23. Mature language for everyone’s victory!
Meanwhile, the time for the third public hearing came again. This time, without an audience, the public hearing was held by having expert members discuss and resolve the issues at the broadcasting station. So this time, six people, 3 in favor and 3 against, gathered at the broadcasting station to hold the public hearing.
After all preparations were completed, the public hearing finally began, and the broadcasting station broadcasted it live to the public. First, the public hearing began with an opening remark by the host of a famous current affairs program who was in charge of the public hearing.
“Viewers all over the country!
Hello?
Today, we will discuss the issue of reforming the text that has been a big issue in our country.
Is reforming really beneficial to our country and the people?
Or will it end up being a problem and a waste? In order to hear the opinions of those in favor and those against the issue,
and to give the people a chance to think about what is right,
we invited representatives from both sides today.
Today, we will first listen to the speeches of both sides,
and then examine which side's opinion is right in the actual problematic issues.
However, since there are limitations to broadcasting when you speak,
we would appreciate it if you could keep all your speeches short and concise.
Then, let's first listen to the position of those in favor."
"Yes, I would like to first say that the person who advocated this character reform is the current president.
As you all know,
he has been performing his duties as president with devotion to the country,
and more than anything else,
this is beneficial to our country and the people,
and it is a valuable tool that will improve all aspects of our future, so I assume that he proposed the character reform.
Already through many processes,
all the people have fully recognized the greatness of Hangul,
and I think it is of great benefit to us in many ways.
Now all that remains is to actually carry out the character reform.
Just as there are two sides to a coin,
everything has its pros and cons.
That is why we are putting our heads together with the people to
look into how we can overcome even some of these shortcomings,
take measures in advance,
and minimize the problems.”
“Yes!
We have heard the pros and cons.
Now, let’s hear the cons.”
“Yes!
If many people develop and grow for the sake of the country through many ideas,
I think it is a really good thing.
However, there are also many cases where things can go completely differently
than we expected.
I think this character reform issue is one of those cases.
We also know that Hangul is an excellent character.
In fact, I know that many of our young people today
communicate with others by writing our language using Hangul.
However, the problem is that such things
are just at the level of hobbies and social interactions.
It will take more than a dozen years for many people to learn a new character
and use it properly,
and the confusion and inconvenience that arise during that time
may cause our country to regress rather than develop.
And above all,
I think that the most important thing in reality when actually pushing forward an issue
is the finances needed to implement it.
If we were to reform with a new character now,
we would have to change all the documents and administrative forms created with the characters we are currently using,
and it would cost an astronomical amount of money.
In that case, not only do we not have the money,
but even if we did, I think it would be a much better way to revive our economy to invest that money in actual industrial sites.”
“Yes! I see.
Then, is there a way for those in favor to solve this problem?”
“First of all!
The astronomical cost that those who oppose claim is
just an estimate.
In order to promote and implement a policy,
we must conduct an accurate investigation and make an accurate diagnosis
in order to come up with a solution.
In that sense, as those who oppose claim,
everything costs money,
but the cost of this character reform is not as much as you said.
According to the results of a thorough investigation by the practitioners,
it is estimated that it will cost about 5 million dollars until the new character is established.”
Then the opposing side continued.
“Since we cannot investigate this issue in detail,
we made a rough estimate, but it seems that there was a difference.
However, even if it costs 5 million dollars,
I don’t think that is a small amount of money. Given our current economic situation,
there is no way to make this much money,
so this will only result in our people
going into debt.”
“Oh! That could be possible.
Then do you have any alternatives for this?”
“Yes, when we first started this,
we were actually worried about this issue.
So we studied from various angles, wondering if there was a way to solve this.
What we discovered in the process is
one thing that must be assumed first.
That is, $5 million is not a cost that is needed all at once.
As we mentioned earlier,
the cost of reforming the alphabet until it settles down is
that much.
Therefore, after reforming the alphabet,
we believe it will take at least 10 years for it to be completely established among all the people. And the initial cost is about 2.5 million dollars,
and the amount needed will gradually decrease every year,
but on average,
it will cost about 250,000 dollars per year.
So, in order to solve this cost problem,
we have come up with several plans.
First, as those who oppose a full-scale character reform claim,
there may be various confusions and difficulties,
so we are considering a plan to use the current Muja and the new characters in parallel for about 5 years,
and gradually change them.
So, for now, all documents are insufficient,
so we can prepare only the ones that need to be newly prepared within the 5-year period,
and prepare the two characters in parallel.
Of course, there will be some inconveniences for a while,
but for a big project, I think this is something that all citizens can tolerate,
so I ask for your cooperation.
And after 5 years, when we have become somewhat familiar with it,
then if we implement it fully for new documents,
and after 10 years, if we implement it completely,
we can drastically reduce the problems and costs,
and the benefits from that, as I have already explained, are much greater.
Second, if schools and social education institutions actively educate students and the public for the first 5 years,
so that they can quickly become familiar with it, the problems will disappear quickly.
And third, in terms of cost,
as I mentioned earlier,
even if we assume the original initial cost,
it is 2.5 million dollars, and the Republic of Korea has decided to provide this cost with a free loan.
In addition, we have decided to send a large number of practitioners in charge of education and the cost of teaching Korean.
Therefore, you do not have to worry about the cost.
In this way, we can reduce the cost of character reform as much as possible in various ways, and if Korea provides basic support for the cost,
then we can sufficiently reform the character reform without any particular problems or difficulties,
so we can say that there is no major problem in seeking our development.”
“Oh! I see.
That is a good thing.
They provide good characters,
and they also provide some support for the necessary costs.
Then, the cost problem that those who opposed it claimed cannot be said to have been completely resolved,
but if we look at it from the perspective that we can enjoy the benefits of character reform,
then can’t we say that the problem has been sufficiently resolved?”
“Yes! If the actual cost problem is resolved,
I don’t think there is any reason to oppose it.
The only regret is that
we are not solving these problems with our own strength,
so I have some regrets about that,
but I hope that through this opportunity,
we will grow into such a country.” “Yes, I will no longer oppose the side that is against it because of the cost issue. It seems like you have taken that position.
What do those who are in favor think about this?”
“Yes!
First of all, I am grateful.
Up until now, the differences between those who are in favor and those who are against it are simply those who have a heart for the development and growth of the country,
and those who are worried that it will lead to a difficult situation.
What is clear is that everyone has the same heart for the country.
However, I am grateful that you have acknowledged that the problem has been solved and changed your mind.
However, that does not mean that all the problems have been solved.
From now on, we still have to reform the letters into reality,
and adapt.
Therefore, from now on, I would appreciate it if everyone could join forces and work together
so that the letter reform can be successfully completed
and that it can be used well as our own letters in our lives.”
“Yes!
We have done something in the past few months that is hard to find its origin in the history of the world, and as a result, it seems that we are all headed in the direction of victory and success.
But as you just said,
I think that the real homework left for us is from now on.
I also dream of a new world with new characters,
and I will look forward to it together with you.
I would like to thank everyone who participated in today’s discussion and worked hard,
and the viewers who watched until the end with interest and love.
Thank you.”
In this way, all the public hearings and discussions have ended. Fortunately, the public hearings and discussions did not end with the pros and cons being divided and opposing each other, but rather complemented each other and reached a good conclusion. When I saw that the level of the political and discussion culture of the ‘Molisha’ people was high, I could feel once again that they are a respectable people, and I, who came to live in such a country, was also filled with happiness.
As this discussion process ended, the atmosphere naturally leaned toward character reform. However, through two internal administrative meetings, we went through all the procedures one by one to identify and eliminate any remaining problems. This method was also a characteristic of the ‘Molisha’ people. Usually, when the atmosphere is tilted to this extent, it is easy to think that everything is done and just push through, but they did not do that. They went through the process and time prepared and went through the procedure until the day of implementation. This attitude can sometimes be a minus and sometimes it can feel stifling, but on the other hand, it seems to be the strength of the people of this country and the national character of those who definitely pursue safety.
