2009년 한국학생이 일본어 교사를 칼로 찌른 사건에 대해
뉴질랜드 교육부 장관에게 보냈던 메일입니다. 그분으로부터 받은 답장 메일은 PDF 파일로 되어 있어 올리기에 적당하지 않아 생략합니다. 마침 뉴질랜드 형제분 소개로 오신 분이 있어서 생각이 나고, 또 제가 쓴 글이 하나님을 믿는 사람들이 외교나 국제 관계에 관련하여 당연히 대응할 수 있는 자세로 최대한 한국인과 한국 역사를 변호하는 입장에서 쓴 글이라고 믿어져서 올립니다.저는 그 편지에서 당당히 여러 성경 구절들을 인용하여 당시 상황에 대해 설명하고
올바른 판단을 위해 경고하였습니다.
제가 쓴 이 글을 보고 많은 분들이 격려해주셨고, 또 한국일보 캐나다 지사에서도 이와 유사한 케스윅 학생 사건이 있어서 제 의견을 부탁해온 적도 있었으며 그때에도 제가 답변한 바 있습니다. 아래는 2009년에 쓰인 글입니다. 이 글에 대해 장관은 최대한 성의껏 조사하여 처리하겠다고 알려왔습니다.

제가 이글을 다시 올리는 까닭은 요즈음 한국인들 중에 한인은 멸시당하고 일본인은 세계 곳곳에서 존경을 받는 현실을 직접 체험하는 분들이 늘어나는 것같아 올립니다. 한인 멸시 일본인 존경은 세계적 현상입니다. 그 문제를 극복하는 것은 한국인들이 남들이 비방하지 못할 만큼 월등히 나아져서 외국인들이 입을 벌리게 만들어 주어야 합니다. 또한 역사인식을 바로 잡는데는 하나님만이 하실 수 있는 일이 있습니다. 그분의 해결책에 주목해야 합니다. 하나님은 교만한 자의 목을 꺾을 것입니다. 한국인들의 질서의식, 남들에 대한 존중, 준법 정신, 예의 바른 생활, 정직하고 신실한 태도 등이 나아진다면 그것은 많은 도움이 될 것입니다.
다음은 한국과 일본에 대하여 해외에서는 엄청난 차별을 두고 있는 현실에 대하여 썼으며 이 문제는 아마도 하나님의 개입이 없이는 해결되지 않을 것으로 보고 있습니다.

Dear Honourable Minister Ms. Tolley,
It is a great honour and pleasure for me to write to you on this occasion.
I am a Korean resident living in the suburb of Toronto, Canada with 2 grown up children.
When I heard about the news of the incident caused by a Korean student in your country, I was surprised and was deeply concerned about the progress of the case because I realized that there was a certain reason behind the incident.
Apparently, the student did wrong, and the violence caused by him must pay the price for the penalty, and I have no intention to condone or beautify the behaviour of the violence and I hope the Teacher will be healed as soon as possible.
However, when I read the story in more detail, I have found several problems in the proceedings and in the charges.
First of all, I could easily find that the incident took place after the long term provocation by the Teacher, and the violence with the provocation must be dealt with differently from the one without provocation, and I heard that there have been a lot of verbal abuses against the Korean students by that Teacher ( maybe Mr. Dave Warren), which you may need to conduct the further investigation. However, the reports say the police are ignoring the cause of the incident and denying the role of the racial slurs for the accident.
Secondly, I notice the victim, the Teacher was discharged from the hospital on the same day when he was hospitalized. If that’s the case, the injury must have been light, or not so serious. We can see that the student neither intended to kill nor did much more horrendous crime against the Teacher. He could have repeated the stabbing, but finished shortly, which apparently indicates that he didn’t want to cause any more violence than was needed to express his anger instigated by the Teacher.
Thirdly, I was surprised to hear that the student was arrested and incarcerated immediately, which was quite unusual for the juvenile crimes even if I admit the difference between Canada and New Zealand in Judicial systems. Moreover, the student’s ID was revealed and announced immediately, which is very much unusual in Canada, under the Youth Criminal Justice Act.
Even for the more serious felony, often Canadian judicial system disallows the exposure of the culprits’ ID’s.
Much more serious felony criminals are tried in the free status until they are proven guilty these days, though I disagree with it in some cases. But in case of Juvenile, for the violence of that degree, caused by the provocation, the incarceration and ID exposure seemed to be too much from the beginning, in my understanding.
Fourthly, the interview by the principal of the school drew my attention again.
Apparently he intentionally tried to minimize the problem lurking inside the matter and to conceal the cause of the incidents and cover up the fundamental problem with the Teacher. He may excuse and explain away that he just joked to the Student. But the Truth comes from the Jest, and Racial insults cannot be a Joke.
I do respect and appreciate the rights of the language teachers to be proud of the countries whose languages they are teaching, and I would rather even encourage them to do so, so that the students may be more interested in the language that they are learning, and realize the more importance of such languages.
German language teachers can be proud of German history, German technology, Beethoven and Bismark. However, they should not say to a Jewish student, “ you should have been killed in the Holocaust” “ If you sleep, Adolf Hitler comes up here and will burn you in the gas chamber!”
Likewise, the Japanese language teacher can be proud of Japanese culture and advocate that the Japanese are diligent and polite, clean and organized, but they should not be angry with Korean students and say Korean students that “ If you sleep, you will be killed by North Koreans” or “ your parents should have been killed during the Korean War so that you might have not been born!”
“ Americans will kill you as they do to the Iraqi’s !”
( I don’t say that the Teacher said the second sentence exactly though he might have implied or insinuated such)
What I heard was that the teacher ( Dave Warren?) criticized Korean War often and was angry with Chung often..
If the Teacher had not abused Chung verbally, he wouldn’t have stabbed his teacher, which is very simple and clear. The Teacher had been stabbing the hearts of Korean students hundreds of times by the verbal abuses, which is denied by the Principal of the school.
The Teacher touched the very much sore part of Korean history, the Korean War.
I wonder whether or not he really knows about the Korean War and about Korea.
In fact Korean War was nothing but the proxy war during the cold war era, even though the greedy regime of North Korea provoked it, on the surface.
However, Japan cannot be free from the responsibility for the Korean War.
Korea was never divided before, but it was U.S, that divided Korea into 2 pieces
, a few days before the surrender of Japan, by 2 colonels of USA within 30 minutes, which resulted in the grievous tragedy of millions of Koreans. (http://en.wikipedia.org/wiki/Korean_War)
The Korean War killed 3.5 million people and has been one of the 3 major massacres during the 20th century in my view, i.e. Holocaust, Korean War, Armenian Genocide by Turkish.
In Europe, the War criminal country, Germany was divided, but in Asia Japan the War criminal country was saved, instead the victim of the War, Korea was divided, as USA didn’t want to share Japan with Russia and wanted to get more portion in Europe by conceding the part of Korea.
Once the Tokyo governor proudly announced that there broke out the Korean War to the great luck and fortune of Japan and that’s how Japan enjoyed the explosive economic recovery and growth during the Korean War.
Koreans believe that there would have been no division of Korea and as a consequence there would have been no Korean War if there had been no colonization by Japanese.
Korea was colonized right after the Taft-Katsura Agreement between USA and Japan in 1905, which mutually recognized the colonization of Korea by Japan and of Philippines by USA (http://en.wikipedia.org/wiki/Taft-Katsura_Agreement)
As a result, USA received the compensation by Pearl Harbour Attack in December 1941.
As result of dividing Korea into 2 pieces, USA suffered from the loss of lives more than 50,000 during the Korean War.
Since the colonization of Korea by Japanese, Koreans have suffered a tremendous tragedy, the division of Korea, and the separation of families even today.
I am a Christian living in Canada for about 10 years, and my daughter graduated from University of Toronto last year, and works in Hamburg Germany, and my son attends U of Toronto as well, in the second year majoring in the accounting. I remember my son felt quite offended when he was sensitive to many errors and misunderstandings in the history books about Korea. When I checked the history books about Korea in North America ( I presume NZ situation is not very much different from North American) , I found only 20-30% of the contents about Korea were true. I guess such Korean history was written by Chinese or Japanese.
Some history books state that Korea was a colony of China until 1894, while it states Korea made a Reciprocal Trade Treaty with Japan in 1876 and with U.S. in 1882. What a contradiction is this?
Many people do not know China was a colony of Manchurians ( Ching Dynasty) from 1644 thru 1911. China became independent since 1911, while the independent Korea became a colony in 1910.
Manchurians belong to Ural Altaic language family which Koreans belong to, while Chinese belong to China-Tibetan language nations.
How could Korea have had a territory dispute with China and settled it with the monuments in 1712, if Korea had been the colony of China?
Is Japan the colony of United States as she has the US forces stationed in Yokohama and Okinawa today? Korea has never had Chinese troops stationed there either.
The cultural flow until the end of 16 century was to transfer from China thru Korea to Japan in many aspects. Japanese learned many things from Koreans without paying any royalties! Japan might have been one of the few civilized countries which didn’t know how to make the ceramic dishes and bowls. They were surprised to see so many ceramic dishes and bowls used by average Koreans when they invaded Korea in 1592 as they had been using the bamboo dishes and wooden bowls mostly.
Many history books of North America state that the ancient Korea was colonized by Japanese, which is untrue and contrary to the truth since South-Western part of Korea had colonized the middle part of Japan. A Dallas Art Museum executive in USA told me that Japanese do not dig out their Royal Tombs while they are eager to dig out the Korean tombs, because they know that if they dig out their Royal Tombs, they will reveal their ancestors are Koreans.
At the turn of the new millennium, CNN surveyed the people asking about what was the most significant human invention during the last millennium, and the most favoured answer was the printing technology, but it was actually done by Koreans in 1234, 200 years earlier than Gutenberg even if there have been arguments about whether they are the moveable type or not.
Even the Chinese scholars, UNESCO, and German scholars admit the big footprints by the Koreans in the printing technology.

Please note this report is not written by Koreans, and Germans recognize the Korean contribution to the invention by Gutenberg eventually, thru Silk Roads.
When Japanese Emperor Akihito visited Korea in December 2001, he told the reporters that his ancestors are Koreans, which was reported in Korean news media, but by none of the Japanese news media.
Indeed, Japan has prevailed Korea in many ways since Meiji Yushin in 1868
as they are more exposed to the ocean, located in the geography easy to accept Western culture.
However, to the Koreans having the history over 4,000 years and at least 3,000 years of well recognized history, 150 years are not so significant when they consider the enormous potentiality. New Zealanders may feel the modern history as almost everything in comparison of the cultural developments among the countries as they have the history only over 200 years
That’s why there is a certain gap in the sense of historical views between the peoples of 2 countries, I believe.
People are accustomed to praising and admiring the nation which has a bigger territory and succeeded in the war etc. Sometimes I notice some North Americans and 3rd country people are even flattering to Japanese, instead of telling the truth and justice.
But when the aching pain comes to their own nation and to the their own family, they may change the views.
Japan captured 62,000 British, Dutch, Australian when they occupied Singapore during WWII, then they carried some of them to Hong Kong, some of them to Nagasaki to serve at the ship building plants, and some to build up the bridges over River Kwai, Thailand, and made some of them as their sex slaves and committed many types of atrocities in China. Koreans didn’t do that. Japanese never honestly admitted these atrocities while Germans did and have repeatedly compensated to Israel in a big scale.
This may reflect the level of National Repentance and Honesty.
So, Japanese often beautify and manipulate their history books and this attitude has caused the conflicts with Korean history books.
If Korea had not been divided after WWII by USA and Japan the War Criminal country had been divided instead of Korea, into 2 pieces North Japan and South Japan, the North Japan would have been isolated like North Korea of today, there could have been the Japanese War as they had in 16 century. North Koreans are not monsters from the beginning. They have been the victims of the international politics.
The Isolation and the international politics since the Cold War caused them to be like that.
If Japan had been divided and North Japan was taken by Russia, then the same situation could have happened to North Japan and North Japanese would have become like monsters.
The Teacher might have had the delusion that he has become a Japanese because he teaches the Japanese language and such delusion caused him to build up the hatred against the Korean students, since he might have been brain-washed by the Japanese nationalists’ history books.
Korea may be one of the few countries which are mostly under-rated and ignored by the contemporary people of the world. But when the people visited Korea, they are surprised to see the brilliant development and success, the clean facilities in many ways.
In 2006, Japanese were surprised to hear that the profit of Samsung Electronics was more than the double of the combined total profits of 9 Japanese electronics companies such as Sony, Matsushita, Hitachi, Toshiba, Fujitsu, Sharp, Panasonic, JVC, Sharp, etc.. Samsung is not the only Korean electronics company in Korea, and LG is as good as any Japanese Electronics company. (http://money.cnn.com/magazines/fortune/global500/2008/industries/9/index.html)
In shipbuilding, South Korea has the market share of almost 40% of the world-wide ships in tonnage and in value, which is bigger than the combined total of China (14%) and Japan(24%).
Especially, Korea builds more than 80% of LNG Tank Carriers and 100% of
Off-shore Oil-Drill ships in the world which are the most profitable types of the ships.
Koreans are quite successful also in the Automobile industry, Petrochemical industry, Steel Industry, Machinery industry, and Textile industry as well.
The export and import total of South Korea exceeds the total amount of Export-Import Total of 36 South American countries including Brazil and Argentina.
That is bigger than the trade volume of Russia, and is about 2.5 times of India.
Korea still makes surplus from the international trade even during this difficult era.

Korean success is not limited to the economy, but they have demonstrated the remarkable competence and capacity in the Science, Patents, Technology, Sports world, and many Cultural activities.
They have made the economic success from nothing, from the ashes of the Korean War. What have been the factors for the success of Korea?
Many European friends of mine have asked about this question.
Dear Honourable Minister,
Don’t you think it would be very much worthwhile for NZ teachers to study and learn about Korea more?
It may be a high time for the New Zealanders to discover Korea now and for them to verify and check about Korean history which I mentioned above too.
Korea and Koreans are not ignorable as they are under-rated by many countries.
Israel has a tiny land with much troubled history of persecution. Can we or should we ignore and despise them?
As upon the ashes of Holocaust there come out the State of Israel and many Messianic Jews today, upon the ashes of the Korean War there have emerged the powerful economy and the strong Christian community in Korea..
As Israel is confronted with many Arab nations, Korea is surrounded by powerful but selfish nations, Russia, China, Japan. Maybe these nations are afraid about the emergence of the powerful Korea by reunification of 2 Koreas so that they may continue to enjoy the division of Korea.
In Korea, over 2 million Bibles are sold every year, which is the highest number per capita in the world, and the second largest number in absolute figure, next to USA with 6 million, which tells me many Koreans are trying to apply the truth to their lives. Koreans are not that bad as the Teacher despised.
Whenever my friends of Japanese Christians visit Korea, they start to apologize for their ancestors’ behaviours, which tells me that the righteous people know the true history. The conscientious Japanese do not despise or defame Koreans.
God knows the true history and the level of the national repentance and honesty might be the reason why less than 1% of Japanese are so-called Christians, less than 0.3% are so-called Protestants.
More than 99% of Japanese are full of paganism and idolatry, worshipping millions of idols.
South Korea has 25% Protestants and 10% Catholics even though God only knows the real number of the truly born-again believers in any countries.
I believe 2 important factors will preserve Korea and Koreans to survive until He comes, the Christianity and Korean Alphabets which is unique and scientific.
Returning back to the case, I would like to suggest you to take into consideration the followings.
The student was young and must have had the limited capacity to express what he was feeling, not only due to the age, but also due to the language barrier. Even among the adult Koreans, many of them can hardly express quickly and correctly about what they claim in the arguments. Moreover, Chung is young and lives alone far away from home. His mother is very sick with heart disease. When I heard about that story, I couldn’t but rise up and write to you in this way.
This is why I am writing to you this lengthy mail.
He may have thought about many solutions in his own way, but found no way for his offended feelings to be heard in his own term, other than such stabbing. Apparently, as far as I understand, he had no intention to cause any further critical injury.
Therefore I hope your government investigate the case thoroughly down to the bottom of the root cause, so that you may prevent any further accidents like this in the future.
Any denial, cover-up, or minimization, or beautification of the anti-Korean comments should not be tolerated, trusting that the Almighty God is the Recorder and the final Judge. The Teacher may excuse the comments were just jokes.
However, the teachers must be very much careful even with jokes, let alone slurs as any expression reflects the speaker’s own heart.
Koreans know very well that there are often Japanese behind the defamation of Korea and Koreans, as there are on-going disputes between 2 countries.
Therefore I suggest your government should investigate the case with the following questions:
1) What were the exact statements made to the student by the teacher.
2) What is the understanding of the teacher about Korean War?
3) What does he think had caused the Korean War?
4) How does he understand Korea was divided?
5) Why did he mention that Chung would be captured by North Koreans if he sleeps? Does he really believe NK agents would come to NZ if Chung sleeps?
6) If it was a simple Joke, does he believe that he can joke any type of slurs hurting other nations, specifically Koreans?
7) Why did he get angry with Koreans? Because I hear that he had some Anti-Korean feelings.
8) Did the Teacher joke the same slurs to the other ethnic groups like Muslims or Russians? If he had criticized Muslims in such way in North America, he might have been shot to death. Did he think only Koreans are the easy victims?
I ask this because I have heard the same complaints from many other Korean students there.
God hates any denial, cover-up, white-wash, any attempt to minimize the case, any lies in answering these questions, and I want the earnest and honest answer thru the investigation, as I wouldn’t advocate the violence as a horseplay or an acupuncture healing the hatreds of the racists.
However, unfortunately I have heard that the father of the Student seems to be induced and persuaded by the school and by the police, not to talk about the root cause of the incident, the racial discrimination against Korean students.
If Koreans do not get the sincere and honest answer from your government, Koreans may have to plead guilty instead.
They are guilty because they went to NZ without knowing very much about the problems and danger of New Zealanders who have the hatred against Koreans.
Why did Chung try to learn Japanese language from the NZ teachers hatred-filled against Koreans?
There are millions of Koreans who can speak fairly good Japanese language, in Korea.
Why do the 32,000 Korean students have to study in NZ spending 1 billion US dollars every year? Is there any other country sending so many students to NZ at their own expense as Korea? Even Japan not!, I guess.
Korea send 150,000 Visa students to USA and 50,000 to Canada but they often get the job or advance to the further studies at the graduate schools there, but why do they have to send so many to learn the Kiwi English unless they should study agriculture to become farmers in the future?
So far, I have believed that Koreans have understood New Zealand is very nice country to study in, with the least racial discrimination, and with the safe and beautiful nature and environment.
If NZ police and school principal cover up the hatred-filled insults against Koreans by the Teacher and your government doesn’t take the action for them properly, Korean government must prohibit their students from going to NZ for the safety reasons.
I am very much sure that there were serious problems with the Teacher and furthermore the attitude of the school principal to cover up the case.
Dear Honourable Minister,
We can convert this incident to the great momentum and opportunity for the more wonderful relationship between 2 countries, NZ and Korea if you can devote some more effort.
Taking the occasion of this incident, NZ teachers may start to learn and understand more about Korea, and Koreans can re-confirm the great and safe environment of education in New Zealand which respect other nations if you take the proper measures for this case.
Also, the right solution would be this, I suggest.
Even though your own investigation may reveal the truth and the facts, in my understanding the Teacher must apologize to the Student for his dismissive and contemptuous comments on Koreans and onto him.
Then the Student will surely regret about his violent behaviour and apologize to the Teacher heartily. He may weep and weep. He may still have to get the minimum punishment for his behaviour though.
Then we can see the great future soaring on the horizons between 2 countries, NZ and Korea.
God has determined the boundary of the nations (Acts 17:26) and allocated the territory of the nations according to His believers ( Deut 32:8) and therefore each nation has to respect the people of the other countries unless the foreigners stay there illegally or commit the crimes. But the Teacher despised and angered the Student before he committed any crime.
God Almighty can change the situation as He wills any time, and the international politics and economics can change from time to time as we experience the unexpected economic turmoil these days. Who can assert that Korea will never become the more powerful country than any other nations in the Far
East?
Again, I want to emphasize the importance of the honest investigation in the matter of education, though it has become a criminal case already,
Even if anyone try to escape God’s Judgment by flying to other planets, He will bring him or her down to the Judgment ( Obadiah 1:4).
Even if the people live in the islands safely without concerns in the end days, God will shower them with the fires.( Ezekiel 39:6)
Therefore we all must deal with the matters honestly without covering-up and white-wash just as if nobody had recorded the slurs or insults.
In fact, I believe your administration has a lot to do for this case, even though one may simply say it is up to the Justice of the Judiciary, because there must have been much root cause of the act which triggered the crime.
Finally, I feel New Zealand is very much less prepared to accept the international students while Canada is much more accustomed to the multicultural students.
This kind of insults against Korean students by the teachers cannot be imaginable in Canada. NZ and NZ teachers must have made some more preparation if they wanted to accept so many Korean students. If not, the rejection of the Korean students from the future which starts now can be another solution.

우리나라 에서는 어린아이는 신호등을 지키며 기다리고 서있는데 그앞에서 어른들은 신호를 전혀지키지않습니다
횡단보도도 아닌곳에서 그것도 차가 쌩쌩다니는사거리에서 허리가 구부정한 노인네들이 마구잡이로 길을 건넙니다

일본어 교사를 직업으로 하고 있는 저로서는 참 안타까운 일이란 생각이 듭니다. 일본국민의 사회규범 준수를 따라가기에 한국은 아직 갈길이 멀다고 생각됩니다.
일본인들은 분명 다른 민족에 비해 큰 차이를 보여주고 있습니다. 기독교인들 비율이 높지도 않은데 그렇습니다.
제가 위에서 다룬 National Repentance and Honesty level 에서는 국가 민족적 회개와 정직성에 있어서는 일본은 한민족에 비해 크게 뒤진다는 점을 지적합니다. 이 문제는 국민적 예의 범절 지수면에서는 일본이 크게 앞섰을지 몰라도, 국민적 회개와 정직성 지수에서는 크게 뒤떨어지므로, 저들은 독도 영유권이나 조어도 영유권을 주장하는 한편 과거사에 대해 전혀 회개하지 않습니다. 그들 중에 회개한 사람들은 소수의 기독교인들중에서 자주 찾아볼수 있습니다.
2009년 그 사건에서는 일본어 교사가 자주 한국과 한국인을 비하하는 발언을 수업시간에 하는 한편, 일본찬양으로 늘 일색이었다고 합니다. 그것을 늘 기억하던 학생이 교사를 칼로 찌른 것입니다. 폭력을 지지할 수 없습니다만, 거짓 선전을 지속적으로 해내는 교육기관에서의 국민적 기만행위에 대해 무언가를 말할 수 있는 기회가 있지 못한 것을 지적하지 않을 수 없었습니다
뉴질랜드인들은 자기네처럼 섬나라로서 강대국을 이루고 있는 일본을 벤치마킹하고 있다고 생각됩니다. 그에 대하여 저는
성경 에스겔 서를 인용하여 섬나라에 재앙징벌이 내릴 것을 경고하였습니다.

뉴질랜드는 대표적인 퍠미니즘 국가입니다. 한국 말고 여성부가 존재하는 유일한 나라이죠. 이 나라 결혼율이 많지 않다고 전 알고 있습니다.
여자들이 장관직을 대부분 맡고 있음을 보았습니다. 일본이라면 사족을 못쓰면서 일종의 인종차별을 정당화 하고 있었습니다. 어린 소년의 마음에 그만한 불만이 있을 수 있었을 것입니다.
이처럼 좋은 문장과 내용으로 쓰셔서 조금이라도 그들의 인식을 바꿀 기회를 주신 것도 하나님께서 하토님을 쓰신 것이라는 생각이 듭니다. 인쇄해서 차분히 읽어보려고 합니다. 하나님을 믿는 사람의 인식을 보여주신 것은 얼마나 귀한가하고 생각됩니다. 이 사건에 대해서 좀 더 알 수 있었으면 좋겠네요. 사람들은 잘 모르는 것 같습니다.
