1. Overview of Mechanic Market

 ○ Vietnam Government has been making plan for economic development 5 year period from 2011 to 2015 in which one of the key tasks is to restructure the economy to sustainable development. Mechanical industry has been considered to be critical, fundamental sector with long planned strategies since 2002. Chairman of Vietnam Association of Mechanical Nguyen Van Thu said the strategy did not achieve its objectives is due to the non-uniformity in policies and implementation. The mechanics are not made to meet the requirements as 50~60% of domestic demand and exports 30%, which really only secured around 20~30% only. It is because the strategies are lack of clear long-term vision and too general.

 ○ Besides, input of mechanical industry as steel sector has also been planned for the period from 2007 to 2015 at 2025, but so far, this plan has been broken. Chairman of the Vietnam Steel Association Pham Chi Cuong said that due to policy-oriented development time has lead to a lack of all the excess steel construction. Additionally, the field of engineering to steel as shipbuilding, automobiles, motorcycles is still limited in the development process. Mechanical processing is considered to be key sector in Vietnam but its is still weak. The fact shows that target of mechanical industry in Vietnam in 2003 has to meet 40~50% of domestic demand. But after 9 years of implementation until 2012, this sector only meets 34% of demand.

 ○ This issue happens because of unclear strategies and lack of close supervision. Besides, the significant element is funding and loans to mechanical enterprises. Mr. Nguyen Van Thu, chairman of Vietnam Association mechanics mentioned that capital issues for the engineering enterprises should be seen in a larger perspective, many industry and for the benefit of the nation. It is so hard to become industrialized country when mechanics are still lagging. In fact, development of mechanical processing industry requires large capital, long-time investment, high technology and skilled workforce. These are factors that Vietnam is missing. This issue will lower the demand for mechanic tools and affect trading companies in this sector.

 ○ According to our simple survey, most of enterprises stated that recently, demand of mechanical tools is low. To raise up consumption in this field, there is need of projects or needs of mechanical processing’s development. Additionally, most of tools sales are seasonal, it’s up to the needs of processing in this industry. So that most of products will be ordered when needed. It will prevent Vietnamese mechanical tools trading companies from huge amount of inventories.

2. Import-Export trend

 ○ Even the fact shows the slow development of mechanical industry in Vietnam nowadays, import value of tools for broaching keep growing since 2007. As easily can be seen in the chart 2.1, there is increasing trend of HS Code 820760 by years (from 2007 to 2012). However, the world’s financial crisis in the period 2008~2009 affected this trend. It makes the value declined from US$ 2.5 million in 2008 to US$ 1.7 million in 2009 and it is unremarkable change. In the recovery period from 2009, import value of this product sharply increase, up to US$ 4.7 million in 2012.

 ○ The above chart shows that Vietnam imports this product mostly from Japan and it takes 71% of market share. While Thailand is on the 2nd place with 15%. Followed by China, Germany, Taiwan and other countries.

 ○ According to short simple survey from Kotra with target attendants are trading companies of mechanical machinery and tools, it is stated that most mechanical products in Vietnam are imported from Japan(55%), Taiwan and China(25%), Germany(10%) and the rest of market shares is other countries such as US, Korea.

 ○ In Vietnam, there are numbers of mechanic/ exact mechanic factories. However, the manufacturers of machineries and tools in mechanics fields are rare and most of them have small scale. Most exported products of HS Code 820760 are produced in foreign manufactures, which settle up their factories in Vietnam and export back to other countries due to low cost of Vietnamese labor force. It remarks a small export value (Total: US$ 143,000 in 2012).

 ○ The chart states that 51% of products with HS Code 820760 exported to US, followed by Japan with 35.3%. The 3rd place is Australia with 11.9% and the rest is Czech, India and Thailand.

3. Investigation of trading companies

□ Trading Companies Overview

 ○ Most trading companies of mechanical machinery and tools in Vietnam are small due to the low domestic demand for this product. The fact shows that mechanics sector has not strongly developed these years. Besides, the lack of finance prevent trading companies from expanding their business. Additionally, the needs for mechanical machines and tools depend on the production demand so consumption of this product is not high as expected. Besides, machines in mechanic manufacturers are very old and sometimes out of production capacity.

 ○ Recently, trading companies mostly import broaching tools of Nachi, a brand name from Japan.
