1. Introduction
○ The construction industry in the Philippines is expected to post higher level of output this 2013. Industry observers are very optimistic on the performance of this sector given the strong showing last 2012. This would imply that demand for bath and sanitary wares is expected be higher considering these items are part and parcel of vertical & horizontal construction.
○ Key locations primed for development will usher growth in other ancillary sector such tourism and retirement village. The reasons for the boom in construction activities for this year are due to the confluence of low-level interest rates, rising demand for family dwelling & apartment, and the massive plan of more shopping complex development outside Metro manila.
○ Bathrooms in the Philippines are a unique. Residential and public toilets generally have basic features. Luxurious toilets are commonly found in five star hotels and high-end ‘condotels’.
○ Many Filipino homes especially those living in the provinces do not have overhead showers. This is due to either as an issue with water pressure (without a pump, the pressure with not bring the water up to the shower head or there is no pump) or in more remote areas, lack of indoor plumbing. The way to bathe without a shower is pictured above. It is a large bucket filled with water and a little bucket is used to pour water over the body.
2. Demand Trend
○ The demand for bath and sanitary items is expected to increase this year. This is based on the number of construction permits collated by the National Statistics Office(NSO). Construction permits have increased during the 3rd quarter of 2012.
○ A total count of 27,323 new construction projects from approved building permits in the country were reported for the third quarter of 2012. This number grew 8.2% compared to 25,255 construction projects over the same quarter in 2011. Residential-type building with 19,523 new constructions went up by 7.5% from 18,154 during the same period of 2011. Likewise, non-residential constructions rose by 9.2% from 3,377 to 3,688 during the same period of last year. Furthermore, additions, alterations and repairs of existing structures aggregating to 4,112 increased by 10.4% from 3,724 constructions recorded during the same quarter of 2011. The chart below (Figure 1) compares the number of new construction projects by type of construction for the third quarters of 2011 and 2012.

○ Overall, the total number of construction permits issued for the three quarters last year is higher by 7.8% compared to 2011. The next table below shows the total count of construction permits issued by the government to construction developers.

4. Import Tariffs
○ These items are classified under HS Code 3922, with general tariff rates of 15%. However, under the Tariff Reduction Program of the Philippines, these items will have a lower rate under AKFTA by the onset of 2016. The table below shows the existing rates both for MFN and AKFTA.

5. Competitive Trends
□ Based on phone survey among retail outlets, there are two(2) brands that have competitive edge for bath and sanitary wares. These are HCG and American Standards. Other brands that follow suit are Toto, Cool, Roca, and Royal turn. Retailers of bath and sanitary wares sell these items through bundling-method. This means that all items are sold in complete package with huge discounts ranging from 10~20%. Merchandisers for each brand are also willing to give higher discounts depending on the volume to be purchased by consumers.
