Roh May Veto Bid to Oust Home Minister
* 과반수 야당 : majority opposition party
* 한나라당 : Grand National Party (GNP)
* 행정자치부장관 : Government Administration and Home Affairs Minister
* 해임 : dismissal <-- to dismiss : 퇴거시키다, 면직시키다
* 거부권 : veto power
* 행사하다 : to exercise : to execute the authorized job to fulfill the goal
* 횡포, 학정 : tyranny : arbitrary or unrestrained exercise of power
President Roh Moo-hyun hinted yesterday that he would *exercise his *veto power if the *majority opposition Grand National Party (GNP) pushes for the *dismissal of *Government Administration and Home Affairs Minister Kim Doo-kwan with a vote scheduled for today. Roh said he sees the opposition’s move as a “*tyranny of the majority party.“
* 양심 : conscience : consciousness of the moral right and wrong of one's own acts
* 흔들다 : to jolt : to give a quick hard knock or blow to
“I can hardly understand what the reason is for the *motion,“ Roh said during a meeting with advisors and staff. “I believe the lawmakers will follow their *conviction and *conscience. The people will watch whether the Assembly exercises its power given by the people or just plays sides to *jolt the *administration.“
* 고건 국무총리 : Prime Minister Goh Kun
* 국무위원 : cabinet minister
* 정무수석 : senior secretary for political affairs
* 반대표를 던지다 : to cast dissenting ballot
* 설득하다 : to persuade --> persuasive : 설득력있는 --> persuasion : 설득력, 확신
Roh asked *cabinet ministers and Chong Wa Dae officials, including *Prime Minister Goh Kun and Ryu In-tae, Roh’s *senior secretary for political affairs, to try and *persuade lawmakers to *cast dissenting ballots.
* 즉각적으로 : immediately <-- immediate : 즉각의, 직접의
* 보복하다, 반발하다 : to retaliate --> retaliation : 보복
* 위협하다 : to threaten --> threat : 위협, 협박
* 의회민주주의 : parliamentary democracy
* 파괴하다, 무너뜨리다 : to raze : to destroy everything completely
The GNP *retaliated *immediately, *arguing the president is *threatening the opposition party and trying to *raze *parliamentary democracy.
* 공공연하게 : publicly <-- public : 공공의; 대중, 민중
* 배반자 : betrayer <-- to betray : 배반하다, 누설하다
* 원내총무 : floor leader
* 국회의원 홍사덕 : Rep. Hong Sa-duk = Representative Hong Sa-duk
* 시련 : ordeal : a painful or severe test
* 유혹 : temptation <-- to tempt : 유혹하다, 꾀다
* 뒤통수에 총을 쏘다 : to shoot it in the back
“President Roh has *publicly ordered his men to produce *betrayers in the opposition party. How can he do such a thing?“ said *Rep. Hong Sa-duk, GNP *floor leader. “It is a time of great *ordeal and *temptation for the party lawmakers. However, we will not fail to pass the motion tomorrow. There is no one in my party who will *shoot it in the back.“
* 징계 반응 : whip's response
* 상당수의 : a considerable number of
* 평의원 : backbencher <-- backbench : 뒤쪽 벤치
* 반체제자; 반체제의 : dissident : disagreeing with an government system
* 당의 방침을 어기다 : to cross the party line
* 자신 있는 : confident <-- confidence : 신임, 신뢰
* 반대투표 : revolt ballot
* 심각한 손상 : serious damage
The opposition *whip‘s response comes as a *considerable number of *backbenchers believe the party move is too much. Hong seems quite *confident that no one other than Rep. Kim Hong-shin, the famous *dissident, will *cross the party line. But it would cause *serious damage to the party if there is a large number of *revolt ballots.

* 운동권 대학생 단체 한총련 : student activist group, Hanchongryun
* 주한미군 : United States Forces Korea
* 훈련장 : training range
The GNP, which holds 149 of the 272 Assembly seats, *submitted the motion to *oust 44-year-old Minister Kim Doo-kwan. The party *contends that he *failed to prevent attacks by *outlawed *student activist group, Hanchongryun, against the *United States Forces Korea at a *training range last month.
*여당인 새천년 민주당은 이 동의안에 *반대하면서, 야당의 해임동의안의 *명분이 너무 약하다고 주장하고 있다. 민주당의 이상수 *사무총장은 “야당은 *내부의 도전을 *잠재우기 위해 외부의 적을 노리고 있는 중이다”라고 말했다.
* 여당인 새천년 민주당 : The governing Millennium Democratic Party (MDP)
* 반대하다 : to oppose --> opposition : 반대; 야당 --> opposite : 반대하는; 맞은편의
* 정당성, 명분 : justification <-- to justify : 정당화시키다
* 사무총장 : secretary general
* 내부의 도전 : internal challenge
* 잠재우다 : to calm down
*The governing Millennium Democratic Party (MDP) *opposes the motion, saying the opposition party’s *justification for the motion is too weak. MDP *secretary general Lee Sang-soo said, “The opposition party is just seeking an outside enemy to *calm down *internal challenges.“
Assembly Speaker Park Kwan-yong
* 할 수밖에 없다 : have no choice but to
* 힘으로 투표를 막으려 들다 : to resort to force to prevent the vote
* ... 것으로 보인다 : to appear --> appearance : 등장, 출현
* 여론의 추이 : changes in the public opinion
* ...에 따라서 : in accordance with
* 비공식인 : informal <--> formal : 공식적인
* 오만함 : arrogance --> arrogant : 오만한, 건방진
*Assembly Speaker Park Kwan-yong said he will *have no choice but to *proceed with the vote if the *rival parties fail to reach an agreement. But the ruling party doesn‘t *appear willing to *resort to force to prevent the vote since it can ask President Roh to use his veto power *in accordance with *changes in public opinion. In an *informal online survey yesterday, more than six out of 10 *respondents said the GNP move is “*arrogance of the majority party.“
