민주당은 행정통합 특별법도 통과시키기 위해 이날 오전 10시 국회 법사위 전체회의를 열어 특별법 처리를 추진할 예정이다.
The Democratic Party of Korea plans to hold a plenary session of the National Assembly Judiciary Committee at 10 a.m. on the same day to pass a special law on administrative integration.

South Korea's top court convenes chiefs as ruling party pushes judicial bills
By Yoo Byoung-hoon Published 2026.02.24. 10:36 The Chosun Daily Newspaper / 조선일보 A view of the Supreme Court building in Seocho-gu, Seoul /Courtesy of News1 As the Democratic Party of Korea signaled it would bring the so-called "three judicial reform bills" (judicial distortion offense, constitutional complaint for trials, expansion of Supreme Court justices) to the floor for introduction and passage, the judiciary will urgently convene all chief judges nationwide to begin discussions on a response. With legislation imminent, the Supreme Court will hold an ad hoc meeting, separate from its regular schedule, to gather internal opinions. According to legal sources on the 24th, the Supreme Court will hold a national chief judges' meeting at 2 p.m. on the 25th at the Supreme Court building in Seocho-dong, Seoul, chaired by National Court Administration Director Park Young-jae. The agenda is expected to be collecting opinions from courts at all levels on the three judicial reform bills and reviewing directions for a response. The national chief judges' meeting is a regular gathering usually held twice a year, in March–April and November–December. This meeting is not a regular session but an ad hoc one. With the Democratic Party of Korea signaling a floor vote on the judicial reform package, it appears the judiciary urgently set the meeting schedule in view of the gravity of the matter. The Democratic Party of Korea plans to introduce and pass the three judicial reform bills at a plenary session of the National Assembly on this day. The judiciary, for its part, has repeatedly said the bills may be unconstitutional and, because they could have significant effects not only on the judicial system as a whole but also on the public, require sufficient debate and social deliberation. Chief Justice Jo Hee-de also reiterated concerns the previous day while speaking with reporters on the way to work. Regarding the three judicial reform bills, Jo said they involve "serious matters that could fall under constitutional amendment and issues that could directly harm the public," adding that they would "fundamentally change the framework of the judicial system that has continued for nearly 80 years since the establishment of the judiciary in Korea." Chief Justice Jo had earlier, on the 12th, expressed a position to the same effect and stressed the need to bring the issue into public discussion. At that time as well, Jo referred to the judicial reform bills as "an issue that would cause enormous harm to the public" and said a decision should be made after sufficient debate. This is not the first time that chief judges nationwide have held an ad hoc meeting to formulate a position on judicial reform efforts. In September last year, the chief judges also held an ad hoc meeting and issued an official position regarding the then-ruling party's push for judicial reform, saying, "Judicial independence must be guaranteed," and, "Judicial participation is essential in discussions on institutional reform." ※ This article has been translated by AI.
