韓-가나, 기후변화 협력 강화…해적 등 해양범죄 정보 교환

(서울=연합뉴스) 설승은 기자 = 한국과 가나 정부가 11일 이재명 대통령과 존 드라마니 마하마 가나 대통령과의 정상회담을 계기로 기후변화와 해양 안전, 디지털 분야 등의 협력을 강화하기 위한 문서를 채택했다.
양국 정부는 이날 오후 청와대에서 기후 변화 협력, 해양 안보협력, 기술·디지털·혁신 개발 협력 등에 대한 3건의 양해각서(MOU)에 서명했다.
우선 양국은 '기후변화 협력 협정'을 통해 기후변화 대응 활동, 관련 기술 개발 등에 서로 협력하고 이를 위한 공동위원회를 구성하기로 했다.
이 과정에서 국가 간 자발적 협력을 통한 온실가스 감축량 국제 거래를 허용하는 파리협정 제6조도 활용하기로 해 국가 온실가스 감축목표(NDC) 달성에 도움을 받을 수 있을 것으로 청와대는 기대했다.
또한 한국 해양경찰청과 가나 해군 간 '해양 안전 및 안보 협력에 관한 MOU'도 체결됐다.
훈련·교육·세미나 등의 인적 교류와 함께 해적이나 무기·마약 밀매 등 해양에서 발생하는 국제범죄에 대한 정보 교환, 조난 인명 및 선박·항공기 수색·구조 등에 협력하기로 했다.
이를 통해 아프리카 기니만 해역의 안전성을 증진하고 동시에 우리 국민과 선박에 대한 사고를 예방하고 위기 대응 여건을 개선할 수 있다고 청와대는 설명했다.
아울러 양국은 '기술·디지털·혁신 개발협력에 관한 MOU'를 통해 청년 인재 육성을 위한 직업 기술 훈련, 인공지능(AI)과 STEM(과학·기술·공학·수학) 교육, 디지털 접근성 개선 등에 대한 협력을 강화한다.

By Kim Eun-jung SEOUL, March 11 (Yonhap) -- President Lee Jae Myung held summit talks with Ghanaian President John Dramani Mahama on Wednesday and agreed to expand bilateral cooperation in trade, maritime security, climate change and agriculture. In their talks, Lee noted the growing trade and investment ties between the two countries and expressed hope to further expand cooperation in various areas, describing Ghana as a major gateway to the African market. "Ghana is a country we are grateful to, as it has actively cooperated in ensuring the safety of Korean nationals in the Gulf of Guinea, where piracy threats persist," Lee said in his opening remarks. "As a maritime nation bordering three West African countries, Ghana also serves as a reliable gateway for the Republic of Korea's entry into the African market," he added. (Yonhap) Mahama arrived in South Korea on Tuesday for a five-day working visit, becoming the first African leader to visit the country since Lee took office in June 2025. Ghana is regarded as one of Africa's leading democracies and serves as a trade and logistics hub in West Africa, hosting the secretariat of the African Continental Free Trade Area launched in 2021. Maritime security cooperation is one of the areas the two countries have worked on, as South Korean sailors have previously been kidnapped from ships off the coast of Ghana due to piracy in the Gulf of Guinea, a major shipping and energy trade route. Lee also described Ghana as a "long-time friend," noting that the two countries share a similar history of overcoming colonial rule and dictatorship to become model democratic nations, and expressing hope to build on the momentum as the two countries will mark the 50th anniversary of diplomatic relations next year. "The two countries have achieved remarkable results in cooperation across various fields, including maritime security, trade and agriculture," he said. "I hope that President Mahama's visit to South Korea will serve as an opportunity to generate tangible outcomes of cooperation that the peoples of both countries can truly feel." On the occasion of the summit, the two nations signed a pact on climate change cooperation to establish a legal framework for collaboration under their national climate action plans in line with the Paris Agreement. The Korea Coast Guard and the Ghanaian Navy signed a memorandum of understanding (MOU) on maritime security cooperation to enhance intelligence sharing on international maritime crimes, including piracy, weapons and drug smuggling, as well as maritime search and rescue operations. The two nations also signed another MOU on cooperation in projects related to technology, digital access, artificial intelligence and youth training. (Yonhap) Mahama described South Korea as a "friendly country that shares values," citing the two nations' similar democratic histories, and added that young Ghanaians, including his own children, enjoy K-pop. He also cited agriculture as an important pillar of bilateral cooperation, highlighting South Korea's "K-Ricebelt Project," a major official development assistance initiative aimed at improving food security in Africa by producing high-yield rice seeds. Mahama said Ghana's abundant natural resources and South Korea's advanced technologies could create strong synergies, suggesting joint exploration of critical minerals, including lithium and nickel.
