내년도 나라 살림 규모가 처음으로 800조원을 넘어서게 된다. 이재명 대통령은 13일 “(반도체 초과 세수로) 미래 대응 기금을 신설하여 미래·청년·지방·교육 등 국가의 미래를 좌우할 4대 분야에 집중 투자하겠다”고 밝혔다.

이 대통령은 이날 오후 청와대 영빈관에서 주재한 2026년 국가재정전략회의에서 “대규모의 추가 세수를 미래 대응을 위한 전략적인 투자 재원으로 활용하겠다”며 이 같은 내년 재정 운용 원칙을 발표했다.

그는 “인공지능 혁명이 촉발한 반도체 대호황에 힘입어 전례 없는 추가 세수가 발생될 것으로 예측된다”며 “이번 추가 세수는 전 세계의 인공지능 패권이 결정되는 골든타임에 쓰일 소중한 재원”이라고 했다.

또한 “3대 메가 프로젝트를 우리 경제의 새로운 기회로 만들어내겠다”며 “반도체, 피지컬AI, AI 데이터센터 투자가 기업의 시간표대로 제대로 이뤄질 수 있도록 정부 역량을 총동원해서 집중 지원하겠다”고 했다. 이어 “필수 자원인 전력, 용수의 안정적 공급은 기본이고, 교통·물류 인프라 확충, 주거·교육·의료·문화 등 정주 여건 구축과 혁신 기반까지 갖춰서 대한민국에 새로운 성장 거점들을 만들어낼 것”이라고 약속했다.

아울러 “모두의 성장으로 그 누구도 소외되지 않는 대한민국을 만들겠다”며 “사회에 첫발을 내딛는 청년들에게는 일자리부터 주거, 자산 형성까지 생애 주기 전반을 아우르는 지원 체계를 마련할 것”이라고 밝혔다.

이 대통령은 “인공지능 시대에 불가피하게 늘어나게 될 비정형 노동자들도 빈틈없이 보호받을 수 있도록 사회안전망을, 사회안전매트 수준으로 더욱 강화하겠다”며 “국민 모두가 인공지능 기술 발전의 혜택을 다 누릴 수 있도록 정부가 최선을 다해 일상적으로 지원하겠다”고 했다.

이 자리에서 박홍근 기획예산처 장관은 “내년도 총지출을 올해 본예산보다 10% 이상 확대해 800조원 플러스 알파 수준으로 편성하겠다”고 밝혔다. 정부 재정 지출이 전년 대비 두 자릿수 증가율을 기록하는 것은 이례적인 일이며, 총지출 800조원 돌파는 사상 최초다.

박 장관은 “세입 여건과 국가 차원의 집중 투자 필요성을 종합적으로 반영했다”며 “늘어난 세수를 바탕으로 뼈를 깎는 지출 구조조정을 병행해 역대 최대 수준의 투자 여력을 만들어 내겠다”고 했다.

Next year’s national budget will exceed 800 trillion Korean won for the first time. President Lee Jae Myung announced on the 13th, “With excess semiconductor tax revenue, we will establish a future response fund and focus our investments on four key areas that will shape the nation’s future: the future, youth, regions, and education.”

We will expand transportation and logistics infrastructure, establish living conditions including housing, education, healthcare, and culture, and build an innovation foundation to create new growth hubs in South Korea.”

Additionally, he declared, “We will create a South Korea where everyone grows and no one is left behind. For young people taking their first steps into society, we will establish a support system covering their entire life cycle, from employment to housing and asset formation.”

The president also stated, “We will strengthen the social safety net to the level of a social safety mat to protect non-regular workers, who will inevitably increase in the AI era, without gaps. The government will do its utmost to ensure all citizens benefit from AI technological advancements in their daily lives.”

At the meeting, Minister of Planning and Budget Park Hong-keun announced, “Next year’s total expenditure will be expanded by over 10% compared to this year’s main budget, reaching a level of 800 trillion Korean won plus alpha.” It is unusual for government fiscal spending to record a double-digit growth rate compared to the previous year, and surpassing 800 trillion Korean won in total expenditure is a first in history.

Minister Park explained, “We comprehensively reflected the tax revenue conditions and the need for national-level concentrated investment. Based on the increased tax revenue, we will conduct rigorous expenditure restructuring to create the largest-ever investment capacity.”
