SEOUL, Dec. 19 (Yonhap) -- The ruling Democratic Party (DP) criticized the Supreme Court's decision to set up its own dedicated panel to handle insurrection and treason charges Friday, vowing to introduce a bill next week as planned to establish a special tribunal for insurrection cases linked to former President Yoon Suk Yeol's failed imposition of martial law.

On Thursday, the National Court Administration under the Supreme Court said it would draw up internal guidelines for a new tribunal that will deal with insurrection, treason and rebellion under military law cases deemed to have a major political, economic and social impact.

The court said the guidelines are designed to help ensure swift and fair proceedings in high-stakes cases.
​
Despite the court's decision, DP leader Jung Chung-rae said his party will press ahead to pass the DP-led bill within this year, accusing Supreme Court Chief Justice Cho Hee-dae of deliberately delaying trials of those implicated in the martial law case.
​
During a Supreme Council meeting at the National Assembly, Jung criticized the judiciary for "deceiving and mocking the public," saying it showed no willingness to overcome the martial law crisis before belatedly "putting on a show" by pretending to address the issue.
​
The DP has continued to push the bill despite criticism it could be unconstitutional and undermine the independence of the judicial system. The party plans to introduce the bill at a parliamentary plenary session next Tuesday, with a vote expected the following day.

Yoon and multiple former government officials, including former Defense Minister Kim Yong-hyun, are currently on trial on charges of insurrection over their involvement in the ousted former president's botched martial law bid.

(서울=연합뉴스) 최평천 박재하 기자 = 더불어민주당은 19일 대법원이 내란·외환 사건에 대한 자체적인 전담재판부를 설치하기로 한 것에 대해 "양두구육", "보여주기식 꼼수"라고 비판하며 내란전담재판부 설치법 연내 처리 방침을 재확인했다.

이 과정에서 민주당은 조희대 사법부가 이른바 내란 재판을 지연시켰다고 비판하는 동시에 대법원의 전담재판부 설치 예규 제정이 현재의 판사 무작위 배당과 다를 게 없다고 주장하며 내란재판부설치법의 필요성도 부각했다.

정청래 대표는 이날 국회에서 열린 최고위원회의에서 "조희대 사법부와 지귀연 재판부는 12·3 내란·외환 사건 심리를 의도적으로 침대 축구하듯 질질 끌었다"며 "조 대법원장이 경고하거나 조치했어야지 인제 와서 뭐 하는 짓이냐"고 비판했다.

정 대표는 "지금까지 내란 청산에 아무런 의지를 보이지 않고 훼방만 하다가 뒤늦게 시늉만 하는 조희대 사법부의 행태는 국민 기만·우롱에 지나지 않는다"며 "이러니 조희대 사법부가 내란 청산 훼방꾼이라는 것"이라고 주장했다．

이어 "조희대 사법부는 윤석열 파면 이후 내란이 극복되자 사법부 독립을 외쳤다"며 "일제 치하 때는 독립운동 안 하다가 해방 이후 독립운동하는 8·16 독립운동가처럼 뒷북 치는 꼼수를 하겠다는 것인데 누가 진정성을 믿겠느냐"고 했다.

그러면서 "사법부가 내란재판부설치 특별법 제정이 왜 필요한지를 더 극명하게 증명했다"며 "시행령보다 한참 낮은 단계인 예규로 민주당의 내란전담재판부 설치법을 막겠다는 꼼수에 속을 국민은 없다. 계획대로 통과시키겠다"고 거듭 강조했다.

박범계 의원은 '김어준의 겸손은힘들다 뉴스공장' 유튜브 방송에 출연, 대법원 예규에 대해 "빠르게 재판하겠다는 것 외에 특별히 달라진 게 없다"며 "눈 가리고 아웅 한 것"이라고 지적했다.

양부남 의원은 "내란전담재판부가 아닌데 전담재판부라고 우기는 지록위마이고 양두구육"이라며 "역설적으로 법안이 통과될 필요성이 있는 것"이라고 말했다.

김승원 의원은 "예규는 보여주기식뿐 아니라 퇴행한 것으로 보인다"며 "(판사에게) '우리가 마련한 예규와 다른 법안에 대해서는 위헌법률심판 제청(신청)이 오면 인용하는 것을 고려해보라'는 사인을 줬다고 생각한다"고 주장했다.

민주당은 내란전담재판부 설치 특별법을 계획대로 23일 임시국회 본회의에 상정해 24일 처리한다는 방침이다.
