College basketball fans may not be able to celebrate a team's victory in this year's NCAA Tournament's Final Four the instant it happens.
According to The New York Times, CBS has decided to employ a 10-second delay during the Final Four in San Antonio as a result of increased criticism and financial penalties levied by Congress and the Federal Communications Commission in the wake of Janet Jackson's breast-baring incident during the Super Bowl halftime show.
CBS executive vice president Martin Franks told The Times that while the network "has yet to determine if it will be able technically to install some form of delay to its coverage of the earlier rounds" of the NCAA Tournament, the network "would like to."
However, CBS Sports VP/Communications LeslieAnne Wade said that the network will not use a delay during the tournament, according to the Sports Business Daily.
Franks told The Times that the network also plans to institute at least a five-second delay for on-field interviews in NFL games this season. He offered Shaquille O'Neal's recent profanity-laced, postgame television interview as an example for why the move is necessary. Franks said such a tirade is "something we simply can't have at this point."
CBS also is considering hiring additional executives for its standards department, an approach Fox has already taken, to help handle delays.
Complaints about decency and calls for improved controls over live content have been on a steady rise since the Jackson-Justin Timberlake duet at the Super Bowl ended with Timberlake snatching off part of Jackson's bustier on stage, revealing a breast clad only in a sun-shaped "nipple shield" to some 89 million viewers.
Jackson's spokeswoman, Jennifer Holiner, said a red lace garment was supposed to remain when Timberlake tore off the outer covering.
Last week, the House of Representatives approved a bill to increase fines for broadcast violations from $27,500 to $500,000 a violation, with a maximum penalty of $3 million, The Times reported.
