GENERAL

Job Description : A key role in BTO procurement project, responsible for development of regional, or country sourcing category strategies to ensure individual BTO contract deliverables are met or exceeded.  Preferably have previous experience covering commodities such as  ITPSM, Connectivity, Telecoms, Software, CWF, BS, FMDC, Marcom, Logistics and Travel.  Some of the tasks include (but need not be restricted to) :

1. analyze current procurement operations of customer including spend, supplier, FV, savings report and operational procedure

2. communicate with customer stakeholders in customer and customer's suppliers on the category specific strategic sourcing objectives;

3. interface with customer stakeholders in CUSTOMER for the execution of contract requirements related to the assigned category;

4. proactive  reporting to customer stakeholders in CUSTOMER, project, and procurement leadership team on status, issues, and corrective actions;

5. develop sourcing strategy and communicate with customer for approval of plan;

6. drive sourcing projects and communicate with customer for approval of result;

7. own measurement (saving and other service level) of responsible commodity family operation

8. set framework for Tactical Sourcing process and guidelines and work with Tactical Sourcing buyers (in China) regarding responsible commodity family

9. overall project management of assigned procurement deliverables on the contract.

10. strong analytical and procurement benchmarking skills.

  Organizational Alignment:  Business direction and responsibility aligned to Sourcing Project Manager (SPM) for each individual engagement.  Functionally, reports to and takes direction from the geography sourcing leader.

Experience:  Proven procurement professional with experience and leadership in a specific category and previous exposure to client facing engagements.

CANDIDATE PROFILE

Candidate must have a proven record in the following key areas:

Procurement Acumen

1. Strategic sourcing skills a MUST

2. Category knowledge.  Current working knowledge of IBM specific council strategies in targeted indirect or direct categories. Commodities include (but not limited to ) ITPSM, Connectivity, Telecoms, Software, CWF, BS, FMDC, Marcom, Logistics and Trave

3. Negotiations.  Development of negotiation strategies (local and international) and successful closure of documented plans.

4. Supplier Relationships.  Experience in working with multiple suppliers in development of win/win sourcing strategies.

5. Leadership.  Council or sub-council leadership or sourcing management experience

6. Network.  Ability to operate in a matrix organization and interact with a variety of  IBM procurement professionals (council members, consultants, BTO team members) across geographies

7. Tools.  Knowledge of IBM based procurement tools and systems as well as procurement techniques (i.e. reverse auctions)

Business Acumen

1. Project and Risk Management.  Must have the ability to develop concurrent detailed project plans and execute against these plans.

2. Client Interaction.   Client insight and experience in conveying messages in an external environment as well as managing conflict internally and externally.

3. Workplace Tools.  Ability to effectively use Microsoft Office tools (PowerPoint, Excel, Word, and Project). 

4. Business Process.  Knowledge of procurement processes and management information needed by SPM to manage internal IBM and client expectations.

5. Reliability.  Proven track record on prior projects.  Must be able to execute in a complex and rapidly changing environment.

Other Considerations

1. Self-Motivating : Must be able to work independently and have demonstrated strong personal initiative.

2. Language : Korean  as the primary language; multi-lingual skills a plus. 

3. Work Location : Korea

4.Travel : Extensive travel (including travel outside home country) will be required with extended periods away from home.

5. Extended Work Hours : Due to the global nature of most engagements, multiple late night calls each week may be required to ensure understanding of issues and progress in each of three geographies.
