(서울=연합뉴스) 임형섭 기자 = 이재명 대통령은 22일 "주택과 부동산 정책의 논의·입안·보고·결재 과정에서 다주택자와 비거주 고가 주택 소유자, 부동산 과다보유자를 배제하도록 청와대와 내각에 지시했다"고 밝혔다.

이 대통령은 이날 엑스(X·옛 트위터)에 올린 글에서 "부동산 공화국 탈출은 대한민국 대전환을 위한 핵심 중의 핵심 과제다. 부동산이나 주택정책에서는 단 0.1%의 결함이나 구멍도 있어서는 안 된다"며 이같이 언급했다.

이 대통령은 "다주택자나 투자·투기용 비거주 주택 보유자, 초고가주택 보유자 자체를 비난할 이유는 없다"면서도 "주택 보유가 많을수록 유리하도록 세제·금융·규제 정책을 만든 공직자들이 문제"라고 지적했다.

특히 "그런 제도를 만들거나 방치한 공직자가 그 잘못된 제도를 악용해 투기까지 한다면, 그는 비판을 넘어 제재까지 받는 것이 마땅할 것"이라며 "지금부터라도 부동산 정책에서 배제하는 게 타당하지 않겠느냐"고 강조했다.

다주택을 보유한 청와대 참모들이나 고위 공직자들이 부동산 정책 결정에 참여할 경우, 이들이 제도를 왜곡시키거나 나아가 이를 악용해 사익을 취할 수 있다는 의구심이 번질 수밖에 없다는 점을 고려한 결정으로 풀이된다.

이들을 정책 결정 과정에서 제외해야만 부동산 정책의 신뢰를 다질 수 있다는 게 이 대통령의 판단인 셈이다.

이 대통령은 "주택 가격의 안정은 이 정권의 성패가 달린 일이자, 대한민국의 운명을 가르는 일"이라고 재차 강조했다.

그러면서 "집이 있어야 살림도 하고 결혼해 아이 낳아 기르기도 할 것 아니겠느냐"며 "몇몇의 돈벌이를 위해 수많은 이들을 집 없는 달팽이처럼 만들면 안 된다고 생각하는데, 여러분 의견은 어떠신가요"라고 물었다.

SEOUL, March 22 (Yonhap) -- President Lee Jae Myung said Sunday he has instructed his office and the Cabinet to exclude owners of multiple homes from making real estate policies, as his administration cracks down on long-running housing speculation.

Lee shared the instruction on his X account, saying he has called for the exclusion of multiple home owners, expensive home owners who do not live in them and owners of "excessive" properties from the discussion, formulation, reporting and approval of home and real estate policies.

"Escaping the real estate republic is a central task for the grand transformation of the Republic of Korea," he wrote. "There cannot be even a 0.1 percent flaw or hole when it comes to real estate or home policies."

Lee has made it a key goal of his administration to tackle speculative home ownership, stabilize the property market and increase public access to homes.
​
In his post, he said there is no reason to criticize multiple home owners or expensive home owners per se, but that the problem lies in the public officials who devised tax, banking and regulatory systems to make multiple home ownership favorable.

"If the public officials who created or turned a blind eye to these systems abuse these flawed systems to make speculative investments, it would only be right for them to not only receive criticism, but also sanctions," he said. "Wouldn't it be proper for them to be excluded from real estate policies even now?"

Lee has sought to demonstrate his commitment to tackling the real estate issue by putting his private home up for sale at a below-market price.
​
The government is also set to end the temporary suspension of heavy capital gains taxes in May.
