<P>* This week's topic - The blackmail from North Korea<BR>North Korea proudly announced that the nuclear test was performed successfully. Seemingly, nothing matters for North Korea and their confrontational attitude is more than just simple blackmail. <BR>North Korea says they want a stable peninsula without the threat of war and their nuclear test was only for self defense. The world hopes that this is the case, but many countries are being more pessimistic. Experts say North Korea wants a security guarantee, written out in an internationally recognized treaty, that the United States will not harm it economically or militarily. It is also seeking economic assistance - especially fuel during the harsh winters- a lifting of sanctions and foreign investment. Its negotiators have been pressing for simultaneous action. <BR>The reaction to the illegal test has been one of condemnation and surprised anger from the international community. With a new leader on board, Japan is heading the sanctions movement on North Korea along with the U.S. China which is a longtime ally of the North has also started to lose its patience. China has played a role of buffer zone between U.S. and North Korea for a long time. It even accused the U.S. and South Korea of being too harsh on its brother country and opposed their proposals to handle the nuclear issue through the U.N. Now, after the final sanctions from the U.N., China accepted them and even warned Pyongyang that the nuclear test might harm the two countries' relations. The European Union also collectively expressed their deep concerns over the test and urged North Korea to return immediately to the six-party talks and Russia also wants to talk with the North at the multilateral talks. Meanwhile, international relief agencies and nongovernmental organizations expressed their pressing worry that the sanctions would affect the most vulnerable citizens who are suffering from famine and poverty. <BR>North Korea's economy barely functions. Its people are starving. If it loses world attention, it will collapse. The North Korean effort to make nuclear issues is just the flip side of seeking dialogue with the United States. It keeps North Korea on the policy radar of the United States and, therefore, before the eyes of the world. <BR>Serious effort should be made toward a diplomatic approach to creating change in North Korea. Cooperation among Japan, the United States and South Korea is essential, but it is not everything. Russia and China must also be involved. The world must encourage the widest diplomatic approach to skillfully achieve what everyone wants: a lasting peace.</P>
