'北 ICBM 준비 상황' 실시간으로 알린 미국의 속내는

미국 정보기관이 북한의 대륙간탄도미사일(ICBM) 화성-14의 발사 준비 상황을 실시간 CNN 등 미국 언론에 유출해 북한을 압박하는 고도의 심리전을 전개했다고 미국의 언론 매체 디플로매트(Diplomat)와 내셔널 인터레스트(National Interest) 등이 6일(현지시간) 보도했다. 미국 정보기관은 북한이 지난달 28일 오후 11시 41분 발사한 화성-14 제2차 시험 계획을 사전에 인지했다고 이들 언론이 전했다. 실제로 CNN 등 미국 언론은 북한이 지난달 27일 정전협정 기념일에 ICBM이나 중·장거리탄도미사일(IRBM)을 발사할 계획이라고 줄곧 보도했었다. 미국 정보기관은 북한의 미사일 발사 준비 움직임을 정확하게 추적하고 있다는 사실을 북한에 알리려고 미국 언론을 이용했다. 내셔널 인터레스트는 “미국이 북한에 미사일 발사 시스템을 선제 공격으로 파괴할 수 있다는 신호를 보냈던 것”이라고 전했다.
◆미 정보기관의 대북 압박 심리전
북한이 미국 독립기념일인 7월 4일에 맞춰 1차로 ICBM 화성-14를 발사하기 전에 미국의 폭스뉴스는 미국 정부 당국자들의 말을 인용해 북한이 미사일 발사를 위한 연료 주입을 마쳤다고 보도했다. 북한은 미국 언론 보도로 미사일 발사 계획이 사전에 노출됐으나 ICBM 시험 발사를 강행했다. 북한이 화성-14 제2차 시험을 할 때에는 1차 때보다 훨씬 더 빈번하게 미국 언론이 북한의 미사일 발사 준비 움직임을 전했다. 북한이 최종적으로 정전협정 기념일 다음날을 D-데이로 잡고, 늦은 밤을 H-아워로 잡았으나 기습 발사의 극적인 효과가 반감됐다. 미국 언론은 7월 19일부터 집중적으로 북한의 미사일 준비 상황을 중계하고 있었기 때문이다.
◆북·미간 미사일 발사 숨바꼭질
미 CNN은 지난달 24일 미 정부 당국자의 말을 인용해 북한이 평안북도 구성에서 미사일 발사 준비를 하고 있다고 보도했다. CNN은 북한의 탄도 미사일 발사 장비를 실은 수송 차량이 지난 7월 21일 평북 구성에 도착했다고 보도했다. CNN은 북한의 발사 장비 이동이 포착된 뒤 통상 6일 안에 실제로 미사일을 발사하는 패턴을 보여왔다며 27일을 발사 가능 날자로 지목했다.
북한은 실제로 28일에 평북 구성이 아닌 중국과 가까운 자강도 무평리에서 화성-14를 발사했다. 북한은 또한 미국의 정찰 위성 감시가 취약한 시간대인 밤 11시 41분에 미사일을 쏘았다. 북한이 미국 정보기관을 기만했다고 좋아했을지 모르지만 미국 정보 기관은 무평리 미사일 발사대 상황을 몇 주 전부터 24시간 감시하고 있었다고 미국의 디플로매트가 보도했다. 디플로매트는 미국 정보기관이 무평리 일대에 VIP용 관찰대가 설치되고 있는 것을 파악하고 있었다고 전했다.
◆미국, 북한의 잠수함 활동 추적
미국은 미사일 발사 준비 등 북한의 지상 활동뿐 아니라 북한의 잠수함 이동 및 활동 동향 등 바닷속 움직임도 추적해 언론을 통해 공개하고 있다. CNN은 지난달 31일 “미군이 매우 특이하고, 전례 없는 수준의 북한 잠수함 활동과 추가 미사일 사출 시험의 증거를 감지했다”고 보도했다.
미군의 정보 기관은 CNN에 북한이 지난달 30일 신포 조선소에서 미사일 ‘콜드론치’ (cold-launch·냉발사) 체계 점검을 위한 사출 시험을 했다고 알려주었다. 콜드 론치란 미사일을 발사하는 잠수함이나 바지선의 손상을 막으려고 고압 증기를 이용해 미사일을 공중으로 밀어 올린 후 엔진을 점화시켜 발사하는 것이다.
CNN은 북한이 디젤 동력의 로미오급 잠수함을 동해의 공해에서 100㎞ 이상 떨어진 곳까지 이동시키고, 고래급 잠수함에 미사일 발사가 가능한 튜브를 설치하는 ‘전례 없는 활동’을 했다고 전했다. 미국 정보 당국은 CNN의 이 같은 보도를 통해 미국이 북한의 잠수함 동향까지 정밀 추적하고 있다는 메시지를 보냈다.
◆미국의 대북 선제 타격 위협
미국은 북한의 미사일 발사 동향을 실시간 감시하고 있다는 사실을 알림으로써 미국이 결심하면 언제든 북한의 미사일 기지를 파괴하는 선제 타격을 할 수 있다는 심리적 압박 작전을 전개하고 있다. 또한, 북한이 실제로 한국이나 미국 등을 겨냥해 미사일 발사를 한다면 미국이 사전에 이를 감지해 북한의 미사일과 발사대 등을 초토화하겠다는 신호를 북한에 보낸 것이라고 내셔널 인터레스트가 강조했다.
미국은 또한 이 같은 정보 공개를 통해 김정은 북한 노동당 위원장 등 지도부를 위협하는 동시에 한국 등 동맹국에도 미국의 안보 공약을 재확인하는 효과를 거둘 수 있을 것으로 판단했다고 이 매체가 전했다.
◆미국이 한국에 정보 제공 가능성
윤영찬 청와대 국민소통수석은 지난달 30일 “문재인 대통령이 28일 북한의 미사일 발사와 관련해 자강도 무평리에서 발사가 이뤄질 것이라는 사실을 이틀 전인 26일 보고받았다”고 밝혔다. 윤 수석은 또 “(문 대통령이) 미사일 발사가 임박했다는 사실 역시 정의용 청와대 국가안보실장으로부터 사전에 보고받았다”고 강조했다. 윤 수석은 “북한의 미사일 발사 이후 진행된 한·미 간 일련의 대응 조치는 미사일 발사 사실을 몰랐다면 준비할 수 없는 내용”이라고 주장했다.
그러나 한·미 간에 북한의 미사일 동향 등과 관련한 민감한 정보를 어느 수준에서 공유하고 있는지 여전히 의문으로 남아 있다. 또한, 미국 정보 당국이 당초에 미사일 발사 장소를 평북 구성으로 잘못 지목했었기 때문에 미국의 정보력에도 일말의 의구심이 제기되고 있다. 만약 미 정보기관의 대북 정보에 허점이 있다면 미국의 대북 압박 심리전이 먹힐 수가 없다.

North Korea's New ICBMs: How Well Can American Intelligence Track Them?

As North Korea’s nuclear program advances, the United States has sent repeatedly signaled it can track Pyongyang’s delivery systems, and thus destroy them in a preemptive strike.
This began with North Korea’s first test of an intercontinental ballistic missile (ICBM) on July 4. In the aftermath of the test, U.S. officials began telling reporters that it had observed North Korea preparing the launch. One example came from the Diplomat’s Ankit Panda, a former colleague of mine who consistently does some of the best reporting on North Korea’s missile program. Tucked away in a larger article that cited a U.S. government source, Panda revealed that “the United States observed the missile on the launch pad near Pukchang Airport for about 70 minutes prior to its firing.” The day after the July 4 test, Fox News’ Jennifer Griffin also reported that “US official tells us the US watched the North Koreans prepare for this launch in advance. They saw the missile being fueled w/ liquid fuel.”
This pattern resumed in the run-up to North Korea’s second ICBM test on July 28, when American officials began leaking to multiple news outlets that U.S. intelligence was picking up indications of another ICBM test. These leaks began as early as July 19 and intensified over the next week. By the week of the test, U.S. officials were predicting that a test would “probably” come on July 27, the anniversary of the signing of the armistice that ended active fighting in the Korean War. One U.S. government source told Ankit Panda that “U.S. military intelligence has spotted a Hwasong-14 transporter-erector and firing-table transporter in Kusong,” in North Korea’s North Pyongan province.
Perhaps irked by the reports that U.S. officials had observed the first test, Pyongyang ended up conducted the second ICBM test from Mupyong-ni in northern Chagang Province, a mountainous region close to the Chinese border. It also conducted the test at night when, as Jeffrey Lewis notes, many U.S. satellites would not have been able to observe it.
The United States was not fooled, according to a government source once again speaking to Ankit Panda. Shortly after the launch, Panda reported, that—according to his source—the United States had been watching the site “for weeks and saw some of the preparations in the 24 hours preceding launch.” Panda went on to write: “the source added that confidence about an imminent launch on July 28 was high by about ‘four hours prior to launch.’ This assessment was also partly based on North Korea’s set-up of a VIP viewing area near the launch site for Kim Jong-un and other senior regime officials.”
Nor has the United States signaling been limited to North Korea’s ground-based missile forces. The United States has also been signaling that it can track Pyongyang's submarines, which has traditionally been the most survivable leg of a nuclear triad. Not surprisingly, then, North Korea has also been trying to build a submarine-launched ballistic missile force. But U.S. officials are now seeking to convey to Pyongyang that even those wouldn’t be safe from American intelligence. A defense official told CNN this week that the U.S. military has observed “highly unusual and unprecedented levels” of North Korean submarine activity. Specifically, the official said the U.S. has detected three ejection tests this month, and four of these so-called cold-launch tests this year. While these tests were conducted on land in a shipyard, the U.S. official went on to reveal that “a North Korean Sang-O submarine was operating in the Yellow Sea and the length of its deployment was notable. Two Romeo submarines were detected in the waters off Japan—each one operating in the area for about a week.”
All told, this is a concerted effort by the United States to signal that it can track North Korea’s delivery systems in real time. This is important because this capability would be necessary were the United States to decide to conduct a first strike to destroy Pyongyang’s nuclear weapons on the ground, perhaps preemptively if North Korea was getting ready to use them. That U.S. officials are signalling this publicly is undoubtedly meant to both intimidate North Korean leaders as well as reassure allies like South Korea of America’s commitment to their security now that Pyongyang has acquired (or will soon acquire) the ability to target U.S. cities with nuclear weapons.
America appears to be succeeding on the former front, as the deception North Korea used in conducting its second ICBM test suggests that Pyongyang is concerned about the survivability of its nuclear arsenal. This is a problem for virtually every nuclear power, especially during the early years after they first build the bomb. America panicked after Albert Wohlstetter demonstrated how vulnerable Strategic Air Command bases in Europe were to a Soviet first strike. Similarly, Jeffrey Goldberg and Marc Ambinder have reported that Pakistan regularly moves its nuclear weapons around using civilian, nonarmored vehicles driving on regular roads to escape detection. North Korea is especially vulnerable right now because it has a small number of warheads and many of its missiles—including the ICBM—are liquid fueled, which requires them to be fueled shortly before launch.
America’s efforts to reassure South Korea appear to be less successful. An editorial in South Korea’s top-selling newspaper, Chosun Ilbo, said this week that it is “hard to expect” America to come to Seoul’s defense if that meant nuclear attacks on U.S. cities. South Korea has been preparing for this eventuality for some time by seeking the necessary intelligence, surveillance, target acquisition and reconnaissance (ISTAR) and strike capabilities to carry out a first strike on North Korea independently of the United States.
Yet it’s far from clear that America’s ability to track North Korea’s delivery systems is really as strong as U.S. officials would have you believe. After all, in the run-up to the second ICBM test, U.S. officials were telling the press that the launch would come from Kusong. It was only after the test did the unnamed officials say that they had been monitoring Mupyong-ni for weeks and detected test preparations beforehand. Even if America’s ability to track North Korea’s delivery systems really are as capable as is being portrayed, a first strike would be an extremely risky move that would almost only be used in a desperate, last-resort, preemptive manner. And the difficulty of pulling off a first strike will increase exponentially as North Korea’s nuclear arsenal expands and diversifies.

What the US Knew About North Korea's Second ICBM Launch Before It Happened

The United States had anticipated North Korea’s July 28 test launch of the Hwasong-14/KN20 intercontinental ballistic missile (ICBM) from Mupyong-ni and also detected the launch pad used that day, The Diplomat has learned.
According to a U.S. government source with knowledge of North Korea’s weapons programs who spoke to The Diplomat, the United States had been watching the site “for weeks and saw some of the preparations in the 24 hours preceding launch.”
The source added that confidence about an imminent launch on July 28 was high by about “four hours prior to launch.” This assessment was also partly based on North Korea’s set-up of a VIP viewing area near the launch site for Kim Jong-un and other senior regime officials.
A “Surprise Attack”?
The July 28 launch of the Hwasong-14 ICBM was different from the July 4 launch, which was the first-ever of an intercontinental-range missile by North Korea, in two important ways. The first was that North Korea successfully demonstrated much greater performance and theoretical range given the observed trajectory.
The second was that North Korea carried out the launch at nighttime and in conditions likely meant to simulate operational use. A report on the launch carried by North Korea’s state-run Korean Central News Agency (KCNA) noted that it demonstrated “the capability of making surprise launch of ICBM in any region and place any time.”
If the United States was indeed able to successfully detect activity prior to launch, North Korea’s claim of being able to carry out a surprise launch was overstated.
Nevertheless, North Korea is clearly concerned with the survivability of its ICBMs, fearing possible preemption by the United States and South Korea.
One observable change that supports this is that the July 28 launch features a much smaller paved launch pad area, this time only for the Hwasong-14’s firing table.
The July 4 test included a much larger paved area that accommodated the entire transporter-erector and the firing table. However, despite this reduction in size, a U.S. government source noted that the Mupyong-ni launch site was previously known.
Ultimately, the current configuration of the Hwasong-14 and pre-launch procedures demonstrated so far leave vulnerabilities that could allow for a preemptive window for the United States, South Korea, and Japan.
North Korea could look to address these vulnerabilities in the future by streamlining its launch preparation processes or by eventually iterating its ICBMs past the road-mobile, liquid-fueled Hwasong-14 to a canister-based solid-fuel version.
North Korea currently has one land-based, solid-fuel missile in its arsenal, the Pukkuksong-2/KN15 medium-range ballistic missile. Its Pukkuksong-1/KN11 submarine-launched ballistic missile transitioned to a solid fuel design in 2016.
The Mupyong-ni Arms Factory
As The Diplomat reported last week, a second Hwasong-14 ICBM launch was already anticipated ahead of July 27, which is celebrated as “Victory Day” in North Korea, commemorating the end of the Korean War.
In mid-July, U.S. military intelligence had detected a Hwasong-14 transporter-erector (TE) and firing-table transporter arriving in Kusong, near the site of July 4 launch.
However, the July 28 launch did not take place out of Kusong and it is unclear if the Hwasong-14 transporter-erector seen in Kusong was the same one involved the eventual launch. The launch site near Mupyong-ni, slightly northwest of Jonchon in North Korea’s Chagang province, is approximately 125 kilometers from Kusong.
It would appear highly unlikely that North Korea moved a Hwasong-14 from Kusong to Mupyong-ni just for a launch. While the use of Mupyong-ni is a first for any North Korean ballistic missile launch activity, it is not an unknown site for weapons manufacturing activity.
In 2014, a team of open source researchers, including Jeffrey Lewis, Melissa Hanham, and Amber Lee, were able to locate two sites that are suspected to have been involved in manufacturing transporter-erector-launchers for North Korea’s older Hwasong-13/KN08 ICBMs.
By coincidence, a set of images released by North Korea in a July 2017 concert for the engineers, scientists, and Korean People’s Army officers involved with the Hwasong-14 ICBM showed evidence of a KN08 TEL prototype inside one of those buildings, confirming the 2014 assessment. One image showed late leader Kim Jong-il standing in the building, which is just 150 feet from the July 28 launch site.
One of those sites (the site referred to as Site B by the researchers) is immediately adjacent to the July 28 launch site, suggesting that the Hwasong-14 TE and the firing table were likely engineered nearby and moved into position for launch. (Dave Schmerler at the James Martin Center for Nonproliferation Studies was the first to geolocate the July 28 Hwasong-14 launch site.)
Despite earlier reports of Hwasong-14 TE movement near Kusong, then, it is possible that the TE and firing table used in the July 28 test were kept indoors in the nearby building until directly before launch. A source confirmed to The Diplomat that the site in question is called the Mupyong-ni Arms Factory by the United States.
Basing Changes Ahead
Survivability concerns will likely continue to drive North Korea’s operationalization of its ICBMs. North Korea already maintains a diverse network of underground facilities that could be used to base missiles prior to launch.
For example, imagery released during the mid-July concert following the Hwasong-14 launch showed Kim Jong-un standing beside a Hwasong-12 intermediate-range ballistic missile and transporter-erector inside a missile basing tunnel.
Finally, four factors may complicate future surveillance and detection of North Korea’s ICBM force.
First, while debate continues among experts over how precisely North Korea is fueling and preparing its liquid-fueled ICBMs, released footage appears to show that the Hwasong-14 is fueled in a horizontal configuration before being moved out into the open for launch, making satellite-based detection more difficult.
Second, easily observable signals around North Korea’s testing regime for the Hwasong-14 like paved launch areas may not be used once the missile is ready for operational deployment.
Third, North Korea may look to forgo the use of a separable firing table entirely once it is satisfied with the reliability of its missiles, potentially accelerating its ability to launch its road-mobile missiles from a transporter-erector-launcher configuration.
Fourth, as North Korea constructs additional ICBMs, the difficulty of tracking and surveillance will grow as well. Combined with the above difficulties, a larger ICBM force will degrade the United States’ ability to anticipate and preemptively destroy all of North Korea’s ICBMs in wartime.
Ultimately, even if the United States has been able to anticipate and observe preparatory activity for both ICBM launches out of North Korea to date, Pyongyang may soon demonstrate growing sophistication in its ability to streamline deployment procedures for its nascent ICBM program, making confident preemption a considerably more difficult task.
While a North Korean ICBM “surprise attack” capability might not be here just yet, it may not be far off. Following the first test of the Hwasong-14, the U.S. intelligence community has revised its timeline for North Korea acquiring a reliable and operational ICBM up by two years. The above considerations will not doubt be central for North Korea as it looks to ready the Hwasong-14 — and potential future ICBMs — for deployment.

만약 미국이 자강도 무평리 발사현장을 포착하지 못했다면, 디플로매트紙를 통해 이번에 주장한
것은 미국이 상당히 조급해하는 것이 되겠지요.

맞습니다. 그 보다 더 심한 거짓말을 해도 확인할수도 없고 거짓말이라고 확인되어도 그냥 넘어갑니다.
북한이 공개한 2차 시험발사 영상과 장면을 보면-나중 해당장소를 특정한 미 전문가들도 있기는 합니다만-건물과 불과 20~30m떨어진 곳에서 발사한 것을 알 수 있습니다.
김위원장등은 화성14형의 발사준비가 완료될 때까지 발사현장에 있다가, 발사현장으로부터 200여미터 정도 떨어진
곳에서 발사장면을 지켜봅니다. 책상이 놓여있고 오른쪽으로는 모니터가 줄줄이 늘어서있었는데, 그곳도 역시 바로 오른쪽에 건물이 있었습니다.
미국얘들은 a VIP viewing area (vip관람지역)을 세팅하는 것을 보고 발사가 임박했다는 것을 확신했다고 디플로매트紙를 통해 주장했지만, 그 장소 장면을 보면 준비할 것도 별로 없었습니다. 건물 옆에
카페트 같은 것을 깔고 그 위에 책상을 가져다놓고 모니터를 올려놓은 것이 전부입니다.
예전 1차 때는 산기슭에 이전에 없던 도로를 내고 평지를 만들어 vip관찰지역을 만든 바 있다고 미국 매체는 주장한 바 있습니다. (38노스에선가로 기억합니다) 물론 2차 때는 건물 바로 옆에 간단하게 세팅할 수 있었기 때문에 발사 몇시간 전에 세팅하면 되었겠지만, 미국 주장을 믿기는 어려워 보입니다.
