Gov’t plans to develop 6-month pilot program into full-scale project
정부, 전면시행전 6개월 시범사업 계획

Korea will receive 100 domestic helpers from the Philippines at the end of July for a pilot program to test the import of foreign care workers. They are expected to begin working in Seoul in late August at the earliest after going through necessary education and training, according to the Ministry of Employment and Labor, Thursday.
한국은 7월말에 필리핀으로 부터 외국인 가사도우미들의 도입을 시험하는 시범 프로그램을 위해 100명의 가사도우미들을 받을 것이다. 목요일 고용노동부에 따르면, 이들은 필요한 교육과 훈련을 거친 후 빠르면 8월말에 서울에서 근무를 시작할 것으로 예상된다.

The ministry drew up the plans for the pilot program last year as demand has been increasing for domestic workers who can offer child care or other housework services while the labor supply has been thinning out gradually. This imbalance has resulted in an increase in costs as well as hesitation of more women to give birth amid concerns over their career disruption.
노동력 공급이 점차 줄어드는 반면 보육이나 가사서비스를 제공할 수 있는 가사노동자에 대한 수요는 증가하고 있어 고용부는 지난해 시범사업 계획을 마련했다. 이런 불균형은 비용증가와 함께 경력단절 우려 속 출산을 망설이는 여성들을 양산했다.

The 100 workers, who will be given non-professional employment visas (E-9), will provide the services under the six-month pilot program in the capital city, where Mayor Oh Se-hoon has strongly advocated for the introduction of foreign care laborers.
비전문취업비자(E-9)가 부여되는 100명의 근로자는 오세훈 시장이 외국인 요양보호사 도입을 강력히 주장해온 수도권 6개월 시범사업에 따라 서비스를 제공하게 된다.

The government had originally planned to implement the pilot program late last year as part of broad measures to address the country’s demographic crisis stemming from declining birthrates. But the plan was pushed back as negotiations with the Philippine government on the details took longer than expected.
필리핀 정부는 당초 출산율 저하로 인한 필리핀의 인구위기를 해결하기 위한 광범위한 조치의 일환으로 이 시범 프로그램을 작년 말 시행할 계획이었다. 그러나 세부 사항에 대한 필리핀 정부와의 협상이 예상보다 길어지면서 이 계획은 연기되었다.

The two nations have recently finalized the details and decided to accept applications only from those who have earned certificates related to child care from the Technical Education And Skills Development Authority of the Philippines.

The hiring process will begin within this month. Candidates should be aged 24 or older, and will be eval‎uated for their language skills and health. They will also be subject to criminal background checks and drug tests.

It may take some three months for the 100 successful candidates to enter Korea, which means they are likely to arrive roughly at the end of July and be ready to start work in August.

After entering the country, the Philippine helpers will go through vocational training and cultural education, which will be supervised by the Human Resources Development Service of Korea (HRDK), for four weeks before actually beginning to work in households.
필리핀 도우미들은 입국 후 한국산업인력공단(HRDK)이 주관하는 직업훈련과 문화교육을 4주간 거친 뒤 실제 가정에서 일하기 시작한다.

They will be supplied and managed by two private companies providing domestic helpers, accredited by the government.
이들은 정부로부터 인가를 받은 가사도우미를 제공하는 두 개의 민간 기업에 의해 공급되고 관리될 것이다.

The ministry is considering offering a dormitory for these workers in cooperation with the Seoul Metropolitan Government.
고용부는 서울시와 협력하여 이들 근로자들에게 기숙사를 제공하는 것을 고려하고 있다.

“It will not be easy for them to look for a place to live here, so we are thinking about offering them accommodation in which they can live together,” a ministry official said.
고용부 관계자는 "이들이 이곳에서 살 곳을 찾기가 쉽지 않을 것으로 보여 함께 살 수 있는 숙소를 제공하는 방안을 고려하고 있다,"고 말했다.

“The city government’s budget could be used to manage the accommodation, though room and board would be charged.”

The minimum wage system will be applied to them, although there have been calls to provide lower wages to them. Korea’s minimum hourly wage for 2024 is set at 9,860 won ($7).

The labor ministry cited its survey that shows there is more demand for part-time helpers — rather than full-time ones — able to work for about four hours a day and three to four days a week. This means each household using the service on a part-time basis would pay below 1 million won per month, while the workers could earn more than 2 million won if they work part-time at multiple households.

The ministry is considering developing the pilot program into a full-scale project after analyzing the results, leaving open the possibility that the service area could be expanded beyond the capital.
고용부는 수도권을 넘어 서비스 지역이 확대될 가능성을 열어두고 결과를 분석해 시범사업을 본격화하는 방안을 검토 중이다.

Foreign workers with E-9 visas can work in Korea for three years, and the sojourn period could be extended for those having worked at the same company for a certain period.
E-9 비자를 소지한 외국인 근로자는 국내에서 3년간 근무할 수 있으며, 일정기간 동일 기업에서 근무한 경우 체류 기간을 연장할 수 있다.

“Following the end of the pilot program, the Philippine domestic helpers would be able to continue their work if the project is implemented at full scale,” the ministry official said.
고용부 관계자는 "시범프로그램 종료에 따라 필리핀 가사도우미들이 본격적으로 사업이 시행되면 업무를 계속할 수 있을 것,"이라고 말했다.

“Also, they could change jobs if they want, as the government decided to newly open jobs in hotels and restaurants, among others, to E-9 holders.”
"또한 정부가 E-9 보유자들에게 호텔과 레스토랑 등의 일자리를 새로 개방하기로 결정함에 따라 그들이 원한다면 일자리를 바꿀 수 있다."
