This is a pretty old idiom that can be heard in many English speaking countries.
And it simply means that someone is alive and healthy.
As you would expect, if someone was sick or worse dying, then they obviously wouldn't be doing too much moving around. So this idiom just emphasizes action to demonstrate health.
