(서울=연합뉴스) 황윤기 기자 = 이재명 대통령은 27일 이른바 '삼전닉스'(삼성전자·SK하이닉스)가 조만간 대규모 호남 반도체 시설 투자를 발표할 것으로 전망되는 것과 관련, 이를 "역사적 성과"로 자평하며 소셜미디어(SNS)를 통해 '폭풍 여론전'을 펼쳤다.

이재명 대통령은 이날 엑스(X·옛 트위터)에 올린 글에서 "대한민국 생존전략이 된 국가균형발전이라는 행정 목표 달성을 위해 공직자들이 마땅히 해야 할 책임을 다한 결과이고 전무후무한 초대규모 지역투자 유치"라고 썼다.

"It is the result of fulfilling the responsibilities that public officials deserve to achieve the administrative goal of balanced national development, which has become the survival strategy of the Republic of Korea, and attracting unprecedented large-scale regional investment," President Lee wrote in a post on X (formerly Twitter).

이재명 대통령은 정치적 고려가 지나치게 투영된 것 아니냐는 야권의 비판에는 "국가정책을 정치적으로 악용하고 기업들 팔목 비틀어 강요하던 사람들 입장에서는 이 일도 그렇게 보일 수 있다"며 "자신들의 과거 행위나 경험을 바탕으로 타인도 그럴 것이라 지레짐작하며 비난, 비방하지 않으셨으면 좋겠다"고 맞받았다.

President Lee Jae-myung responded to the opposition's criticism that political considerations were overly projected, saying, "This can also be seen from the perspective of those who have abused national policies politically and forced companies to twist their wrists. Based on their past actions and experiences, I hope you don't criticize or slander others."

이어 "이 일은 정확히 말하면 정부의 용수, 전력, 용지, 인프라, 인력양성, 정주 여건 구축 등 기업환경 조성과 공직자들의 설득·요청에 따라 최고경영자(CEO)들이 회사에 이익이 된다고 판단해 결단한 것"이라며 "이런 건 직권남용이나 강요·지시가 아니라, 행정지도나 조성행정"이라고 강조했다.

"To be precise, the decision was made because CEOs decided to benefit the company based on the government's creation of a corporate environment, such as water, power, land, infrastructure, human resources training, and settlement conditions, and persuasion and request from public officials," he said. "This is not an abuse of authority or coercion or order, but an administrative guidance or creation administration."

이재명 대통령은 또 국민의힘 유승민 전 의원이 페이스북을 통해 "왜 호남인가"라며 입지 결정 기준에 의문을 제기한 것에 대해 "조금 기다리시면 공식적으로 공개할 것"이라며 "너무 서두르지 마시라"고 말했다.

President Lee Jae-myung also said, "If you wait a little bit, we will officially disclose it," regarding former lawmaker Yoo Seung Min's questioning of the location decision criteria on Facebook, saying, "Why Honam?" and "Don't rush too much."

이재명 대통령은 1시간 뒤에는 유 전 의원의 주장을 담은 다른 보도를 인용하며 "반도체산업엔 용수 외에 전력, 특히 'RE100' 때문에 태양광 풍력 등 재생에너지가 중요하다"며 "그런데 이미 수도권은 포화상태이고 재생에너지가 가장 풍부한 곳이 바로 서남해안"이라고 강조했다.

An hour later, President Lee cited another report containing former lawmaker Yoo's claim, saying, "In addition to water, renewable energy such as solar and wind power is important in the semiconductor industry because of power, especially 'RE100,' and stressed, "But the Seoul metropolitan area is already saturated and the place with the most renewable energy is the southwest coast."

그러면서 이재명 대통령은 "지진 없는 안정되고 값싼 용지도 저개발 호남이 최고"라고 덧붙였다. 이는 원전이 있는 영남권이 더 좋은 입지라는 일각의 주장에 대한 반박으로 해석된다.

President Lee added, "Even for stable and cheap land without earthquakes, Honam is the best." This is interpreted as a rebuttal to some claims that the Yeongnam region where nuclear power plants are located is better located.

이재명 대통령은 오후 11시를 넘겨서도 X를 통해 '윤석열 정부 시절인 2023년 광주·전남이 산업통상부의 '국가첨단전략산업 특화단지' 반도체 분야 공모에서 비록 탈락했으나 최우수 등급을 받았다'는 보도를 소개했다.

Even after 11 p.m., President Lee introduced a report through X that "Gwangju and Jeonnam received the highest grade in 2023 during the Yoon Suk Yeol administration, although they were eliminated from the Ministry of Trade, Industry and Energy's "National Advanced Strategic Industrial Complex" semiconductor competition."

그러면서 "국민의힘 정부에서 이미 공식 확인한 일이니, 최소한 국민의힘 의원들께서는 호남 반도체 산업 입지에 대해 이상한 말씀 자제해 주시기를 바란다"고 꼬집었다.

He pointed out, "It has already been officially confirmed by the People's Power government, so at least the People's Power lawmakers should refrain from saying strange things about the location of the Honam semiconductor industry."

이재명 대통령은 이날 하루에만 반도체공장 건설 논란과 관련해 X 게시글을 6차례 올렸다.

이재명 대통령이 오전 중 "돼지 눈에는 돼지가 보이는 법"이라고 썼다가 당내 갈등을 겨냥한 것으로 해석되며 논란이 일자, 강유정 청와대 수석대변인은 반도체 공장 관련 내용임을 알리며 "과도한 해석 보도에 유의해달라"고 진화했다.

김용범 청와대 정책실장도 이날 페이스북에 관련 글을 2차례 게시하며 대응했다. 김 실장은 "정부가 만드는 것은 생산 플랫폼"이라며 "개별 기업이 풀 수 있는 문제가 아니라 국가와 지방정부만 할 수 있는 일"이라고 했다.

Yongbum Kim, the chief policy officer of the presidential office, also responded by posting two related posts on Facebook. "The government is creating a production platform," Kim said. "It is not a problem that individual companies can solve, but something that only the state and local governments can do."

이어 "인공지능(AI) 시대가 요구하는 생산능력은 하나의 클러스터만으로 감당하기 어렵고 새로운 생산거점을 미리 준비해야 한다"며 "팹(반도체 생산 공장)의 생산 능력이 곧 왕"이라고 강조했다.

"The production capacity required by the artificial intelligence (AI) era is difficult to handle with only one cluster, and a new production base must be prepared in advance," he said. "The production capacity of fab (semiconductor production plant) is the king."

팹(Fab - Fabrication Facility)

팹(Fab)은 실리콘웨이퍼 제조 공장을 의미한다. 반도체 회사는 제조 공장을 직접

건설하고 운영할 수도 있지만 칩 설계만 하고 제조는 다른 회사에 맡길 수도 있다.

따라서 자체적으로 팹을 보유하지 않고 제품을 설계 · 개발한 뒤 팹을 갖고 있는

회사에 반도체를 위탁 생산하는 회사는 팹리스(fabLess:팹이 없다는 뜻)라고

부른다.

팹(Fab - Fabrication FaciLity)은 <집적 회로(Integrated Circuit; IC / 집적 회로

는 특정 기능을 수행하는 전기 회로와 반도체 소자(주로 트랜지스터)들을 하나의

칩(Chip)으로 구현한 것이다. 반대로 모든 소자가 모두 별개의 부품으로 구성된

회로는 이산 회로(Discrete Circuit)라고 한다. 칩에서 더 나아가, 개별적인 기능을

하는 여러 칩을 하나로 묶어 집적화를 꾀하고 여러 기능을 동시에 하는 칩은 칩셋이

라고 한다>를 만드는 공장으로 fabrication(조 립, 조립 부품)의 줄임말이다.

외부로부터 철저히 보호돼야 한다. 공정이 미세화되다 보니 필 연적으로 무균 시설

이다. 규소를 판 형태로 썰어, 잘 연마한 뒤 바이러스만한 크기의 회로를 심어 테스

트 및 출고한다.

그래서 반도체 공장은 반도체, 전자, 소재, 정밀기계 같은 분야 뿐 아니라, 공조 공학

이나 건축, 토목 공학의 역량도 상당히 중요하다. 넓은 공장을 무균 상태에 온도와

습도, 바람, 기압 까지 완벽하게 통제하는 공조 시스템 역량과 주변 환경에서 발생

하는 미세한 진동까지 전부 케어하고 먼지 발을 최소화 시키는 구조물 건축 기술,

대용량의 물 공급과 폐수 처리를 비 롯한 각종 지하 인프라를 깔고 공장의 하중을

버텨내면서도 진동 억제에 필요한 지반 토목 기술이 있어야 한다.

회사보다는 개별 시설을 의미한다. 반도체 회사에서 공장을 운영하기도 하지만,

때로 제조는 다른 회사에 맡기고 칩만 설계하기도 한다. 현재는 ASML에서

분광기를 독점하는 형태라 반도체 공정을 늘리려면 개별 시설을 늘릴 수 없어서

회사 전체를 매입한다는 뜻으로도 사용 되곤 한다.

대부분의 반도체 회사들은 근래에 이 팹을 소유하지 않고 설계만 하며, 생산은

파운드리에 위탁한다. 이러한 방식을 팹리스(Fabless)라고 한다.
