While crammed into army...?

Let me show you what is like a headache.

Grieving relatives flocked Wednesday to a camp to claim bodies of 78 Muslim detainees who died while crammed into army trucks after a riot. Thailand's prime minister apologized for the deaths, but insisted his security forces were "soft" on the rioters.

Outraged Islamic leaders warned that the deaths could worsen sectarian violence in the Muslim-dominated south of predominantly Buddhist Thailand, where more than 400 people have been killed this year in what officials call the revival of a long-simmering insurgency.

Prime Minister Thaksin Shinawatra said Wednesday that "there were some mistakes," and that authorities lacked enough trucks to properly transport the 1,300 people arrested in Monday's riot in the southern province of Narathiwat because it was a public holiday.

What I'd like to know is simple. The underlined part in the box looks weird to me, especially 'while crammed'

I believe 'while crammed' must be changed into 'while cramming'.

What do you think?

The sentence above seems to be right. I think if you write the sentence in full, it will read, ".... 78 Muslim detainees who died while they were (being) crammed into army trucks..." They indicated the Muslim detainees. They were the ones who were crammed into the trucks though they didn't want to.
