끝까지 평행선을 달리지 말자, 지금은 정치적 결단이 정답! (정동희가 국가수장에게 고합니다)

트럼프 대통령은 어제 자신의 소셜미디어에 "오랜 세월 끝에 호주 정부가 미국 소고기 수입을 허용하기로 합의했다. 우린 좋은 친구인데도, 호주는 오랜 기간 우리 소고기 수입을 금지해 왔다"고 발표했습니다.

호주도 호주 소고기가 수출 품목인데, 실제로 앞으로 호주가 엄청난 양의 소고기를 미국으로부터 수입될 지는 잘 모르겠으나, 호주는 소고기 개방을 대가로 더 중요한 수출품목인 철강·알루미늄 50%, 의약품 200% 관세 완화 및 상호 관세 10% 철회를 요구할 것으로 예상된다는 측면에서 이번 정치적 결단은 정답 근사치로 보여집니다.

호주 정부가 이번에 보여준 정치적 결단을 공익신고자로서 지난 1년반 동안 지루하게 진행된 저의 승소 재판과 종결과정에서도 보여주시기를 소망합니다.

지금 호주의 가장 큰 수출품목인 철강은 중국 경제가 경제성장률이 과거 같지 않아서 수출 모멘텀이 약화된 상태입니다.

돌이켜보면, 중국의 호주에 대한 무역 보복으로 발생한 2019년경부터 시작된 두 국가간의 무역 분쟁은, 2022년 호주육류산업위원회(AMIC)는 호주 정부에 육류업계의 정상 회복을 위해 시급히 중국과의 관계 개선하라고 촉구하기도 했고, 2024년 12월 12월 중국이 호주산 랍스터 수입 금지를 해제하면서 4년여간 이어진 양국 간 무역 분쟁이 정상을 찾고 있습니다.  

그런데 최근 몇 달 동안 간간이 들려오는 중국 정치 뉴스는 평상 시 분위기와 차이가 많습니다. 2020년 통계 기준으로 보면, 2020년에는 호주 수출의 40%가 중국을 향했다는 측면에서 작은 이슈가 아니겠습니다.

호주는 미국과의 관세협상에서 상대적으로 낮은 10%의 '기준 관세'를 적용받았으나 앨버니즈 총리는 “호주는 미국 제품에 관세를 부과하지 않는다”며 트럼프 대통령이 호주에 10%의 상호관세를 부과한 것에 대해 “친구의 행동이 아니다. 나쁜 결정”이라고 지적했고 “트럼프 행정부의 관세는 논리적 근거가 없고, 두 나라의 파트너십 기반에 어긋난다”고 이야기한 바 있습니다.

그럼에도 이후 트럼프 대통령은 5월 30일 유에스(US)스틸 공장에서 한 연설과 사회관계망서비스 ‘트루스소셜’에 올린 글을 통해 철강·알루미늄 제품에 부과되는 품목 관세를 기존 25%에서 50%로 올리겠다고 추가로 밝혔습니다. 이런 맥락에서 호주의 미국 소고기 수입 허용에 대해,  불룸버그는 호주 정부의 소고기 시장 개방에 대해 "트럼프 대통령을 달래려는 시도로 여겨지고 있다"면서 트럼프 대통령이 예고한 상호관세와 금속·의약품 등 호주의 주요 산업에 타격을 줄 수 있는 부문별 관세에 대응하는 과정에서 나온 처방으로 해석했습니다.

저는 2024년2월6일 호주 퍼스 소재 국영은행장의 뇌물 관련 신고 이후 (호주법에 의해)시작된 민사재판에 24년6월 승소하고도 1년이 훨씬 지났음에도 오히려 너무도 억울하게 호주 정부에 의해 (은행감독국이 가지고 있는 저의 재판승소금도 못받고 있을 뿐만 아니라) 거꾸로 그동안 저의 모든 재산이 호주 정부에 강탈되는 결과가 초래되었습니다.

저는 위에서 인용한 24년4월에 앤서니 앨버니즈 총리가 미국에 대하여 했던 이야기를 빌려서 호주 총리에게 고합니다. “공익신고자인 나는 호주 정부에 결과적으로 24년6월 USD18M 국고수입에 기여했다”며 그런데도 호주 앨버니즈 총리와 법무장관이 호주 정부에 (받지도 않은) 재판승소금 10%의 예탁금을 선부과하고 24년12월에 전혀 별 건의 기존 벌금납부 건에 대하여 이 재판종결과 강제로 관련지어 이중처벌을 재판승소자 원고에게 하고 은행감독국이 무려 4%에 달하는 송금료 등의 살인적인 수수료를 2번에 걸쳐 갈취했음에도 (저에게 아무런 고지도 없이) USD를 AUD로 다시 교환했고 (시장환율은 동일함에도) 기준금리를 타령으로 하는 준거금리 환율차이를 100달러 제 계좌로 보상금 일부 보내는 최종 마지막 단계 이후 기습 제기하고 있습니다. 이것에 대해 저는 “친구의 행동이 아니다. 나쁜 결정”이라고 지적하고 “앨버니지 행정부의 국제표준에 반하는 이러한 처사는 논리적 근거가 없고, 호주 정부 고위관리의 문제점을 알려주고 호주 정부에 여러가지 측면에 기여한 공익신고자의 공헌 파트너십 기반에 어긋난다”고 이야기드리고 싶습니다.

국제 표준과 국제적 상식에 근거한 양심있는 사람들도 이해할 수 있는 수준에서 자국의 공익신고자를 이렇게 함부로 대하지 마시고, 앤서니 앨버니지 총리는 법무장관이 끝까지 평행선을 달려서 ‘소탐대실小貪大失’하는 우를 범하지 않게, 이 정도 상황에서는 정치적 결단이 정답이라는 걸 당신이 지명한 법무장관 등에게 한 수 가르쳐주시기를 부탁드립니다.

끝까지 평행선을 달리지 말자. 지금은 (호주와 미국의 관세협정에서 보여주었듯이) 호주정부는 자국의 공익신고자에게 오히려 재산강탈이라는 반 국제상식을 멈추고, 정치적 결단이 정답!

Let’s not run parallel paths till the end, political decision is the right answer now! (Zheng Dong-hee speaks to the head of state)

President Trump announced on his social media yesterday, "After a long time, the Australian government has agreed to allow the import of American beef. Even though we are good friends, Australia has banned the import of our beef for a long time."

Australian beef is also an export item, and it is unclear whether Australia will actually import huge amounts of beef from the United States in the future, but this political decision appears to be an approximation of the correct answer in that Australia is expected to demand 50% tariff relief on steel and aluminum, 200% tariff relief on pharmaceuticals, which are more important export items, and 200% tariff reduction on pharmaceuticals in exchange for opening up beef.

I hope that the political determination that the Australian government has shown this time will also be shown in the trial and conclusion of my case, which has been tedious for the past year and a half as a public interest reporter.

Steel, currently Australia's largest export item, has weakened export momentum as the Chinese economy is not growing at the same rate as in the past.

Looking back, the trade dispute between the two countries began around 2019, which arose due to China's trade retaliation against Australia. In 2022, the Australian Meat Industry Council (AMIC) urged the Australian government to urgently improve relations with China to restore normalcy in the meat industry. In December 2024, China lifted the ban on imports of Australian lobsters, and the trade dispute between the two countries, which had lasted for about four years, is coming to a head.

However, the Chinese political news that we occasionally hear in recent months is very different from the usual atmosphere. Based on 2020 statistics, this would not be a small issue given that 40% of Australia's exports in 2020 were destined for China.

Australia was applied a relatively low 'standard tariff' of 10% in tariff negotiations with the United States, but Prime Minister Albanese said, "Australia does not impose tariffs on American products," and pointed out that President Trump imposed a 10% reciprocal tariff on Australia, saying, "It is not the action of a friend. It is a bad decision." He also said, "The Trump administration's tariffs have no logical basis and go against the foundation of the partnership between the two countries."

Nevertheless, President Trump further announced that he would increase tariffs on steel and aluminum products from 25% to 50% through a speech given at the US Steel plant on May 30 and an article posted on the social networking service Truth Social.

In this context, regarding Australia's allowance of U.S. beef imports, Bloomberg said that the Australian government's opening of the beef market is "considered to be an attempt to appease President Trump," and interpreted it as a prescription in the process of responding to reciprocal tariffs announced by President Trump and sectoral tariffs that could harm Australia's major industries such as metals and pharmaceuticals.

Even though it has been more than a year since I won the civil trial that began (according to Australian law) on February 6, 2024, after reporting bribery by the head of a state-owned bank in Perth, Australia, I was unfairly treated by the Australian government (not only not receiving my trial victory money held by the Banking Supervisory Service), but conversely, all of my assets were robbed by the Australian government.

I borrow the story quoted above from Prime Minister Anthony Albanese about the United States in April 2024 and tell it to the Prime Minister of Australia.

“As a whistleblower, I ultimately contributed USD18N to the Australian government’s treasury in June 2024,” and yet the Australian Prime Minister Albanese and the Attorney General imposed a 10% deposit on the Australian government (which was not even received), and in December 2024, forcibly linked it to a completely separate case of prior fine payment, imposing double punishment on the plaintiff who won the case, and even though the Office of the Comptroller of the Currency twice exacted a murderous commission of up to 4% in remittance fees, they exchanged the USD back to AUD (without notifying me) and (even though the market exchange rate was the same) made a surprise claim after the final stage of sending a portion of the compensation to my account of USD100, citing the exchange rate difference as the base rate.

In response to this, I would like to point out, “This is not the action of a friend. It is a bad decision.” I would like to say, “This action by the Albany administration, which goes against international standards, has no logical basis and goes against the foundation of the partnership based on the contributions of public interest reporters who have informed the problems of high-ranking officials of the Australian government and contributed to various aspects of the Australian government.”

At a level that even conscientious people based on international standards and international common sense can understand, we ask Prime Minister Anthony Albanage to teach his appointed Attorney General and others that a political decision is the right answer in a situation like this, so that the Attorney General does not make the mistake of running parallel to the end and making a small loss while losing a lot.

Let’s not run parallel lines until the end. Now (as shown in the customs agreement between Australia and the United States), the Australian government must stop the anti-international common sense of property theft for its public interest reporters and make a political decision!
