이재명 대통령은 2일 금융기관에서 돈을 빌린 뒤 오랜 기간 갚지 못하는 장기 연체 채무자의 빚을 국가가 나서서 정리해주는 제도를 새로 마련하고, 파산 신청 등 채무자가 이용할 수 있는 기존 제도는 적극 홍보하라고 지시했다. 이 대통령은 이날 청와대에서 주재한 국무회의에서 “빚 때문에 죽는다는 소리가 안 나오게 해야 한다”며 “장기 연체 채무 청산은 최대한 강력하게, 지속적으로 해야한다”고 말했다.

이재명 대통령은 빚 때문에 스스로 목숨을 끊는 사건에 대해 “이런 원시적인 사회가 어디 있느냐”며 “개인 부채 등에 대해 어디선가 체계적으로 조사하고 관리해야 한다”고 했다. 그러면서 김민석 국무총리에게 “이건 총리가 챙겨보겠느냐”고 했고, 김 총리는 “금융위와 상의해서 안을 짜보겠다”고 답했다.

이재명 대통령은 “빚을 지는 원인은 채무자가 잘못한 것도 있지만 채권자가 (빌려준 돈을 받지 못하는) 그걸 고려해서 빌려줘야 된다는 것도 있다”며 “채권자는 원래 일부는 떼일 것을 각오하고, 그게 다 이자 비용에 포함돼 있는 것”이라고 했다.

이어 “능력이 없어 못 갚으면 면책하는 게 원래 상식인데, 우리나라는 이상하게 언론도 맨날 ‘도덕적 해이’를 이야기하고, 빚을 지면 반드시 죽을 때까지 갚아야 되고 심지어 자손이라도 갚아야 된다, 이런 걸 강요한다”고 했다.

이재명 대통령은 “빚 때문에 죽는다 하면 법원에 (파산 등을) 신청해서 탕감받으면 되는데, 이걸 매우 부도덕하고 나쁜 행위로 공격하니까 끙끙 앓다가 죽는 것이다. 이건 비정상”이라고 했다. 그러면서 “재산이 있는데 떼먹거나 조세 회피하는 이런 악질적 사람의 경우 말고, (빚 때문에) 죽는 사람은 사실 착한 사람들”이라며 “(관련) 제도를 모르고, 빚는 갚아야 하고, 남한테 피해가 되고, 이런 생각을 하다가 극단적인 선택을 하는 것”이라고 했다.

이재명 대통령은 “빚에 쪼들려 못 살겠다 싶으면, 신고하면 해결해주는 기구를 만들든 그런 걸 하면 좋겠다”며 파산 신청 등에 드는 비용 등을 국가가 지원하는 방안도 검토하라고 법무부에 지시했다. 이 대통령은 정은경 보건복지부 장관에게는 “복지부도 빚 져서 죽겠다는 사람을 혹시 추가로 발굴할 방법이 없는지 연구해보라”고 했다.

He further criticized, “It is common sense to discharge debts when repayment is impossible due to lack of ability, yet South Korea abnormally insists through media narratives on ‘moral hazard,’ forcing debtors to repay until death or even burdening their descendants.”

President Lee argued, “If someone is dying from debt, they can apply for bankruptcy and receive debt relief through the courts. However, because this is attacked as immoral, people suffer silently until they die—a clear abnormality.” He added, “Except for malicious cases where individuals hide assets or evade taxes, those dying from debt are often honest people unaware of available systems, burdened by guilt over repaying debts and harming others, leading to extreme choices.”

The president proposed, “If people are struggling to live due to debt, creating an institution to resolve their issues upon reporting would be ideal,” and directed the Ministry of Justice to review state support for costs related to bankruptcy applications. He also instructed Minister of Health and Welfare Jeong Eun-kyeong to “research additional methods to identify individuals at risk of suicide due to debt.”
