이재명 대통령이 저출생에 따른 병력 자원 감소에 대응하기 위해 '선택적 모병제'를 도입하고 인력·보병 중심의 군 구조를 첨단 장비와 기술 중심으로 개편하겠다고 13일 밝혔다.

이 대통령은 이날 오후 청와대 여민관에서 제43차 수석비서관회의를 주재하고 "지속적인 저출생 때문에 현재 같은 인력 중심, 보병 중심의 비효율적인 군 구조를 유지하는 것은 가능하지도 않고 바람직하지도 않다"며 "'선택적 모병제'를 도입해 우리 군을 첨단 장비와 기술 중심의 스마트 정예강군으로 탈바꿈시키려는 '국방 개혁'을 빠르고 빈틈 없이 추진해야 한다"고 말했다.

이 대통령은 또 "군 병력이 좋은 일자리와 양질의 교육, 또 안정적 재산 형성의 밑거름이 될 수 있도록 정책을 촘촘하게 수립해 주면 좋겠다"며 "군 생활이 인생의 낭비 또는 손해라는 생각이 들지 않게 하는 게 우리 정부의 큰 책임"이라고 말했다.

초급 간부들에 대한 처우 개선도 주문했다. 이 대통령은 "빠르고 과감하게 추진해주기 바란다"며 "이에 필요한 재정적인, 또 제도적인 지원 정책을 최선을 다해 발굴하고 조속히 시행해주기 바란다"고 당부했다.

이어 "관계 기관들은 신고 단계부터 피해자 중심, 피해자 우선이라는 관점에서 필요한 모든 조치를 과하다 싶을 정도로 집행해주기 바란다"며 "수사권과 기소권 분리 과정에서 여성과 청소년 대상 범죄 대응의 작은 빈틈도 생기지 않도록 관계 부처가 제도 보완을 제대로 할 수 있도록 해 달라"고 덧붙였다.
