앞으로 환자가 병원을 옮길 때마다 CT(컴퓨터단층촬영)나 MRI(자기공명영상)를 다시 찍지 않아도 될 전망이다. 환자가 스마트폰 QR코드를 이용해 기존 의료 영상을 다른 병원에 직접 전송할 수 있는 시스템이 도입되기 때문이다. QR코드는 스마트폰 카메라로 인식하면 관련 정보 화면으로 바로 연결되는 사각형 모양의 코드다.

31일 보건복지부의 ‘2026년 하반기 업무계획’에 따르면, 내년 상반기부터 복지부는 개인 의료데이터 조회가 가능한 스마트폰 ‘나의건강기록’ 앱에 CT·MRI 영상정보를 연동하는 시스템을 마련할 계획이다. 이 시스템이 도입되면 환자는 ‘나의건강기록’ 앱에서 전송할 의료 영상과 새로 옮기는 병원을 선택한 뒤 QR 코드 인증을 거쳐 CT, MRI 촬영본 등을 보낼 수 있다.

그동안은 환자가 병원을 옮길 때 기존 CT·MRI 촬영 영상을 이동식 저장 장치인 CD나 USB로 옮겨 담아 직접 전달하는 경우가 많았다. 하지만 이 과정에서 자료가 누락되거나 새로 옮긴 병원이 영상 품질 등을 이유로 재촬영을 요구해 환자가 돈과 시간을 낭비하는 일이 반복돼 왔다.

정부는 시스템이 정착되면 불필요한 중복 검사를 줄여 환자의 비용 부담은 물론, 건강보험 재정 지출도 낮출 것으로 보고 있다. 건강보험심사평가원에 따르면, 지난해 기존 병원에서 CT를 촬영한 뒤 30일 내 다른 병원으로 옮긴 국내 환자(94만4172명) 가운데 약 27%인 25만3438명이 새 병원에서 CT를 다시 촬영한 것으로 나타났다. 4명 중 1명 이상이 한 달 안에 같은 부위를 또 촬영한 셈이다. 지난해 재촬영으로 건강보험공단에 청구된 급여비는 CT 491억5200만원, MRI 159억원 등 총 650억5200만원에 달했다.

앞서 정부가 CT와 MRI 등 검사 가격을 낮추는 개편안을 발표했는데, 검사 단가를 낮추는 것만으로는 병원을 옮긴 환자에게 같은 검사를 다시 요구하는 관행을 막기 어렵다는 지적이 있었다. 이에 병원 간 영상 정보 공유 체계를 마련해 중복 촬영 자체를 줄이기로 한 것이다.

Patients will no longer need to undergo CT, computed tomography, or MRI, magnetic resonance imaging, scans every time they transfer hospitals. This is because a system allowing patients to directly transmit existing medical images to other hospitals via smartphone QR codes will be introduced. Previously, patients often had to physically transfer existing CT and MRI scans via CDs or USB drives when changing hospitals. However, this process frequently led to data loss or requests for re-scans by new hospitals due to image quality concerns, causing patients to waste time and money.

The government expects the system to reduce unnecessary duplicate tests, lowering both patient costs and National Health Insurance expenditures. According to the Health Insurance Review & Assessment Service, of the 944,172 domestic patients who moved to another hospital within 30 days after undergoing CT scans at their previous hospital last year, approximately 27%—253,438 people—had to undergo CT scans again at the new hospital. This means more than one in four patients had the same body part scanned again within a month. The total insurance claims filed with the National Health Insurance Service for re-scans last year amounted to 65.052 billion Korean won, including 49.152 billion Korean won for CT and 15.9 billion Korean won for MRI.

Earlier, the government announced a reform plan to lower the costs of CT and MRI tests. However, critics argued that simply reducing unit prices would not prevent the practice of requiring patients to undergo the same tests again after transferring hospitals. To address this, the government decided to establish a system for sharing imaging information between hospitals to reduce redundant scans.
