is done in due time;
  when others save you, it is delayed.

완전한 때는 나에게 있고, 엉성하고 더딘 것은 남에게 있다.
  Completeness lies within me, 
  while incompleteness and slowness lie within others.

따라서 남이 구제하기를 기다리는 것은 사리에 어두운 것이고
스스로 구제하는 것은 사리에 밝은 것이니
  Therefore, waiting for others to save ypu is to be ignorant of reason,
  whereas saving yourself is to be clear-sighted about reason.

사리에 어두운 것을 버리고 사리에 맞는 것을 취하면 구제의 지혜를 이루게 된다.
  If you discard what is ignorant and choose what aligns with reason,
  you will attain the wisdom of salvation.

改는 去也요 俗은 野也라 (개는 거야요 속은 야야라)
  Gae(改,개) means to cast away, and Sok(俗,속) means to be unrefined(crude). 

自濟完人하며 濟散自濟어늘 時人濟遲하나니 (자제완인하며 제산자제어늘 시인제지하나니)
  Saving oneself makes a person completa;
  though saving others after saving oneself is scattershot(incomplete),
  doing it in due time is achieved when saving oneself, yet relying on others delays it.

完與時는 在我하고 散與遲는 在人하나니 (완여시는 재아하고 산여지는 재인하나니)
  Completness and timeliness lie within myself,
  while scatteredness(incompleteness)and delay lie within others.

是以로 待人濟者는 野也요 欲自濟者는 文也니 (시이로 대인제자는 야야요 욕자제자는 문야니)
  Therefore, one who waits for others to save them is unrefined(ignorant),
  whereas one who wishes to save oneself is refined(enlightenes).

去野而就文이면 濟之智成이라. (거야이취문이면 제지지성이라.)
  If one departs from the unrefined and moves toward the refined,
  the wisdom of salvation is attained.

 [Interpretation, 풀이]

완전한 구제란 모든 사람이 우선 스스로 구제할 수 있게 하는 것이며
다음 남을 구제할 수 있도록 하는 것이다.
  Complete salvation means enabling everyone to first save themselves,
   subsequently enabling them to save others.

哲人(철인)은 그 동기를 제공해 주고 성취할 수 있도록 보살펴 주는 것이다.
  A wise sage(philosopher) is one who provides this and looks after them so they can achieve it.
