이달 말부터 경기도 연천군과 강원도 정선군, 충북 옥천군 등에서 ‘주 3일’ 이상 실거주하는 주민들에게 매달 15만원의 기본소득이 지급된다. 읍 지역 주민들은 3개월, 면 지역 주민들은 6개월 이내에 기본소득을 사용할 수 있다. 주유소와 편의점, 하나로마트는 사용 한도가 합산 5만원으로 제한된다.

10일 농림축산식품부는 이런 내용을 담은 ‘농어촌 기본소득 시범 사업 시행 지침’을 확정했다.

농어촌 기본소득은 이재명 대통령의 공약으로 올해부터 2년간 전국 10개 군 지역에서 시행되는 국책 사업이다. 대상 지역은 경기 연천, 강원 정선, 충북 옥천, 충남 청양, 전북 순창·장수, 전남 곡성·신안, 경북 영양, 경남 남해 등 10곳이다.

이 지역 주민들은 매달 15만원의 기본소득을 지역사랑상품권으로 지급받는다. 지역 내 주소를 두고 주민등록을 한 뒤 실제 거주한 사람이 대상이며, 주 3일 이상 해당 지역에 실거주해야 자격을 인정받는다.

가령, 다른 지역 직장에 근무하는 직장인의 경우 시범 사업 대상 지역에서 통근하거나, 주 3일 이상 대상 지역에 거주하는 것이 확인된 경우 기본소득을 지급받는다. 다른 지역 대학에서 재학 중인 대학생의 경우 방학 기간 중 대상 지역에 주 3일 이상 거주하는 기간에 한해 지급이 가능하다. 현역병과 외국인은 지급 대상에서 제외된다.

기본소득은 본인이 거주하고 있는 읍 또는 면 지역에서 쓸 수 있다. 면 지역 주민은 기본소득을 6개월 이내에 사용할 수 있게 된다. 읍 지역 주민들보다 사용 기한이 3개월 더 길다. 병원과 약국 등 읍을 중심으로 운영되는 업종에 대해서는 면 주민의 읍에서의 사용도 허용된다.

지역 내 순환 효과가 낮거나, 소비 집중이 예상되는 주유소, 편의점, 하나로마트에 대해서는 사용 한도가 5만원으로 제한된다. 시범 사업 대상 지역 선정일 이후 전입한 주민에 대해서는 신청 이후 90일 이상 실거주가 확인된 경우 3개월분을 소급해 지급할 계획이다.
