1. List Of Local EPS Manufacturers

 ○ According to Hochiminh City Business Directory, there are about 25 entities (companies, private enterprises, household private production units) that register to engage in the business of EPS panels, EPS insulation panels, EPS packaging products. Among them there are seven (07) small private household production units, so we don't put it in the list. All the rest are companies.

 ○ However, not all of these companies produce EPS packaging for electronic products. Some of them just produce PU panels, EPS panel, and insulation panels. Some only deal with machinery for making EPS foam. Some produce air buble bags for electronic packaging.

 ○ We’d like to list out companies that produce EPS related products, which include companies that produce EPS packaging for electronic products and EPS panels. Besides the companies listed in the Business Directory of Hochiminh City, we also search for other companies on the website in other provinces. In the North, Nam A Co., Ltd is a big manufacturer of EPS packaging for electronic products.

 ○ We have search for EPS producers in Hai Phong but there was almost no information on the web browser. As we contacted the Central Post Office in Hai Phong City, they provided one company Viet Thang Co., Ltd. However, when we contacted them to ask about EPS packaging for electronic products, they said that they only produce PE cushion for making sofa. As a result, we found no manufacturer in Hai Phong City as requested.

 ○ Below is the list of major producers for EPS foam, especially those that make packaging for electronic products and EPS panel. Local manufacturers are quite cautious in providing information. They didn't reveal information regarding their production capacity and their customer list.

2. Import-Export Figures of HS Code 3903.11

 ○ The HS Code 3903.11 refers to expansible polystyrene, materials for making EPS foam and EPS related products such as packaging for electronic goods.

 ○ We know that the finished products have nothing to do with this HS Code. However, we still provide the import-export statistic figures regarding this HS Code because based on the import trend of raw materials, it would somehow reflect the production trend of finished products.  

 ○ Below are the statistic figures of 3903.11 in the three consecutive years 2009 – 2010 – 2011. It should be mentioned that the statistic figures on import-export merchandise are done rather slowly by the General Department of Vietnam Custom Office. For now, only statistic figures till the year 2011 is the most updated one. The figures for 2012 are expected to be released in the late of 2013 or early 2014. Particularly for statistic figures of 2011, they are not detailing like that in 2009 and 2010. In other words, if the import-export value is too small, it will not be listed in the Custom Yearbook. That’s why there are many countries that had import-export value in 2009 and 2010 but in 2011, they are not listed.

3. Tariff Rate

 ○ For the time being, electric bikes under HS Code 3902 imported from Korea has to subject to the import tax rate of 5%. The VAT 10% will be paid by the importer at the custom clearance.
