이 대통령은 이날 청와대 영빈관에서 열린 재정경제부·기획예산처·국가데이터처·금융위원회 등 경제 부처 업무보고에서 “빚 때문에 죽는 사회라는 말이 사라지도록 재기의 기회를 활짝 열겠다”는 이억원 금융위원장의 보고를 받고 이같이 밝혔다. 이 대통령은 “우리나라는 빚을 탕감해 주는 것에 대해서 가혹하리만큼 엄격하다”며 “빚을 졌는데 갚을 능력이 없으면 파산·면책하고 다시 재출발시키는 게 사회적으로 도움이 된다”고 했다.

임 청장은 이날 과태료 등 국세 외 수입을 국세청이 통합 징수한다고 밝혔다. 이어 “하루 12억원 정도 들어오던 경찰 체납 과태료를 7월 1일부터 국세청이 관리한다는 (카카오)톡을 체납자에게 6월 30일 보냈다”며 “그러자 그 당일에만 (체납 과태료가) 38억원이 들어와 경찰청 서버가 다운됐을 정도로 납부가 폭주했다”고 했다. 또 “이 제도가 정착된다면 재정 누수를 막고 경찰은 본연의 치안 업무에 집중할 수 있을 것”이라고 했다.

◇“부정수급액 30% 신고자에게”

대구 서구의 도시재생사업에서 보조금이 부실하게 관리된다는 국민참관단 의견을 듣고 이 대통령은 “부정부패를 발굴해 신고하는 것을 업으로 하는 것도 나쁘지 않다”며 보조금 부정수급 신고자에 대한 파격적 포상을 약속하기도 했다. 이 대통령은 “범죄행위를 신고해 국가가 환수하면 그 금액의 30% 정도는 기본적으로 신고자 또는 기여자에게 지급한다는 게 정부의 방침”이라며 “전문적으로 신고하고 돈 벌겠다고 하는 것을 금지할 필요가 없다”고 했다. 이와 관련해 박홍근 기획예산처 장관은 “민간·지방 보조 사업 1만2000건 이상을 10월까지 전부 조사하고 있다”며 “신고 포상금과 함께 제재 부가금과 관련된 시행령 및 법 개정 등도 지금 서두르고 있다”고 했다.

한성숙 국무총리가 “지원 사업에 응모하는 기업들이 (부정 수급이) 비정상이라는 생각이 너무 약한 것 같다”고 말하자 이 대통령은 “일부러 부정수급을 위해 한다고 한다면 그 회사는 아예 (응모 기회를) 안 주거나 해산시키든지 (해야 한다)”고 했다.

◇”단일종목 레버리지 보완책 마련”

삼성전자·SK하이닉스 주가에 2배 베팅할 수 있는 단일종목 레버리지 상품을 둘러싼 증시 변동성 논란과 관련해 이재명 대통령은 “보완대책을 잘 신속하게 마련해라”고 정은보 한국거래소 이사장에게 지시했다. 5월말 이 상품 출시 이후 “꼬리가 몸통을 흔든다”는 말이 나올 정도로 증시에 혼란이 일자 지난달말 이찬진 금융감독원장은 “(제도 도입을) 드러누워서 막았어야 했나 후회한다”고 했다. 이 대통령이 사법연수원 동기인 이 원장에게 “최근 많이 당하고 계신 것 같던데”라고 하자 이 원장은 “시장관리자로서 책임이 있어서 책임을 달게 받고 있다”고 말했다.
