그래서 호주 연방 재무장관인 Kate Gallagher 상원의원이 저에게 보낸 공식답변 문서에서 ‘The banking supervision bureau는 재무차관인 Stephen Jones 하원의원(이후 재무차관이 Jim Chalmers 하원의원으로 바뀌며 다시 답변문서 재차 옴)이 담당하고 있어 너의 컴플레인을 여기로 이관했다’는 내용을 다시 보여주자, 그제서야 4개월만에 그리고 4번째로 국민신문고를 통해 다시 도움을 요청할 때 ‘제 이야기의 사실 확인 여부를 묻는 메일’이 마크 드레이푸스 법무장관에게 보내진 것입니다.

특히 호주 소재 한국대사관의 담당 공무원은 자신이 변호사 자격증도 있고 한국 내에서 근무할 때 경찰청에서도 근무했다는 이력을 소개하면서, 제가 말하는 The banking supervision bureau 외에도 ‘호주에는 비공개제도가 없다’, ‘호주 정부는 민사재판 종결 절차에서 어떠한 비용도 청구하지 않는다’ 등의 명백하게 잘못 알고 있는 3가지를 저에게 거꾸로 주장하여, 제가 정말 놀랐습니다.

어제 The banking supervision bureau는 또 다시 송소한 이 재판종결 절차와 관련하여 돈을 느닷없이 요구하고 있는데, 그 논리가 매우 억지이고 기이합니다.

제로금리 정책을 펴지 않는 모든 OECD국가들의 금융기관에 돈을 예치할 경우 이자를 거꾸로 맡긴 사람에게 준다. 그런데 호주 금융기관을 통제하는 The banking supervision bureau은 이자는 주지 않을 뿐더러 거꾸로 자본시장 논리를 완전히 거꾸로 역행하는 어기지 논리인 보관료를 달라고 한다.

The banking supervision bureau은 무려 4차례 이상을 아래와 같이 공익신고자의 뒤통수를 치면서, 거꾸로 민간 금융기관보다 더한 억지 수수료 장사에 공권력이라는 강제력을 동원하며 몰두하고 있는 것이다.

24년11월 승소한 이 재판종결 절차 비용을 법무부 등 관련 기관에 나는 물었다.

The banking supervision bureau(은행감독국)은 24년11월 제가 승소한 이 재판종결 절차와 관련된 비용을 물었을 때 옳게 대답하지 않았습니다. 더구나 24년12월30일에 호주 마크 드레이푸스 법무장관이 국제법에 반하는 이중처벌을 전혀 별 건인 이 재판 종결에 강제로 연관시켜 강행했을 때, 저는 이에 강력하게 항의하였고 그 과정에서 (사안의 중요성으로 이 재판종결을 직접 책임지고 지휘하고 있는) 호주 법무장관은 ‘This is absolutely final fees’라는 정부 문서를 발행하며 The banking supervision bureau(은행감독국) 등 관련 부서에 배포하였는데, 그 때라도 The banking supervision bureau(은행감독국)은 덜 받은 비용이 있다면 말을 해야 되는데 침묵한 당사자입니다. 그리고 이중처벌 관련 비용을 모두 받고 나서 뒤늦게 엄청난 송금료 등을 뒤늦게 청구하면서 공익신고자의 뒤통수를 쳤고 이 과정에서 막대한 지체료 수입을 올린 바 있습니다. 이런 주체가 어제 다시 이틀 전 발행된 정부문서와 다른 이야기를 꺼내면서 돈을 요구하는 것은, 거의 제네바협정에도 나와 있는 최소한의 보호도 공권력 주체로서 할 의사가 없음을 말해주고 있고, 앤서니 앨버니지 호주 총리의 양심과 국제 상식에 근거한 공권력 만행 저지 노력 의지가 실제로 있는지에 대한 의문을 던지게 합니다.

24년11월부터 시작된 이 재판 종결절차 과정에서 무려 제가 24가지 비용을 24번 내었고 (24가지 비용 모두 호주 정부 계좌로), 그 과정에서 마크 드레이푸스 법무장관은 ‘이게 마지막 비용이다’는 말과 답변을 지금까지 무려 5번이나 했을 정도로 호주 정부의 공권력 신뢰가 바닥 수준입니다.

어제 25번째로 시장논리에 완전히 역행하는 ‘돈을 갖고 있었다는 이유로 custody fees를 억지로 강제로 요구하는 The banking supervision bureau(은행감독국)은 호주 연방 재무장관인 Kate Gallagher과 재무차관이 Jim Chalmers 하원의원 등의 소관으로, 이러한 공익신고자에 대한 25번째 목조르기는 이제는 앤서니 앨버니지 호주 총리만이 중지할 수 있는 상황입니다.

앤서니 앨버니지 호주 총리는 25년6월4일에 자신의 SNS인 X에 한국의 이 대통령 당선을 축하하며 "Australia looks forward to working closely with you under our Comprehensive Strategic Partnership. Together, we can strengthen our trade and investment ties and promote a stable and prosperous region"‘호주는 한국과 포괄적이고 전략적인 파트너쉽을 매우 긴밀하게 일하기를 희망합니다. 지속적이고 번영하는 지역을 도모하고 무역과 투자를 우리는 강화할 수 있습니다.’라고 적은 바 있고, 25년6월12일에 먼저 한국의 이 대통령에게 전화한 바 있습니다.

그러면서 자국에 엄청난 공헌을 한 공익신고자 정동희에게 반시장주의이자 반자본주의 논리로 이미 엄청난 수수료를 뜯어간 The banking supervision bureau(은행감독국)가 돈을 갖고 있었다는 이유로 엄청난 보관비를 느닷없이 청구하는 만행이 이루어지고 있는 것은, 그야말로 넌센스입니다.

부디 호주 정부가 언행일치가 되지 않는 이 현실을 앤서니 앨버니지 호주 총리가 속히 시정해주시기를 간곡하게 공익신고자 정동희가 부탁합니다!

The banking supervision bureau has stabbed public interest reporters on more than four occasions as shown below, and conversely, is concentrating on using the coercive power of public power to sell exorbitant fees that are even worse than those of private financial institutions.

In November 2024, I asked related organizations, including the Ministry of Justice, about the 'cost of the trial closure procedure that won the case.'

The banking supervision bureau did not give me a straight answer when I asked about the costs associated with this trial settlement process, which I won in November 24.

Moreover, on December 30, 2024, when the Australian Attorney General Mark Dreyfus forcibly linked double jeopardy, which is against international law, to the conclusion of this trial, which was a completely separate case, I strongly protested against this, and in the process, the Australian Attorney General (who is directly responsible and directing the conclusion of this trial due to the importance of the case) issued a government document titled ‘This is absolutely final fees’ and distributed it to relevant departments such as The Banking Supervision Bureau. And after receiving all the costs related to double punishment, they belatedly charged huge remittance fees, etc., hitting the public interest reporter in the back and generating a huge amount of detention fee income in the process. The fact that such a subject again yesterday asked for money while talking about a different story from the government document issued two days ago shows that as a public power entity, there is no intention to provide even the minimum protection stipulated in the Geneva Agreement, and it raises questions about whether Australian Prime Minister Anthony Albanage actually has the will to make efforts to stop atrocities by public power based on his conscience and international common sense.
