오는 10월부터 공무원이 특정 개인·집단에 혐오 표현을 썼을 경우 ‘파면’ 조치 당할 수 있다. 정당한 이유 없이 업무를 처리하지 않은 직무태만 공무원에 대한 징계도 강화된다.

천지윤 인사처 윤리복무국장은 혐오 표현의 정의에 대해 “개정안에서는 인종, 국가, 성별, 지역, 연령, 소득수준 등을 이유로 폭력을 선동한다거나 개인(집단)의 존엄성을 침해하는 언어적, 행동적 표현을 혐오 표현으로 규정하고 있다”며 “비공개 SNS 등 외부로 공개되지 않는 내용은 해당되지 않는다”고 말했다.
