You have to understand correctly that God chose it as absolute sovereignty. What does it mean when Jesus quoted chapter 6 of Isaiah? That's because people at the time of Jesus had the same problems as the Jews of the Prophet Isaiah.
"Matthew 13:10-15> The disciples came to Jesus and said, Why do you speak to them in parables? Then they said, You have been allowed to know the secrets of heaven, but they have not. Those who have enough will receive them, and those who do not have enough will be taken away. Therefore, what I say to them as parables is that they do not know, hear, and do not realize what they see.
I told you that Isaiah's prophecy was made to them, but you will not realize it even if you hear it. You will not know even if you see it. The hearts of these people have become completely weak, and their ears are dull to hear, and their eyes are closed, and they see it with their eyes, hear it with their ears, and realize it with their hearts, and return to me. These are the words that Jesus answered the questions of his disciples.
In verse 11, you were allowed to know the secrets of heaven, but not to them. I misinterpreted these words, so God unilaterally emphasized as if someone had chosen and some had abandoned. But God is a fair man. That is why he is not the one who unilaterally throws some away and chooses others. Jesus quoted chapter 6 of Isaiah to emphasize that.
Chapter 6 of Isaiah warned the people of the south of Judah through the Prophet Isaiah to destroy them because of their evil deeds. It means that some of the followers of Jesus came to see miracles, some of them to eat bread and be full, but their ears are dull to hear and their eyes are closed, so they are destroyed.
1>What is a metaphor? It is an explanation of the secret of heaven by quoting events and objects in this land so that it is easy to understand. It is to let people know who are entering heaven.
2>Why did you say it in a metaphor? It is intended to hide the purpose and secret of who those who enter heaven are.
<Ma13:11> What does this mean that you were allowed to know the secrets of heaven, but not to them? What does it mean to you but not to them? Jesus said this not to the priests or elders, or to the scribes and Pharisees, but to the entire group who gathered to hear him. Large groups gathered, many of them to see the target or to eat and fill up. Not all of them are those who will be saved by trusting God. That's why it is to hide the secret of heaven from those who do not realize it while speaking in parables.

If you don't understand the meaning of the word, what you have will be taken away.
Hearing things isn't all mine, it's just mine to realize what you've heard. But if you have a weak mind, you can't see, hear, and don't realize it. We must pray earnestly, saying, "Give us the grace to realize the word of the Holy Spirit."
